NITI Aayog has called for a paradigm shift in approach towards agriculture with <\/span><\/span><\/span>focus on liberalization of the sector<\/strong><\/span><\/span><\/span> and <\/span><\/span><\/span>changes in the old regulations <\/strong><\/span><\/span><\/span>governing it to ensure significant and sustained increase in farmers\u2019 income.<\/span><\/span><\/span>\n

Advancement in science-led technology,\u00a0<\/span><\/span><\/span><\/li>\n
An enhanced role for the private sector in both pre and post-harvest phases,\u00a0<\/span><\/span><\/span><\/li>\n

Public and private investments:\u00a0<\/strong><\/span><\/span><\/span>\n

Elaborating on the need to liberalise the sectors, the paper has proposed providing a <\/span><\/span><\/span>facilitating regulatory environment<\/strong><\/span><\/span><\/span> and r<\/span><\/span><\/span>esponsible public and private investments<\/strong><\/span><\/span><\/span> in and for agriculture.<\/span><\/span><\/span><\/li>\n
According to NITI Aayog, More private sector role in India\u2019s agriculture sector will enable following:<\/span><\/span><\/span>\n

Introduction and promotion of knowledge and skill intensive practices within agriculture,\u00a0<\/span><\/span><\/span><\/li>\n
Private and corporate sector investments in agriculture,\u00a0<\/span><\/span><\/span><\/li>\n
New institutions of producers,\u00a0<\/span><\/span><\/span><\/li>\n
Integrated food system-based mechanisms, and\u00a0<\/span><\/span><\/span><\/li>\n
New types of linkages between producers and end users, which in turn will lead to modernisation of the sector.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
Working on the inefficiency:<\/strong><\/span><\/span><\/span>\n

Identifying<\/span><\/span><\/span> lack of efficiency as a bottleneck <\/strong><\/span><\/span><\/span>in the growth of the sector, the paper recommends a shift in<\/span><\/span><\/span> emphasis from growth to efficient growth <\/strong><\/span><\/span><\/span>which means a <\/span><\/span><\/span>cost effective increase <\/strong><\/span><\/span><\/span>in production.<\/span><\/span><\/span>\n

\u201cThis requires<\/span><\/span><\/span> deployment of state-of-the-art technology<\/strong><\/span><\/span><\/span> in agriculture, <\/span><\/span><\/span>smart farming<\/strong><\/span><\/span><\/span> and maximising the value of <\/span><\/span><\/span>main and by-products,\u201d<\/strong><\/span><\/span><\/span> it said.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
System of competition:<\/strong><\/span><\/span><\/span>\n

Further, it proposes to introduce a <\/span><\/span><\/span>system of competition<\/strong><\/span><\/span><\/span> among states to improve <\/span><\/span><\/span>\u201cease of doing farming and farm business\u201d<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Achieving the benchmarks for India:<\/strong><\/span><\/span><\/span>\n

According to the paper, agriculture will play a key role in India in achieving the goal of <\/span><\/span><\/span>Viksit Bharat, inclusive development, green growth<\/strong><\/span><\/span><\/span> and gainful <\/span><\/span><\/span>employment <\/strong><\/span><\/span><\/span>during <\/span><\/span><\/span>Amrit Kaal.<\/strong><\/span><\/span><\/span><\/li>\n
In addition, the <\/span><\/span><\/span>United Nations\u2019 Sustainable Development Agenda 2030 <\/strong><\/span><\/span><\/span>cannot be achieved without paying attention to agriculture, as 11 out of the 17 Sustainable Development Goals (SDGs) are directly linked to agriculture, it said.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Caution for MSPs:<\/strong><\/span><\/span><\/span>\n

Cautioning that the instrument of<\/span><\/span><\/span> minimum support price (MSP) <\/strong><\/span><\/span><\/span>should not cause <\/span><\/span><\/span>distortions in market signals<\/strong><\/span><\/span><\/span>, the paper suggests that India should use a combination of two instruments, namely <\/span><\/span><\/span>procurement and price deficiency payment<\/strong><\/span><\/span><\/span>, to pay MSP to farmers.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Crop productivity:\u00a0<\/strong><\/span><\/span><\/span>\n

India is much lower than other advanced and emerging market economies due to various factors, like fragmented landholdings, lower farm mechanization and lower public and private investment in agriculture.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Environmental hazards:\u00a0<\/strong><\/span><\/span><\/span>\n

Current overproduction of crops like rice, wheat and sugarcane, has led to rapid depletion of the ground-water table, soil degradation and massive air pollution raising questions about the environmental sustainability of current agricultural practices in India.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Overutilization of fertilisers:<\/strong><\/span><\/span><\/span>\n

The government spends well <\/span><\/span><\/span>over \u00e2‚\u00b91-lakh crore per annum <\/strong><\/span><\/span><\/span>towards<\/span><\/span><\/span> fertiliser subsidy<\/strong><\/span><\/span><\/span> translating into <\/span><\/span><\/span>approximately \u00e2‚\u00b97,000 per farmer<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span>\n

This led to<\/span><\/span><\/span> indiscriminate use of fertilisers<\/strong><\/span><\/span><\/span> resulting in irreparable <\/span><\/span><\/span>ecological damage, soil infertility, and a toxic food chain<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
Irrigation:\u00a0<\/strong><\/span><\/span><\/span>\n

Although India is the second largest irrigated country of the world after China, only one-third of the cropped area is under irrigation.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Conventional method of cultivation:<\/strong><\/span><\/span><\/span>\n

In spite of the large scale mechanization of agriculture in some parts of the country most of the agricultural operations in larger parts are carried on by human hand using simple and conventional tools and implements like wooden plough, sickle, etc.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Agricultural marketing:\u00a0<\/strong><\/span><\/span><\/span>\n

Agricultural marketing still continues to be in a bad shape in rural India.\u00a0<\/span><\/span><\/span><\/li>\n
In the absence of sound marketing facilities, the farmers have to depend upon local traders and middlemen for the disposal of their farm produce which is sold at throw-away price.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

National e-Governance Plan in Agriculture (NeGPA)<\/strong><\/span><\/span><\/span>\n

It was initially launched in 2010-11 in 7 pilot States as a\u00a0 Centrally Sponsored Scheme<\/span><\/span><\/span><\/li>\n
It aims to achieve rapid development in India through use of Information & Communication Technology (ICT) for timely access to agriculture related information to the farmers.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Initiating National Agriculture Market (eNAM):\u00a0<\/strong><\/span><\/span><\/span>\n

It is a pan-India electronic trading portal which networks the existing APMC mandis to create a unified national market for agricultural commodities.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Pradhan Mantri Fasal Bima Yojana (PMFBY):\u00a0<\/strong><\/span><\/span><\/span>\n
