{"id":23211,"date":"2024-03-29T18:11:26","date_gmt":"2024-03-29T12:41:26","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=23211"},"modified":"2024-03-29T18:59:16","modified_gmt":"2024-03-29T13:29:16","slug":"daily-current-affairs-29-03-2024","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/29-03-2024\/daily-current-affairs-29-03-2024","title":{"rendered":"Daily Current Affairs 29-03-2024"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-34e17215d023bdc0ef4574fdcbe558ca\" style=\"color:#015aa7\"><strong>Internet Freedom in India<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: <\/strong><strong>GS2\/Po<\/strong><strong>lity &amp; Governance<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cb9dfec66108ce9f742f389a74ffcdb1\" style=\"color:#ff6a00\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India has consistently topped the <strong>global list of countries imposing internet bans,<\/strong> with approximately<strong> 60% of all recorded blackouts worldwide.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-5f077d3f6cdce2eb40c8488bd933c5c6\" style=\"color:#ff6a00\"><strong>About<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>State imposed shutdowns in the last decade have cited <strong>national security and threats to public order.&nbsp;<\/strong><\/li>\n\n\n\n<li>Shutdowns flared up during the protests against the <strong>Citizenship Amendment Act in 2019, the abrogation of Article 370 in 2019, and the introduction of Farm Bills in 2020.&nbsp;<\/strong><\/li>\n\n\n\n<li>Internet disruptions in India accounted for more than <strong>70% of the total loss to the global economy in 2020.&nbsp;<\/strong><\/li>\n\n\n\n<li>Regionally, J<strong>ammu and Kashmir <\/strong>saw the highest number of shutdowns in the last 12 years.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-5821cbdf949957c2227b0ea9d6c765c5\" style=\"color:#ff6a00\"><strong>Legal Provisions Relating to Internet Shutdown<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Grounds:<\/strong> Indian States and Union Territories can impose an internet shutdown only in case of a \u201cpublic emergency\u201d or in the interest of \u201cpublic safety\u201d, according to the Indian Telegraph Act.\n<ul class=\"wp-block-list\">\n<li>However, the law does not define what qualifies as an emergency or safety issue.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Till the year 2017, shutdowns were imposed largely <strong>under Section 144 of the Code of Criminal Procedure (CrPC).&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Section 144 of CrPC gave the police and the District Magistrate the powers in order to prevent unlawful gathering of people and also to direct any person to abstain from a certain activity.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>However, in 2017 the law was amended and the Government promulgated the <strong>Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rule 2017.<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#fff2cc\"><tbody><tr><td><strong>Anuradha Bhasin v. Union of India Case:<\/strong><br><br>&#8211; <strong>In 2020<\/strong> the Supreme Court by <strong>ruling on Jammu and Kashmir Internet shutdown <\/strong>held that <strong>indefinite internet shutdowns<\/strong> by the State is not permissible under Indian Constitution.&nbsp;<br>&#8211; The apex Court further stated that <strong>imposition of Section144 <\/strong>can not be used as a mechanism to avoid genuine protest which is permitted under the Constitution.&nbsp;<br>a. <strong>Section 144<\/strong> has very specific parameters, only if those parameters are satisfied then only a Magistrate can pass the orders.<br>&#8211; <strong>Key Highlights of the orders:<\/strong><br>a. Usage of the Internet is the <strong>Fundamental Right under Article 19<\/strong> of the Indian Constitution.<br>b. Internet shutdowns can be of <strong>temporary period<\/strong> but not for indefinite period.<br>c. Government to publish all orders imposing restrictions under Section 144.<br>d. Kasturirangan<\/strong>, to review the recommendations of the WGEEP.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-50c4c21d686ed2d654e1eabcd6ad9742\" style=\"color:#ff6a00\"><strong>Alarming Increase in Soil Erosion<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The study used remote sensing inputs, such as <strong>LANDSAT-8, Digital Elevation Model (DEM)<\/strong>, and rainfall records to estimate soil loss rates using the <strong>Universal Soil Loss Equation (USLE)<\/strong> method.<\/li>\n\n\n\n<li>The results indicated that the <strong>average soil loss<\/strong> for the Western Ghats Region was 32.3, 46.2, 50.2, and 62.7 tons per hectare per year for the years 1990, 2000, 2010, and 2020, respectively.\n<ul class=\"wp-block-list\">\n<li>It shows a concerning 94% increase, and a consistently increasing trend.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The <strong>state-wise increase<\/strong> is <strong><em>highest in Tamil Nadu (121%)<\/em><\/strong>, <em>followed by Gujarat (119%), Maharashtra (97%), Kerala (90%), Goa (80%), and Karnataka and is impacted by <em>urbanisation, agricultural expansion, livestock grazing, forest loss, habitat fragmentation, habitat degradation by invasive plant species, encroachment, conversion, and climate change<\/em>.<\/li>\n\n\n\n<li>The loss of soil not only affects the fertility of the land but also leads to a decrease in the water-holding capacity of the soil, affecting the overall ecosystem.\n<ul class=\"wp-block-list\">\n<li>The increasing soil erosion is detrimental to the region\u2019s globally important biodiversity.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading
