{"id":18969,"date":"2023-11-23T19:25:30","date_gmt":"2023-11-23T13:55:30","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/?p=18969"},"modified":"2023-12-18T12:15:43","modified_gmt":"2023-12-18T06:45:43","slug":"daily-current-affairs-23-11-2023","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/23-11-2023\/daily-current-affairs-23-11-2023","title":{"rendered":"Daily Current Affairs 23-11-2023"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center\"><span style=\"text-decoration: underline;\">Bihar Cabinet Passes Resolution Demanding Special Category Status<\/span><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/Indian Polity<\/strong><\/p>\n\n\n\n<p><strong>In News<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Bihar cabinet <\/strong>passed the resolution<strong> seeking special category status<\/strong> to the State by the Union Government.\n<ul class=\"wp-block-list\">\n<li>Previously the state government had formally requested the Union government in <strong>2017<\/strong> for granting the special category status.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>What is the Special Category Status<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A Special Category Status (SCS)<\/strong> is a classification given by the Union government<strong> to assist in the development<\/strong> of those states that face geographical and socio-economic disadvantages.<\/li>\n\n\n\n<li><strong>Need:<\/strong> The intention behind these provisions is to <strong>safeguard the interest and aspirations<\/strong> of certain backward regions or to protect cultural and economic interests of the tribal people or to deal with the disturbed law and order in some parts.<\/li>\n\n\n\n<li><strong>The National Development Council,<\/strong> composed of the prime minister, union ministers, chief ministers and members of the planning commission granted the status.<\/li>\n\n\n\n<li><strong>Historical Background:<\/strong> It was introduced in <strong>1969 <\/strong>when the <strong>fifth Finance Commission<\/strong> sought to provide certain disadvantaged states with <strong>preferential treatment<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It was named <strong>Gadgil Formula<\/strong> after the name of then <strong>Deputy Chairman of the Planning Commission, Dr Gadgil Mukherjee<\/strong>.<\/li>\n\n\n\n<li>Initially,<strong> three states; Assam, Nagaland and Jammu &amp; Kashmir<\/strong> were granted special status. From <strong>1974-1979<\/strong> <strong>Himachal Pradesh, Manipur, Meghalaya, Sikkim and Tripura<\/strong> were added under the category. In <strong>1990, Arunachal Pradesh and Mizoram<\/strong> and <strong>in 2001 Uttarakhand<\/strong> were given special category status.<\/li>\n\n\n\n<li>On the recommendations of the <strong>14th Finance Commission<\/strong> Gadgil formula-based <strong>grants were discontinued.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Current States Demanding the Status:<\/strong> Andhra Pradesh, Bihar, Goa, Odisha, Rajasthan.<\/li>\n<\/ul>\n\n\n\n<p><strong>Criteria for Special Category Status:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hilly and difficult terrain;<\/li>\n\n\n\n<li>Low population density or sizeable share of tribal population;<\/li>\n\n\n\n<li>Strategic location along borders with neighbouring countries;<\/li>\n\n\n\n<li>Economic and infrastructural backwardness;<\/li>\n\n\n\n<li>Non-viable nature of state finances.<\/li>\n<\/ul>\n\n\n\n<p><strong>Benefits States Confer with Special Category Status:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Central Assistance: <\/strong>The central government bears<strong> 90 percent of the state expenditure<\/strong> on all centrally-sponsored schemes.\n<ul class=\"wp-block-list\">\n<li>Preferential treatment in getting central funds.<\/li>\n\n\n\n<li>30 percent of the Centre&#8217;s gross budget also goes to special category states.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Concession on excise duty<\/strong> to attract industries to the state.<\/li>\n\n\n\n<li><strong>Debt Relief: <\/strong>These states can avail the benefit of debt-swapping and debt relief schemes.<\/li>\n\n\n\n<li><strong>Tax Exemption: <\/strong>These states are<strong> <\/strong>exempted from customs duty, corporate tax, income tax and other taxes to attract investment.<\/li>\n\n\n\n<li>If they have <strong>unspent money<\/strong> in a financial year; it <strong>does not lapse<\/strong> and gets carried forward for the next financial year.<\/li>\n<\/ul>\n\n\n\n<p><strong>Difference between Special Category Status and Special Status:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The constitution provides <strong>special status through an Act<\/strong> that has to be passed by <strong>2\/3rds majority<\/strong> in both the houses of Parliament whereas the <strong>special category status is granted by the National Development Council<\/strong>, which is an administrative body of the government.<\/li>\n\n\n\n<li>Special status empowers l<strong>egislative and political rights <\/strong>while special category status deals only with economic, administrative and financial aspects.<\/li>\n<\/ul>\n\n\n\n<p><strong>Why was Gadgil Formula Discontinued?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Recommendations of the 14th Finance Commission: <\/strong>It submitted its report in <strong>2015 <\/strong>and recommended a significant shift in the approach to the devolution of funds to states.&nbsp;<\/li>\n\n\n\n<li><strong>Holistic Approach to Devolution:<\/strong> The 14th Finance Commission emphasized a more <strong>holistic and formula-based approach<\/strong> for devolving funds to states, moving away from the earlier practice of designating certain states as &#8220;special&#8221; It is created by activity on the Sun\u2019s surface.<\/li>\n\n\n\n<li>Space Weather has a direct impact on vital installations on Earth, like satellite-based communication, radio communication, and Space-based aircraft orbits or stations \u2013 affecting the smooth operations of the navigation and Global Positioning Systems (GPS) and power grids.<\/li>\n\n\n\n<li>NASA\u2019s Atmospheric Waves Experiment (AWE) will study atmospheric gravity waves to understand the flow of energy through Earth\u2019s upper atmosphere and space.<\/li>\n<\/ul>\n\n\n\n<p><strong>What is a gravity wave?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In the atmosphere, there are a wide variety of waves, traveling both horizontally and vertically. Atmospheric Gravity Waves (AGW) are one such kind of vertical wave. They are mostly generated when there is an extreme weather event or a sudden disturbance leading to a vertical displacement of stable air.<\/li>\n\n\n\n<li>A stable atmosphere plays an important role in the generation of gravity waves, that is, when the atmosphere is stable, the temperature difference between the rising air and the atmosphere produces a force that pushes this air to its original position. The air will continuously rise and sink, thus creating a wave-like pattern.<\/li>\n<\/ul>\n\n\n\n<p><strong>What is the Atmospheric Waves Experiment (AWE)?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>AWE is planned under NASA\u2019s Heliophysics Explorers Program to study the links between how waves in the lower layers of the atmosphere impact the upper atmosphere, and thus, Space weather.<\/li>\n\n\n\n<li>It will be launched and mounted on the exterior of the Earth-orbiting International Space Station (ISS).
