The substance can be administered at the patient\u2019s home, in care homes for the elderly or in care centres.<\/li>\n\n\n\n<li><strong>The medical team will have 15 days to respond<\/strong> to a patient\u2019s request, and only after the approval will \u2018help to die\u2019 be valid for three months, during which the patient can retract at any moment.<\/li>\n\n\n\n<li><strong>Minors and patients suffering from Alzheimer\u2019s diseas<\/strong>e and other psychiatric or neurodegenerative conditions <strong>will not be eligible <\/strong>under the right-to-die bill as the condition may hamper their decision-making abilities.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-f6a4e65a88b9a48b1cfdd68594d52326\" style=\"color:#ff6a00\"><strong>What is Euthanasia?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Euthanasia is the<strong> act of deliberately ending a person\u2019s life<\/strong> to eliminate pain or suffering. Ethicists differentiate between <strong>active and passive euthanasia.<\/strong><\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img decoding=\"async\" src=\"https:\/\/lh7-us.googleusercontent.com\/U1HzGDQaFIbe9vqynUa5Qam4Xub1CjUZZ2UUP9cKPMZPFsSL4z0UMy9oZ8qsJZYFWqH1TvmSMRp6qW3zIkr1LxBWKx4fO8rvozLLe9n9tjEDer12NUTHKi4o73nR_Bd6bWatQiwSsaWERQuM91jiorg\" alt=\"\" style=\"width:712px;height:auto\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-c235cfee8266a50450e7f102f0cb7e53\" style=\"color:#ff6a00\"><strong>Status of Euthanasia in India<\/strong><\/h3>\n\n\n\n<p>It differs between active and passive forms.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Passive Euthanasia (withdrawing life support):<\/strong> This is legal in limited circumstances. The 2018 Supreme Court judgement in the <strong>Common Cause (A Regd. Society) vs. Union of India and Anr,<\/strong> allowed passive euthanasia for terminally ill or permanently vegetative patients with a valid living will.&nbsp; ]\n<ul class=\"wp-block-list\">\n<li>The court further eased norms for this process in January 2023.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Active Euthanasia (administering lethal medication):<\/strong> This remains illegal in India. The Indian Penal Code criminalizes both causing death (murder) and aiding suicide.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-ffbed6cf2c0b5c13eec2c42dbdcccd19\" style=\"color:#ff6a00\"><strong>Arguments in Favour of Euthanasia<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>End of Pain: <\/strong>Euthanasia provides a way to relieve the intolerably extreme pain and suffering of an individual. It relieves the terminally ill people from a lingering death.<\/li>\n\n\n\n<li><strong>Respecting Person\u2019s Choice: <\/strong>The essence of human life is to live a dignified life and to force the person to live in an undignified way is against the person\u2019s choice. Thus, it expresses the choice of a person which is a fundamental principle.<\/li>\n\n\n\n<li><strong>Treatment for others: <\/strong>In many developing and underdeveloped countries like India, there is a lack of funds. There is a shortage of hospital space. So, the energy of doctors and hospital beds can be used for those people whose life can be saved instead of continuing the life of those who want to die.&nbsp;<\/li>\n\n\n\n<li><strong>Dignified Death:<\/strong> Article 21 of the Indian Constitution clearly provides for living with dignity. A person has a right to live a life with at least minimum dignity and if that standard is falling below that minimum level then a person should be given a right to end his life.&nbsp;<\/li>\n\n\n\n<li><strong>Addressing Mental Agony:<\/strong> The motive behind this is to help rather than harm. It not only relieves the unbearable pain of a patient but also relieves the relatives of a patient from the mental agony.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cd035873a9f9566d2ea47ee0cf53e492\" style=\"color:#ff6a00\"><strong>Arguments Against<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Medical Ethics: <\/strong>Medical ethics call for nursing, caregiving and healing and not ending the life of the patient.\n<ul class=\"wp-block-list\">\n<li>In the present time, medical science is advancing at a great pace making even the most incurable diseases curable today.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Moral Wrong: <\/strong>Taking a life is morally and ethically wrong. The value of life can never be undermined.<\/li>\n\n\n\n<li><strong>Vulnerable people will become more prone to it:<\/strong> Vulnerable people would feel obliged to opt for euthanasia as they may see themselves as a burden to society.<\/li>\n\n\n\n<li><strong>Suicide v\/s Euthanasia:<\/strong>&nbsp; When suicide is not allowed then euthanasia should also not be allowed. A person commits suicide when he goes into a state of depression and has no hope from the life. Similar is the situation when a person asks for euthanasia.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-2ecfb2c7ac367228cc56aa02869f55d9\" style=\"color:#ff6a00\"><strong>Legal Provisions in India and Related Court Judgements<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Section 306 of the I.P.C.:<\/strong> Every act of aiding and abetting the commission of suicide are punished under the section 306 of the I.ndian Penal Code.&nbsp;<\/li>\n\n\n\n<li><strong>State of Maharashtra v. Maruti Shripati Dubal, 1987:<\/strong> It was held in this case by the Bombay High Court that \u2018right to life\u2019 also includes \u2018right to die\u2019 and Section 309 (punishes attempt to commit suicide) was struck down.\n<ul class=\"wp-block-list\">\n<li>The court clearly said in this case that the <strong>right to die is not unnatural <\/strong>and also mentioned many instances in which a person may want to end his life.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Gian Kaur v. State of Punjab, 1996:<\/strong> It was held by the five-judge bench of the Supreme Court that the \u201cright to life\u201d guaranteed by Article 21 of the Constitution <strong>does not include the \u201cright to die\u201d.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>The court mentioned in this case that <strong>Article 21 only guarantees right to life and personal liberty and in no case can the right to die <\/strong>be included in it. In India, like almost in other countries, euthanasia has no legal aspect.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Naresh Marotrao Sakhre And Another vs Union Of India And Others, 1994:<\/strong> Distinguishing euthanasia from suicide,court observed that, \u201csuicide by its nature is an act of self-killing or self-destruction, an act of terminating one\u2019s own act and without the aid or assistance of any other human agency.\n<ul class=\"wp-block-list\">\n<li><strong>Mercy killing is nothing but homicide, <\/strong>whatever the circumstances in which it is affected. Unless it is specifically accepted it cannot be an offense. Indian Penal Code further punishes not only abetment of homicide, but also abetment of suicide.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color \u201caquanauts\u201d<\/strong>, the submersible carries a suite of scientific tools and equipment designed to facilitate observations, sample collection, basic video and audio recording, and The years 2021-2030 have been designated by the United Nations as the \u2018<strong>Decade of Ocean Science\u2019.<\/strong><\/li>\n\n\n\n<li>DOM is one of nine missions under the <strong>Prime Minister\u2019s Science, Technology, and Innovation Advisory Council (PMSTIAC).<\/strong>&nbsp;<\/li>\n\n\n\n<li>The mission is significant for the <strong>sustainable extraction of valuable resources, including polymetallic nodules and polymetallic sulfides<\/strong>.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.thehindu.com\/sci-tech\/science\/samudrayaan-set-to-explore-ocean-bed-by-2025-end\/article67934834.ece\" rel=\"nofollow noopener\" target=\"_blank\">TH<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center has-text-color has-link-color wp-elements-816a18ad9680088a54e006c073e21c1b\" style=\"color:#015aa7\"><strong>Rising Global Sea Surface Temperature<\/strong><\/h2>\n\n\n\n<p><strong>Syllabus: GS3\/Environment&nbsp;<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cb9dfec66108ce9f742f389a74ffcdb1\" style=\"color:#ff6a00\"><strong>Context<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>T<strong>he average global sea surface temperature (SST)<\/strong> for February 2024 stood at <strong>21.06 degree Celsius,<\/strong> the <strong>highest ever<\/strong> in a dataset that goes back to <strong>1979.<\/strong><\/li>\n\n\n\n<li>Sea surface temperature is the <strong>temperature of the water at the ocean surface.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-e03404b2c3377ecda1c71f10b8a18c42\" style=\"color:#ff6a00\"><strong>Reasons for Rising SST<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Human Activities:<\/strong> Since the <strong>Industrial Revolution<\/strong> kicked off in the 19th Century, human activities such as burning fossil fuels have released high levels <strong>of greenhouse gases (GHGs)<\/strong> in the atmosphere.\n<ul class=\"wp-block-list\">\n<li>Carbon dioxide, methane, ozone, and nitrous oxide are some of the notable GHGs, which trap heat in the atmosphere and contribute to global warming.&nbsp;<\/li>\n\n\n\n<li>As a result, the average global temperature has risen at least <strong>1.2 degree Celsius above pre-industrial times.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Absorption by Oceans:<\/strong> <strong>Almost 90 percent<\/strong> of the extra heat trapped by GHGs has been <strong>absorbed by the oceans,<\/strong> making them steadily warmer over the decades.&nbsp;<\/li>\n\n\n\n<li><strong>El Ni\u00f1o: <\/strong>A weather pattern that refers to an abnormal warming of surface waters in the equatorial Pacific Ocean \u2014 has contributed to both o<strong>cean warming and rising global surface temperatures.&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>Weaker Winds:<\/strong> There is also <strong>less dust blowing off the Sahara Desert<\/strong> recently due to <strong>weaker-than-average winds.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Typically, the dust forms a <strong>\u201cgiant umbrella that shades\u201d<\/strong> the Atlantic water and reduces ocean temperatures.&nbsp;<\/li>\n\n\n\n<li>But now, the umbrella has partially folded and more of the Sun is beating down on the ocean.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-36cb0a049c194de480816f094d2c881f\" style=\"color:#ff6a00\"><strong>Impact of Risisng SST<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ocean Stratification:<\/strong> Warmer oceans lead to an <strong>increase in ocean stratification<\/strong> \u2014 the <strong>natural separation of an ocean\u2019s water into horizontal layers<\/strong> by density, with warmer, lighter, less salty, and nutrient-poor water layering on top of heavier, colder, saltier, nutrient-rich water.\n<ul class=\"wp-block-list\">\n<li>Usually, <strong>ocean ecosystems, currents, wind, and tides mix these layers.<\/strong><\/li>\n\n\n\n<li>The rise in temperatures, however, has made it <strong>harder for water layers to mix with each other.&nbsp;<\/strong><\/li>\n\n\n\n<li>Due to this, oceans are able to absorb less carbon dioxide from the atmosphere and the oxygen absorbed isn\u2019t able to mix properly with cooler ocean waters below, <strong>threatening the survival of marine life.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Threat to Phytoplanktons: <\/strong>Nutrients are not able to travel up to the surface of the oceans from below. This could <strong>threaten the population of phytoplankton <\/strong>\u2014 single-celled plants that thrive on the ocean surface and are the base of several marine food webs.\n<ul class=\"wp-block-list\">\n<li>Phytoplankton are<strong> eaten by zooplankton<\/strong>, which are consumed by other marine animals such as crabs, fish, and sea stars.&nbsp;<\/li>\n\n\n\n<li>Therefore, if the phytoplankton population plummets, there could be a <strong>collapse of marine ecosystems.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Marine Heat Waves:<\/strong> Warmer oceans cause marine heat waves (MHWs), which occur when the surface temperature of a particular region of the sea <strong>rises to 3 or 4 degree Celsius <\/strong>above the average temperature for <strong>at least five days.&nbsp;<\/strong>\n<ul class=\"wp-block-list\">\n<li>Between <strong>1982 and 2016,<\/strong> such heatwaves have<strong> doubled in frequency<\/strong> and have become<strong> longer and more intense<\/strong>, according to the UN\u2019s Intergovernmental Panel on Climate Change (IPCC).<\/li>\n\n\n\n<li>MHWs are devastating for marine ecosystems as they contribute to<strong> coral bleaching, <\/strong>and also impact the <strong>migration pattern of aquatic animals.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Increase in Intensity of Cyclones:<\/strong> Warmer
