Antiqua',serif\"><span style=\"color:#000000\">Deputy Chief Ministers are appointed due to a political compromise that happens when no single leader commands unchallenged authority in the party or coalition government in power.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\"><strong><u>History of Deputy CMs<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">The first Deputy CM in India was Anugrah Narayan Sinha, who remained Deputy CM in Bihar until his death in 1957.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">Deputy CMs were seen in more states, especially after the reduction of the Congress\u2019s near-total dominance on national politics after 1967.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span Antiqua',serif\"><span style=\"color:#000000\">Devi Lal\u2019s appointment as Deputy PM in V P Singh\u2019s government in 1989 was challenged in court on the ground that \u201cthe oath administered to him as such was not in accordance with the prescription of the Constitution\u201d.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\"><strong>In K M Sharma vs Devi Lal and Ors (1990)<\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"color:#000000\"><strong>\u2018diku\u2019<\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">, who had come to dominate the economic sphere of Santhal life.<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">The <\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\"><strong>extreme form of oppression and neglect from British administration <\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">gave birth to social banditry in 1854 when a band of Santhals under the leadership of Bir Singh Manjhi, and others like Domin Manjhi and Kewal Pramanik, began to attack moneylenders and zamindars and distribute the loot among the poor Santhals.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">It was led against the <\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\"><strong>myriad forms of oppression<\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\"> \u2013 economic and otherwise \u2013 they were subjected to by the British and their collaborators.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li utmost brutality. Sidhu was hanged by the British army on August 19, 1855, while Kanhu was arrested in February 1856. He guarded the passes to check military inflow of the Britishers in Sambalpur.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:'Book Antiqua',serif\"><span style=\"color:#000000\">During the 1857 Mutiny, the Hazirabagh Jail was broken down and prisoners were liberated including Veer Surendra Sai.
