The report examines the<\/span><\/span><\/span> transitions unfolding in Africa<\/strong><\/span><\/span><\/span>: demographic, economic, political and social.<\/span><\/span><\/span>\n

From this<\/span><\/span><\/span> blend of changes,<\/strong><\/span><\/span><\/span> stamped by the<\/span><\/span><\/span> adverse impact of the pandemic<\/strong><\/span><\/span><\/span> and <\/span><\/span><\/span>complicated geopolitics<\/strong><\/span><\/span><\/span>, emerges a continent that is set to transform itself.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
As stated by the report, Africa is slowly <\/span><\/span><\/span>heading toward regional integration <\/strong><\/span><\/span><\/span>and is devoted to <\/span><\/span><\/span>democracy, peace and progress.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
India Africa Relations<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Long history of partnership:\u00a0<\/strong><\/span><\/span><\/span>\n

India has a long history of partnership with Africa, with solidarity and political affinity going back to the early 1920s when both regions were fighting against colonial rule and oppression.\u00a0<\/span><\/span><\/span><\/li>\n
After India gained independence, it became a leading voice in support of African decolonization at the United Nations.<\/span><\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Promoted South-South Cooperation since independence:<\/strong><\/span><\/span><\/span>\n

Indian Technical and Economic Cooperation (ITEC) programme:\u00a0<\/strong><\/span><\/span><\/span>\n

In 1964, India launched the <\/span><\/span><\/span>ITEC Programme<\/strong><\/span><\/span><\/span> to provide technical assistance through human resource development to other developing countries, with African countries the greatest beneficiaries of it and the Special Commonwealth African Assistance Programme (SCAAP).<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Building African capacity:<\/strong><\/span><\/span><\/span>\n

In 1949, India announced 70 scholarships for students from other developing countries to pursue studies in the country.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
Areas of Cooperation:<\/strong><\/span><\/span><\/span>\n

India<\/span><\/span><\/span>–<\/strong><\/span><\/span><\/span>Africa cooperation has also focused on<\/span><\/span><\/span> techno-economic capacity building, skill development <\/strong><\/span><\/span><\/span>and <\/span><\/span><\/span>capacity building<\/strong><\/span><\/span><\/span> featured prominently in all the <\/span><\/span><\/span>India-Africa Forum Summits<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Emerging Challenges<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Superimposed on this landscape is the<\/span><\/span><\/span> sharpening competition<\/strong><\/span><\/span><\/span> among at least half a dozen external partners such as <\/span><\/span><\/span>China, Russia, the United States, the European Union, Japan, T\u00fcrkiye and the United Arab Emirates.<\/strong><\/span><\/span><\/span><\/li>\n
The competition is mainly for strengthening their relations with parts of Africa to ensure <\/span><\/span><\/span>market access, gain energy and mineral security<\/strong><\/span><\/span><\/span>, and increase political and economic influence.\u00a0<\/span><\/span><\/span><\/li>\n
China\u2019s role:<\/strong><\/span><\/span><\/span>\n
\n
China stands apart,<\/span><\/span><\/span> armed with a consistent and robust policy <\/strong><\/span><\/span><\/span>since 2000 to become<\/span><\/span><\/span> virtually Africa\u2019s biggest economic partner<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
An essay in the report aptly portrays China\u2019s role as<\/span><\/span><\/span> \u2018the infrastructure developer\u2019, \u2018the resource provider\u2019<\/strong><\/span><\/span><\/span>, and<\/span><\/span><\/span> \u2018the financier.<\/strong><\/span><\/span><\/span>\u2019\u00a0<\/span><\/span><\/span><\/li>\n
It has invested enormously in Africa in terms of money, materials and diplomatic push.<\/span><\/span><\/span><\/li>\n
Since 2007, Chinese leaders have visited the continent 123 times, while 251 African leaders have visited China.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Limitations to India\u2019s approach<\/strong><\/span><\/span><\/span>\n

India\u2019s model of development cooperation in Africa lacks a clear strategy.<\/span><\/span><\/span><\/li>\n
Comparison with the Chinese Model:\u00a0 <\/strong><\/span><\/span><\/span>In the absence of a clear and well-articulated vision for Africa, India\u2019s development cooperation is often compared to the Chinese model of development cooperation in the region \u2014 despite significant differences \u2014 which is based on state-led infrastructure for resource deals, rising debt threats, lack of domestic capacity building and job creation.\u00a0<\/span><\/span><\/span><\/li>\n
\u2018Ten Guiding Principles for India-Africa Engagement\u2019:<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

In 2018, India\u2019s PM outlined the \u2018Ten Guiding Principles for India-Africa Engagement\u2019, often regarded as India\u2019s vision statement for Africa.\u00a0<\/span><\/span><\/span><\/li>\n
But these tenets cannot be seen as the mission for the next decade because many aspects are not new and instead represent continuity in principles that have traditionally defined India-Africa engagement<\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Report recommendations – \u2018Roadmap 2030\u2019<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The central part of the VIF report is <\/span><\/span><\/span>\u2018Roadmap 2030\u2019<\/strong><\/span><\/span><\/span>, a set of policy recommendations that are designed to deepen and diversify the India-Africa partnership.\u00a0<\/span><\/span><\/span><\/li>\n
Political and diplomatic cooperation:<\/strong><\/span><\/span><\/span>\n

India-Africa Forum Summit:<\/strong><\/span><\/span><\/span>\n
\n
Political and diplomatic cooperation should be strengthened by restoring periodic leaders\u2019 summits through the <\/span><\/span><\/span>medium of the India-Africa Forum Summit<\/strong><\/span><\/span><\/span>; the last summit was in 2015.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Dialogue with African Union (AU):<\/strong><\/span><\/span><\/span>\n

Besides, a new annual strategic dialogue between the chairperson of the <\/span><\/span><\/span>African Union (AU) <\/strong><\/span><\/span><\/span>and India\u2019s External Affairs Minister should be launched in 2023.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
AU\u2019s entry into the G-20:<\/strong><\/span><\/span><\/span>\n

Another recommendation relates to forging consensus among G-20 members on the <\/span><\/span><\/span>AU\u2019s entry into the G-20 as a full member<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
\u00a0<\/strong><\/span><\/span><\/span>Defence and security cooperation:<\/strong><\/span><\/span><\/span>the government needs to\u00a0<\/span><\/span><\/span>\n

Increase the number of <\/span><\/span><\/span>defence attach\u00e9s deployed in Africa<\/strong><\/span><\/span><\/span>,\u00a0<\/span><\/span><\/span><\/li>\n
Expand dialogue on defence issues,\u00a0<\/span><\/span><\/span><\/li>\n
Expand lines of credit to facilitate defence exports.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
Economic and development cooperation: <\/strong><\/span><\/span><\/span>India-Africa trade touching $98 billion in FY22\u201323 is an encouraging development.\u00a0<\/span><\/span><\/span>\n

This figure can go up if access to finance through the<\/span><\/span><\/span> creation of an Africa Growth Fund (AGF)<\/strong><\/span><\/span><\/span> is ensured.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Socio-cultural cooperation:<\/strong><\/span><\/span><\/span>\n

Socio-cultural cooperation should be increased through\u00a0<\/span><\/span><\/span>\n

Greater interaction<\/strong><\/span><\/span><\/span> between universities, think tanks, civil society and media organisations in India and select African countries.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Visa measures for African students<\/strong><\/span><\/span><\/span> who come to India for higher education should be liberalised.\u00a0<\/span><\/span><\/span>\n

Future outlook\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

India has a substantive partnership with Africa and a<\/span><\/span><\/span> rich fund of goodwill,<\/strong><\/span><\/span><\/span> but it is \u201cessential for New Delhi to <\/span><\/span><\/span>review its Africa policy periodically<\/strong><\/span><\/span><\/span>, <\/span><\/span><\/span>stay resilient<\/strong><\/span><\/span><\/span> by making the required changes, and place a <\/span><\/span><\/span>razor-like focus <\/strong><\/span><\/span><\/span>on its <\/span><\/span><\/span>implementation<\/strong><\/span><\/span><\/span>\u201d.<\/span><\/span><\/span><\/li>\n
India needs to be dynamic in its engagements in Africa and address the changing needs of the Continent while emphasising the huge opportunity the African Continental Free Trade Area agreement presents for India.<\/span><\/span><\/span><\/li>\n<\/ul>\n
