{"id":17349,"date":"2023-09-19T18:04:40","date_gmt":"2023-09-19T12:34:40","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/?p=17349"},"modified":"2023-09-19T18:04:43","modified_gmt":"2023-09-19T12:34:43","slug":"parliament-special-session","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/19-09-2023\/parliament-special-session","title":{"rendered":"Parliament \u2018Special Session\u2019\u00a0"},"content":{"rendered":"\n<p><strong>Syllabus:GS2\/ Polity<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">News<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A \u2018special\u2019 five-day session of Parliament began with a discussion on the parliament&#8217;s journey of 75 years.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Background<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Article 85<\/strong> of the Constitution deals with prorogation and dissolution of Parliament. While there is no fixed schedule, the provisions of the Article specify that the President must summon the Houses to meet at least once within six months.&nbsp;<\/li>\n\n\n\n<li>\u201cThe President shall from time to time summon each House of Parliament to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session\u201d.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Sessions of Parliament<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Constitution <strong>doesn\u2019t provide for a fixed number of sessions or days of sitting.<\/strong><\/li>\n\n\n\n<li>Three sessions are typically held each calendar year \u2014<strong> the Budget, Monsoon, and Winter sessions.&nbsp;<\/strong><\/li>\n\n\n\n<li>The Central government has the authority to call for a session, and<strong> the Cabinet Committee on Parliamentary Affairs (CCPA), <\/strong>determines the date and number of sittings.&nbsp;<\/li>\n\n\n\n<li>After finalizing the session schedule, the President calls upon the Members of Parliament to convene for the upcoming session. The MPs are informed about the number of sittings and other details about the tentative business of the House through the summons sent by the President.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">When is a \u2018Special Session\u2019 Conducted?<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The term <strong>\u2018special session\u2019 <\/strong>is <strong>not explicitly mentioned in the Constitution or in the rulebooks<\/strong> of the two Houses of Parliament. There are no specific guidelines on how or when such a session can be convened.&nbsp;<\/li>\n\n\n\n<li>However,<strong> Article 352,<\/strong> which deals with the proclamation of Emergency, refers to a \u2018special sitting\u2019 of the House. This clause was added through the<strong> 44th Amendment Act in 1978<\/strong>, which included safeguards against the Emergency.<\/li>\n\n\n\n<li>Several special sessions including midnight sessions have been called for a special purpose or agenda, or to mark occasions of national significance.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Special Sittings in the Past<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The first such sitting was held on the<strong> eve of Independence<\/strong> in <strong>1947<\/strong> to mark the transfer of power from the British to India.&nbsp;<\/li>\n\n\n\n<li>This was followed by a <strong>special session in 1962<\/strong> during <strong>the Indo-China war<\/strong> when the Winter Session was advanced to discuss the Chinese aggression.&nbsp;<\/li>\n\n\n\n<li>In <strong>1972<\/strong> the government convened a sitting to mark <strong>25 years of Independence.<\/strong>&nbsp;<\/li>\n\n\n\n<li>In<strong> 1992<\/strong>, a midnight session was called to mark the 50th anniversary of the <strong>Quit India Movement.&nbsp;<\/strong><\/li>\n\n\n\n<li>In<strong> August 1997<\/strong>, a six-day special session was called to commemorate <strong>50 years of Independence.<\/strong><\/li>\n\n\n\n<li>The most recent was in<strong> June 2017 <\/strong>when the government held a special session to roll out the <strong>Goods and Services Tax (GST).<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Source: <\/strong><a href=\"https:\/\/www.thehindu.com\/news\/national\/parliament-special-session-explainer-rules-lok-sabha-rajya-agenda-business\/article67304796.ece\" target=\"_blank\" rel=\"noopener\"><strong>TH<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Syllabus:GS2\/ Polity News Background Sessions of Parliament When is a \u2018Special Session\u2019 Conducted?
