{"id":17786,"date":"2023-10-03T18:07:15","date_gmt":"2023-10-03T12:37:15","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/?p=17786"},"modified":"2023-10-03T18:09:27","modified_gmt":"2023-10-03T12:39:27","slug":"daily-current-affairs-03-10-2023","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/03-10-2023\/daily-current-affairs-03-10-2023","title":{"rendered":"Daily Current Affairs 03-10-2023"},"content":{"rendered":"\n<h2 class=\"wp-block-heading has-text-align-center\"><span style=\"text-decoration: underline;\">Deaths in India\u2019s Prisons<\/span><\/h2>\n\n\n\n<p><strong>Syllabus: GS2\/Social Justice, GS2\/ Governance<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">News<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recently, the<strong> Supreme Court Committee on Prison Reforms<\/strong> found suicide to be the leading cause of \u2018unnatural\u2019 deaths in India\u2019s prisons.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Background<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to the Supreme Court Committee among Indian prisoners, the number of custodial deaths has seen a <strong>steady rise since 2019, and 2021<\/strong> has recorded the highest number of deaths so far.<\/li>\n\n\n\n<li><strong>Uttar Pradesh <\/strong>recorded the <strong>highest number of overall deaths<\/strong>, with 481 inmates dying in 2021. Rajasthan was the state which had 52 unknown causes of deaths.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Classification of Prison Deaths<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prison deaths are labeled as \u2018<strong>natural\u2019 or \u2018unnatural\u2019<\/strong> by the <strong>Prison Statistics India report <\/strong>published by the <strong>National Crime Records Bureau<\/strong>(NCRB) every year.<\/li>\n\n\n\n<li><strong>\u2018Natural\u2019 deaths <\/strong>account for ageing and illness. Illness has been sub categorized into diseases such as heart conditions, HIV, tuberculosis, and cancer, among others.In <strong>2021,<\/strong> a total of<strong> 2,116 prisoners<\/strong> died in judicial custody, with almost<strong> 90% <\/strong>of cases recorded as natural deaths.<\/li>\n\n\n\n<li><strong>Unnatural deaths<\/strong> are deaths other than ageing or illnesses.These areclassified as;\n<ul class=\"wp-block-list\">\n<li><strong>Suicide <\/strong>(due to hanging, poisoning, sellf-Iinflicted injury, drug overdose, electrocution, etc.),<\/li>\n\n\n\n<li>Death due to inmates, assault by outside elements,<\/li>\n\n\n\n<li>Death due to negligence or firing,<\/li>\n\n\n\n<li><strong>Accidental deaths<\/strong> (natural calamities like earthquakes, snakebites, drowning, accidental fall, burn injury, drug\/alcohol consumption, etc.)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Unnatural Deaths of Inmates in Prisons in 2021<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As per a report by the<strong> Commonwealth Human Rights Initiative (CHRI)<\/strong> the <strong>suicide rate<\/strong> among inmates was found to be more than twice that recorded in the general population.&nbsp;<\/li>\n\n\n\n<li>After suicide, most unnatural deaths are due to \u201cother\u201d reasons or <strong>murder by inmates.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Issues with Classification<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>An \u2018unclear\u2019 distinction:<\/strong> The Supreme Court in a judgment said NCRB\u2019s distinction between natural and unnatural deaths is <strong>\u201cunclear.\u201d<\/strong><\/li>\n\n\n\n<li><strong>Under-reported deaths:<\/strong>The prison deaths are under-reported and rarely investigated, resulting in a majority of deaths being classified as \u2018natural\u2019.<\/li>\n\n\n\n<li><strong>Pandemic challenge: <\/strong>the PSI report classified deaths due to COVID-19 as \u2018natural\u2019 deaths \u2014 at a time when the occupancy rate of prisons was <strong>118%<\/strong> of their capacity, and almost<strong> 40,000 more undertrials <\/strong>were held in prisons.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Concerns Regarding Prison Conditions<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Shortage of staff: <\/strong>A sanctioned staff of <strong>3,497 people<\/strong> (out of which only 2,000 roles were filled), was responsible for looking after <strong>2,25,609 prisoners in 2021<\/strong> (this number has shot up to 5,75,347 as of September 2023, according to the National Prisons Information Portal).&nbsp;<\/li>\n\n\n\n<li><strong>Unevenly distributed vacancies:<\/strong> States like Bihar and Uttarakhand had over 60% of positions lying vacant. Moreover, the total strength of staff includes personnel charged with medical, executive, correctional, ministerial and other duties; not everyone is trained to provide medical aid.<\/li>\n\n\n\n<li><strong>Mental illnesses:<\/strong> Almost <strong>1.5% of the prison population suffers <\/strong>from mental illnesses, as per the CHRI report. It indicates a dearth of correctional staff including psychologists, limited access to mental healthcare resources, inadequate identification of mental illnesses in inmates along with heightened vulnerability and stigma.Only<strong> 5% of expenditure<\/strong> is spent on medical facilities, per the PSI 2021 report.&nbsp;<\/li>\n\n\n\n<li><strong>Underutilized fund:<\/strong> Between 2016 and 2021, money earmarked for spending on inmates was underutilized. \u20b96,727.30 crore was the average national expenditure against a sanctioned \u20b97,619.2 crore in 2021.&nbsp;<\/li>\n\n\n\n<li><strong>Congested prisons:<\/strong> According to the National Crime Records Bureau&#8217;s 2021 statistics, there were 5,54,034 people in prisons across India, as against a capacity of 4,25,609.&nbsp;<\/li>\n\n\n\n<li><strong>Infrastructural deficiencies: <\/strong>The infrastructural deficiencies are both a cause and effect of \u201ccallousness and neglect of the health of individuals in jail custody.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Recommendations for Welfare of Prisoners<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Supreme Court in a 1996 judgment<\/strong> articulated the social obligation towards prisoners\u2019 health, noting that they suffer from a <strong>\u201cdouble handicap\u201d:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>\u201dFirst,<\/strong> the prisoners do not enjoy the access to medical expertise that free citizens have. Their incarceration places limitations on such access; no physician of choice, no second opinions, and few if any specialists.&nbsp;<\/li>\n\n\n\n<li><strong>Secondly,<\/strong> because of the conditions of their incarceration, inmates are exposed to more health hazards than free citizens.\u201d<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The Model Prison Manual of 2016<\/strong> and the<strong> Mental Healthcare Act of 2017<\/strong>, outline inmates&#8217; right<strong> to healthcare<\/strong>.\n<ul class=\"wp-block-list\">\n<li>It includes adequate investment in healthcare facilities, setting up mental health units, training officers to provide basic and emergency care, and formulating suicide prevention programmes to thwart such instances.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In June 2023 the <strong>NHRC issued an exhaustive advisory<\/strong> to States, highlighting that suicides arise out of both medical and mental health issues. There are many software\u2019s that get downloaded without any warning alongside the needed software and are very dangerous for our computer system.&nbsp;<\/li>\n\n\n\n<li>Another way of spyware entering systems is when the user clicks unverified links or downloads malicious contents on the computer system.<\/li>\n\n\n\n<li>When spyware enters the computer system it unethically accesses the information that it is not authorized to view.\n<ul class=\"wp-block-list\">\n<li>In most cases, it supplies this information to third-party users leading to data leaks. state.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Findings<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Total Population: <\/strong>Bihar\u2019s population, according to the survey, is 13,07,25,310, compared to the 10.41 crore recorded in the 2011 census.\n<ul class=\"wp-block-list\">\n<li>Hindus comprise<strong> 81.99% <\/strong>of the population, and Muslims <strong>17.72%<\/strong>.&nbsp;<\/li>\n\n\n\n<li>The populations of Buddhists, Christians, Sikhs, Jains, and other religious denominations are minuscule.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Other Backward Classes (OBCs)<\/strong> and <strong>Extremely Backward Classes (EBCs) <\/strong>constitute more than <strong>63%<\/strong> of the population of Bihar.<\/li>\n\n\n\n<li>The EBCs are the biggest social group comprising <strong>36.01%<\/strong> of the state\u2019s population.<\/li>\n\n\n\n<li>The OBCs are <strong>27.12%,<\/strong> and the Scheduled Castes (SCs) are <strong>19.65%.<\/strong><\/li>\n\n\n\n<li>Scheduled Tribes are <strong>1.68%,<\/strong> the bulk of the tribal population having become part of Jharkhand after the Vibrio cholerae.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Of these, O1 is responsible for almost all outbreaks; outbreaks of O139 are rare and none have been recorded outside Asia.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>According to the <strong>WHO\u2019s weekly epidemiological record<\/strong> (September 22), <strong>the world reported more than twice as many cholera cases in 2022 as it did in 2021<\/strong> .&nbsp;<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" reported at least 10,000 suspected as well as confirmed cases <\/strong>of cholera.<\/li>\n\n\n\n<li>Both these trends suggest <strong>a reversal of a short-term trend, of declining prevalence since 2019.<\/strong> The reversal also complicates a target the WHO specified in 2017, <strong>to reduce the number of cholera deaths worldwide by 90% by 2030.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">What Causes Cholera?<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>According to the United Nations health body, \u201c<strong>Cholera transmission is closely linked to inadequate access to clean water and sanitation facilities.<\/strong>\u201d&nbsp;<\/li>\n\n\n\n<li>Vibrio cholerae bacteria also f<strong>avour warmer waters with lower salinity<\/strong>.\n<ul class=\"wp-block-list\">\n<li>All these conditions are created as a result of <strong>climate change<\/strong> which increases the likelihood of floods, heatwaves, intense monsoonal rains and storms, and the duration of warm periods and war.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The epidemiological record report blames l<strong>imited investments in providing care to those most vulnerable<\/strong> to the disease; the effects of <strong>climate change<\/strong>; and increasing <strong>conflict<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Recent Trends:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A 2021 study concluded that the <strong>length of the coastline favourable to the development of Vibrio bacteria could increase<\/strong> by 38,000 km by 2100 over the 1850-2014 average, in the SSP5-8.5 emissions class=\"wp-block-list\">\n<li>The first-of-its-kind study compared the supply networks of tortoise or hard-shell turtles and soft-shell turtles based on 78 and 64 seizures, respectively, reported in the media during 2013 to 2019.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Key Points of the Findings<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tortoise or hard-shell turtles<\/strong> from India are traded to more places globally and through a wider trafficking network than soft-shell turtles.\n<ul class=\"wp-block-list\">\n<li>The former is mostly <strong>traded as pets while the latter for meat<\/strong>, primarily within the country.&nbsp;<\/li>\n\n\n\n<li>The trade network for pet turtles was also observed to be more organised than that for soft-shell turtles sold for meat.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Mumbai, Kolkata, Bengaluru, Anantapur in Andhra Pradesh, Agra, and two districts of West Bengal \u2014 North 24 Parganas and Howrah \u2014 close to the India-Bangladesh border also rank high after Chennai.&nbsp;<\/li>\n\n\n\n<li>\u2018<strong>Asian turtle crisis\u2019 <\/strong>is a term often used to describe the<strong> current state of tortoises and freshwater turtles (TFTs) <\/strong>in the largest continent on earth. Wild populations of TFTs have suffered immensely due to the onslaught of habitat destruction and illegal and unsustainable harvest.<\/li>\n\n\n\n<li>The study found that the <strong>tortoise and hard-shell turtle network had a larger geographical scale <\/strong>with more international trafficking links than the soft-shell turtle network.&nbsp;<\/li>\n\n\n\n<li>The illegally traded tortoise \/ hard-shell turtles were often found to be transported by air, which indicated corruption at entry and exit points.<\/li>\n\n\n\n<li>A <strong>lack of training on and awareness of illegal wildlife trade<\/strong> amongst enforcement authorities at entry \/ exit points and a lack of functional scanning equipment may also facilitate trafficking<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Soft-Shell Turtle<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Softshells include some of the <strong>world\u2019s largest freshwater turtles<\/strong>, though many can adapt to living in highly brackish areas.<\/li>\n\n\n\n<li>Members of this family o<strong>ccur in Africa, Asia, and North America, with extinct species known from Australia.<\/strong><\/li>\n\n\n\n<li><strong>Softshell turtles lack the hard shell or carapace<\/strong>, which is characteristic of most turtle species. Instead, their shell is more like leather than hard and bony. It lacks the large scales known as scutes that make up the hard carapace of other turtle species.<\/li>\n\n\n\n<li>The <strong>Indian Softshell turtle<\/strong>, also known as the <strong>Ganges Softshell Turtle<\/strong>, is a reptile found in freshwater habitats and its distribution is restricted to the Ganges, Indus and Mahanadi rivers in northern and eastern India.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Tortoise or Hard-Shell Turtles<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>shell in tortoises is generally hard<\/strong>, and like other members of the suborder Cryptodira, they retract their necks and heads directly backward into the shell to protect them.<\/li>\n\n\n\n<li>Tortoises are generally<strong> considered to be strict herbivores<\/strong>, feeding on grasses, weeds, leafy greens, flowers, and some fruits.
