Bodies involved:<\/strong><\/span><\/span><\/span> It is being developed under the Sagarmala Scheme by the Ministry of Ports, Shipping and Waterways (MoPSW) in collaboration with Government of Gujarat.<\/span><\/span><\/span><\/li>\n
\u00a0Background: The project was launched in 2022, and is being developed at a cost of Rs 3,500 crore.<\/span><\/span><\/span><\/li>\n
Objective:<\/strong><\/span><\/span><\/span> The NMHC is being developed with the aim of displaying India\u2019s diverse maritime history and also help Lothal emerge as a world-class international tourist destination.<\/span><\/span><\/span><\/li>\n
It will house four theme parks \u2013 <\/strong><\/span><\/span><\/span>Memorial theme park, Maritime and Navy theme park, Climate theme park, and Adventure and Amusement theme park.<\/span><\/span><\/span><\/li>\n
It will also house the world\u2019s tallest lighthouse museum, <\/strong><\/span><\/span><\/span>14 galleries highlighting India\u2019s maritime heritage starting from the Harappan time till today, as well as a coastal states pavilion displaying the diverse maritime heritage of Indian states and UTs.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Timeline:<\/strong><\/span><\/span><\/span> The port city is believed to have been built in 2,200 BC. Archaeological Survey of India (ASI) discovered Lothal in 1954.<\/span><\/span><\/span><\/li>\n

According to the Archaeological Survey of India (ASI), Lothal had the world\u2019s earliest known dock, connecting the city to an ancient course of the Sabarmati river.<\/span><\/span><\/span><\/li>\n
A metropolis with an upper and a lower town had in on its northern side a basin with vertical wall, inlet and outlet channels which has been identified as a tidal dockyard.<\/span><\/span><\/span><\/li>\n
Additionally, the National Institute of Oceanography in Goa discovered marine microfossils and salt, gypsum crystals at the site, indicating that sea water once filled the structure and it was definitely a dockyard.<\/span><\/span><\/span><\/li>\n
Satellite images show that the river channel, now dried, would have brought in considerable volume of water during high tide, which would have filled the basin and facilitated sailing of boats upstream.<\/span><\/span><\/span><\/li>\n

Its heritage value is comparable to other ancient port-towns around the world \u2013 including Xel Ha (Peru), Ostia (Port of Rome) and Carthage (Port of Tunis) in Italy, Hepu in China, Canopus in Egypt, Gabel (Byblos of the Phoenicians), Jaffa in Israel, Ur in Mesopotamia, Hoi An in Vietnam.<\/span><\/span><\/span><\/li>\n

What are Dark Patterns?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The term <\/span><\/span><\/span>\u2018dark patterns\u2019<\/strong><\/span><\/span><\/span> was coined by <\/span><\/span><\/span>Harry Brignull in 2010,<\/strong><\/span><\/span><\/span> it simply means a user interface that has been crafted<\/span><\/span><\/span> to trick or manipulate users<\/strong><\/span><\/span><\/span> into making <\/span><\/span><\/span>choices that are detrimental to their interest.<\/strong><\/span><\/span><\/span><\/li>\n
Dark patterns encompass a wide range of <\/span><\/span><\/span>manipulative practices<\/strong><\/span><\/span><\/span> such as drip pricing, disguised advertising, bait and click, choice manipulation, false urgency and privacy concerns.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
Some major types of Dark Patterns:<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Urgency:<\/strong><\/span><\/span><\/span> This tactic creates a sense of urgency or scarcity to pressure consumers into making a purchase or taking an action.<\/span><\/span><\/span><\/li>\n
Basket Sneaking:<\/strong><\/span><\/span><\/span> Websites or apps use dark patterns to add additional products or services to the shopping cart without user consent.<\/span><\/span><\/span><\/li>\n
Confirm Shaming:<\/strong><\/span><\/span><\/span> It involves guilt as a way to make consumers adhere. It criticizes or attack consumers for not conforming to a particular belief or viewpoint.<\/span><\/span><\/span><\/li>\n
Forced Action:<\/strong><\/span><\/span><\/span> This involves forcing consumers into taking an action they may not want to take, such as signing up for a service in order to access content.<\/span><\/span><\/span><\/li>\n
Nagging: <\/strong><\/span><\/span><\/span>It refers to persistent, repetitive and annoyingly constant criticism, complaints, requests for action.<\/span><\/span><\/span><\/li>\n
Subscription Traps<\/strong><\/span><\/span><\/span>: This tactic makes it easy for consumers to sign up for a service but difficult for them to cancel it, often by hiding the cancellation option or requiring multiple steps.<\/span><\/span><\/span><\/li>\n
Interface Interference:<\/strong><\/span><\/span><\/span> This tactic involves making it difficult for consumers to take certain actions, such as canceling a subscription or deleting an account.<\/span><\/span><\/span><\/li>\n
Bait and Switch:<\/strong><\/span><\/span><\/span> This involves advertising one product or service but delivering another, often of lower quality.<\/span><\/span><\/span><\/li>\n
Hidden Costs:<\/strong><\/span><\/span><\/span> This tactic involves hiding additional costs from consumers until they are already committed to making a purchase.<\/span><\/span><\/span><\/li>\n
Disguised Ads:<\/strong><\/span><\/span><\/span> Disguised ads are advertisements that are designed to look like other types of content, such as news articles or user-generated content.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Moreover, India’s consumer digital economy is anticipated to hit the <\/span><\/span><\/span>US$1 trillion mark by 2030<\/strong><\/span><\/span><\/span>, growing from US$537.5 billion in 2020.\u00a0<\/span><\/span><\/span><\/li>\n
The expanding online space creates more opportunities for such advertising which makes specific guidelines to control dark patterns even more desirable.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Some of the regulatory measures taken in India<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Department of Consumer Affairs summoned cab and two-wheeler aggregators to come clean on their charges and algorithms, as consumer angst and frustration with these services rose to alarming levels. The Department also formed a <\/span><\/span><\/span>consultation group<\/strong><\/span><\/span><\/span> to address the issue of fake online reviews.\u00a0<\/span><\/span><\/span><\/li>\n
The Advertising Standards Council of India (ASCI), has been addressing such issues through its <\/span><\/span><\/span>existing code on misleading ads.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span>\n

The ASCI code applies across media, including online advertising (including companies\u2019 own websites, pages and handles).\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

Consumers must not be forced or directed towards unintended consequences without their express consent and consent by deceit is not an express consent. Consumers shall be aware of what they are signing up and also should be able to get out of the same.<\/span><\/span><\/span><\/li>\n

India\u2019s external debt at end-March 2023 rose by<\/span><\/span><\/span> $5.6 billion to $624.7 billion<\/strong><\/span><\/span><\/span> from the year-earlier period but the external<\/span><\/span><\/span> debt-to-GDP ratio<\/strong><\/span><\/span><\/span> slid to <\/span><\/span><\/span>18.9% <\/strong><\/span><\/span><\/span>at end-March from 20% a year earlier.<\/span><\/span><\/span><\/li>\n

If a nation is unable or refuses to repay its external debt, it is said to be in <\/span><\/span><\/span>sovereign default.<\/strong><\/span><\/span><\/span> This can lead to the lenders withholding future releases of assets that might be needed by the borrowing nation.\u00a0<\/span><\/span><\/span><\/li>\n

If it means procuring money for important investments at a cheaper rate than can be found domestically, then it can ultimately be viewed as a good thing. Horizontal reservation is an intersectional approach that is provided for within each vertical reservation category.\u00a0<\/span><\/span><\/span>\n

For example, a Dalit woman can access vertical reservation under the SC category, whereas through horizontal reservation she will be able to access reservations for women as well \u2014 both of which equally influence the person\u2019s social location.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Horizontal reservation, on the other hand, cuts across all vertical groups to provide affirmative policies for disadvantaged groups within categories.\u00a0<\/span><\/span><\/span>\n

For example, disabled persons are guaranteed horizontal reservation in all the aforementioned vertical categories, general and reserved (vertical) alike, by the Central government.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
States like Uttarakhand and Bihar have also rolled out policies that guarantee horizontal reservation for women.\u00a0<\/span><\/span><\/span>\n
\n
This means that a woman who belongs to the SC category should be able to avail reservation based on both caste and gender.\u00a0<\/span><\/span><\/span><\/li>\n
The horizontal model ensures this.\u00a0<\/span><\/span><\/span><\/li>\n

Demand to secure horizontal reservation for trans people<\/u><\/strong><\/span><\/span><\/span><\/p>\n

It has to do with the need for mandating provisions for a community that has been marginalised for long in society and recognising the different aspects making up their social identity<\/span><\/span><\/span><\/li>\n
A study conducted by the National Human Rights Commission revealed that in 2017, only <\/span><\/span><\/span>6 percent of transgender people<\/strong><\/span><\/span><\/span> were formally employed.\u00a0<\/span><\/span><\/span><\/li>\n
Informal work that a significant portion of the community currently engages in, like begging and sex work, have been criminalised in India under various Acts and laws.\u00a0<\/span><\/span><\/span>\n
\n
But trans persons are often employed in such work for reasons related to both ritual and survival.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
In this regard, the NALSA verdict has largely been interpreted as directing reservations for transgender people in the OBC category.\u00a0<\/span><\/span><\/span>\n
\n
This perhaps stems from the bench identifying the community as \u201ca socially and educationally backward class\u201d. So far, no implementation has happened even to that end.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Transgender persons have filed several petitions of late in the Delhi HC, Madras HC, Rajasthan HC, etc., asking for horizontal reservation in education and jobs.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Observations of court\u2019s\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

In the National Legal Services Authority of India (NALSA) v Union of India (2014) case, the Supreme Court ruled that <\/span><\/span><\/span>transgender persons have a right to reservation<\/strong><\/span><\/span><\/span>, owing to the fact that they \u201care a socially and educationally backward class\u201d.<\/span><\/span><\/span><\/li>\n
Highlights of judgement : <\/strong><\/span><\/span><\/span>SC directed the Centre and the State Governments to take steps to treat them [transgender persons] as socially and educationally backward classes of citizens and extend all kinds of reservation in cases of admission in educational institutions and for public appointments.\u201d<\/span><\/span><\/span>\n
\n
The NALSA judgement entitles trans persons to reservations on constitutional grounds. It does not, however, mention the nature of reservations \u2013 whether they are to be vertical or horizontal.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

In 2015, Rajya Sabha DMK MP Tiruchi Siva presented the Rights of Transgender Persons Bill.\u00a0<\/span><\/span><\/span>\n

This Private Member\u2019s Bill, in line with the NALSA judgment, had provisions for reservation for trans persons \u2014 in the public and private sector.\u00a0<\/span><\/span><\/span><\/li>\n
The Bill was rejected in the Lok Sabha.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
The <\/span><\/span><\/span>Transgender Persons (Protection of Rights) Bill, 2016<\/strong><\/span><\/span><\/span> was introduced by the Centre. It had no provision for reservations.<\/span><\/span><\/span><\/li>\n
In 2018, a parliamentary standing committee<\/strong><\/span><\/span><\/span> under the Ministry of Social Justice was set up.\u00a0<\/span><\/span><\/span>\n
\n
The committee, again in line with the NALSA judgment, recommended reservations for transgender persons.\u00a0<\/span><\/span><\/span><\/li>\n
Yet, the Transgender Persons (Protection of Rights) Act, 2019 did not have any mention of reservation \u2014 vertical or horizontal.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Alternatively, the <\/span><\/span><\/span>Rights of Persons with Disabilities Act, 2016<\/strong><\/span><\/span><\/span>, included in its purview the right of disabled persons to accrue horizontal reservation.\u00a0<\/span><\/span><\/span>\n

Since this Act has been implemented, horizontal reservation for disabled people is now ensured under the Central government.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
In <\/span><\/span><\/span>2015, the Tamil Nadu governmen<\/strong><\/span><\/span><\/span>t decided to categorise \u201c<\/span><\/span><\/span>transgender<\/strong><\/span><\/span><\/span> or eunuch (thirunangai or aravani)\u201d, that is, only transwomen under the Most Backward Classes (MBC) category.\u00a0<\/span><\/span><\/span><\/li>\n
After <\/span><\/span><\/span>Sangama v State of Karnataka, Karnataka<\/strong><\/span><\/span><\/span> became the <\/span><\/span><\/span>first and only state to offer one per cent horizontal reservation<\/strong><\/span><\/span><\/span> to transgender persons in 2021.<\/span><\/span><\/span><\/li>\n
\u00a0In <\/span><\/span><\/span>April 2023, transgender persons<\/strong><\/span><\/span><\/span> were included in the OBC category in Madhya Pradesh.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Government’s stand\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Since the NALSA judgement, there has been no direction from the Central government on delivering on the right to reservation for trans persons.<\/span><\/span><\/span><\/li>\n
Even as the clamour for horizontal reservation for transgender people in government jobs and education grows across India, the Union government said that there was no separate policy under consideration to provide jobs to transgender people in government organisations.<\/span><\/span><\/span><\/li>\n<\/ul>\n

ICI measures collective and individual performance of production in selected eight core industries viz. Coal, Crude Oil, Natural Gas, Refinery Products, Fertilizers, Steel, Cement and Electricity.<\/span><\/span><\/span><\/li>\n
Weightage of eight core industries in ICI (highest to lowest): Refinery Products (weight: 28.04 %) > Electricity (weight: 19.85 %) > Steel (weight: 17.92 %) > Coal (weight: 10.33 %) > Crude Oil (weight: 8.98 %) > Natural gas (weight: 6.88 %) > Cement (weight: 5.37 %) > Fertilizers (weight: 2.63 %).<\/span><\/span><\/span><\/li>\n
