{"id":19898,"date":"2023-12-22T18:47:18","date_gmt":"2023-12-22T13:17:18","guid":{"rendered":"https:\/\/www.nextias.com\/ca\/?p=19898"},"modified":"2023-12-23T10:54:18","modified_gmt":"2023-12-23T05:24:18","slug":"ai-regulation-needs-to-get-serious-and-global","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/editorial-analysis\/22-12-2023\/ai-regulation-needs-to-get-serious-and-global","title":{"rendered":"AI Regulation Needs to Get Serious and Global\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/ Government Policies &amp; Interventions<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">In News<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recent global initiatives have taken significant steps towards establishing a regulatory framework for Artificial Intelligence (AI).<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Artificial Intelligence<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>About:<\/strong>\n<ul class=\"wp-block-list\">\n<li>It is the science and engineering of making intelligent machines, especially intelligent computer programs.&nbsp;<\/li>\n\n\n\n<li>It is related to the similar task of using computers to understand human intelligence, but AI does not have to confine itself to biologically observable methods.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Significance:<\/strong>\n<ul class=\"wp-block-list\">\n<li>AI would not replace people but create new opportunities in various fields.&nbsp;<\/li>\n\n\n\n<li>It works on data, and if we could train our machines, it could do wonders for us in milliseconds by automating processes.&nbsp;<\/li>\n\n\n\n<li>AI is creating new opportunities which could not be achieved by traditional technology.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Challenges<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The challenge &amp; fears of unknown:<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The biggest challenge in achieving this balance is that no one knows for certain what\u2019s going to happen next with AI.&nbsp;<\/li>\n\n\n\n<li>There are widespread fears. These <strong>range from apocalyptic scenarios<\/strong> such as AI posing an existential threat to humans, to <strong>more immediate fears<\/strong>, which include<strong> developing deepfakes <\/strong>that can be used to spread misinformation, create identity theft tools, more effective cyberattacks and automate tasks that are currently done by humans.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Faster evolution than implementation:<\/strong>\n<ul class=\"wp-block-list\">\n<li>AI technology is <strong>evolving so fast<\/strong> that stakeholders are falling behind miserably when it comes to putting safeguards.&nbsp;<\/li>\n\n\n\n<li>Therefore, it is essential to recognise that <strong>the success of global regulatory efforts hinges on their implementation<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Difficulty to control:<\/strong>\n<ul class=\"wp-block-list\">\n<li>This technology is evolving so fast that stakeholders are falling behind miserably when it comes to putting safeguards.&nbsp;<\/li>\n\n\n\n<li>There have been calls to pause development of AI to give time for governments and industry players to come up with guardrails.&nbsp;<\/li>\n\n\n\n<li>But the horse has already bolted, and at a good speed. There is competition between governments, universities and companies, all seeking to advance the technology, so it will be impossible to impose a worldwide moratorium.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Risks for the education sector:<\/strong>\n<ul class=\"wp-block-list\">\n<li>In the education sector, we notice that there is no control on how generative AI tools are used by students. There are no age restrictions or Content restrictions<\/li>\n\n\n\n<li>Also, there is <strong>hardly any awareness initiative<\/strong> on the potential risks of using generative AI tools in education.&nbsp;<\/li>\n\n\n\n<li>These tools have extreme long-term negative effects on critical thinking and the creative capacities of students.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Potential for escalate existing threats:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Generative AI is compounding or can compound some existing online threats like the<strong> use of deepfakes for disinformation campaigns<\/strong>.&nbsp;<\/li>\n\n\n\n<li>This can include simple things like using ChatGPT to make <strong>phishing emails <\/strong>sound convincing.&nbsp;<\/li>\n\n\n\n<li>There are multiple ways in which <strong>cheaper and more accessible generative AI models <\/strong>can compound issues that we\u2019re still struggling to regulate, especially in <strong>cybersecurity and online harms<\/strong>.<\/li>\n\n\n\n<li>These <strong>can threaten the basic foundations of democracy<\/strong>. There could be the impact of these generative AI tools on<strong> fair and transparent elections.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Global Initiatives<\/span><\/strong><\/p>\n\n\n\n<p>Recent global initiatives have taken significant steps towards establishing a regulatory framework that balances innovation with ethical considerations.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>GPAI Summit: <\/strong>Recently the Global Partnership on<strong> Artificial Intelligence (GPAI) summit <\/strong>was <strong>concluded in Delhi<\/strong>.\n<ul class=\"wp-block-list\">\n<li>The meet recognised the importance of establishing ethical guidelines and standards for AI technologies.&nbsp;<\/li>\n\n\n\n<li>It also rightly stressed the need for international collaboration in navigating the evolving landscape of artificial intelligence.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Bletchley Declaration: <\/strong>Notable among these initiatives are the <strong>Bletchley Declaration<\/strong>, the US White House Executive Order, and the legislative efforts by the European Parliament and Council.&nbsp;<\/li>\n\n\n\n<li><strong>Initiatives by private players: <\/strong>There are many initiatives being undertaken by private players to put in place a framework to limit the negative impact of AI.\n<ul class=\"wp-block-list\">\n<li>For example, tech giants including <strong>Amazon, Microsoft, Meta, Google<\/strong> and <strong>OpenAI<\/strong> have signed a voluntary agreement to emphasise safety, security and trust when developing AI technologies.&nbsp;<\/li>\n\n\n\n<li><strong>In India<\/strong>, <strong>industry body Nasscom<\/strong> has come out with a framework listing out the obligations of all stakeholders in the development of AI.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Suggestions<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>International cooperation: <\/strong>International cooperation that prevents regulatory fragmentation and ensures a level playing field for AI developers and users worldwide is crucial.\n<ul class=\"wp-block-list\">\n<li>The global community has acknowledged the <strong>need to bridge the digital divide<\/strong>.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Recognition &amp; implementation: Recognising the potential for AI<\/strong> to exacerbate existing inequalities, participants committed to promoting diversity in AI research and development, as well as addressing the socio-economic impacts of automation.\n<ul class=\"wp-block-list\">\n<li><strong>Implementing the principles and agreements<\/strong> reached at the GPAI summit will require <strong>sustained effort and coordination <\/strong>among participating nations.&nbsp;<\/li>\n\n\n\n<li>The <strong>global community must remain vigilant <\/strong>in monitoring developments in AI and adapting regulatory frameworks to address emerging challenges.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Collective participation in regulations: <\/strong>Regulations cannot be left entirely in the hands of the industry, given the power of this technology. Its<strong> revenue models are closely linked to data collection<\/strong>.\n<ul class=\"wp-block-list\">\n<li><strong>Governments, industry leaders, and academia<\/strong> must work together to develop transparent guidelines, ethical frameworks, and regulatory structures with enough teeth to deter bad actors.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Combating the misuse: <\/strong>Efforts to combat the misuse of AI should involve international cooperation and information sharing.\n<ul class=\"wp-block-list\">\n<li>This can address the potential threats posed by malicious actors who exploit AI for cyber warfare, propaganda, or other destructive purposes.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Way Ahead&nbsp;<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Artificial Intelligence (AI) has emerged as a transformative phenomenon, revolutionizing various industries and unlocking countless possibilities.&nbsp;<\/li>\n\n\n\n<li>However, as AI continues to evolve rapidly, it is imperative to balance fostering innovation and ensuring ethical use.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><tbody><tr><td><span style=\"text-decoration: underline;\"><strong>Daily Mains Question<\/strong><br><\/span><strong>[Q]<\/strong> Examine the global initiatives towards establishing a regulatory framework on Artificial Intelligence (AI).
