{"id":17230,"date":"2023-09-16T21:22:56","date_gmt":"2023-09-16T15:52:56","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/?p=17230"},"modified":"2023-09-16T21:22:59","modified_gmt":"2023-09-16T15:52:59","slug":"interconnection-regulations-of-trai-16-09-2023","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/16-09-2023\/interconnection-regulations-of-trai-16-09-2023","title":{"rendered":"Interconnection Regulations of TRAI"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Government Policies and Interventions<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Context<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Telecom Regulatory Authority of India (TRAI) releases Telecommunication (Broadcasting and Cable) Services Interconnection (Addressable Systems) (Fifth Amendment) Regulations, 2023 [hereinafter referred to as <strong>Interconnection Regulations<\/strong>].<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">About:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>TRAI amended the Interconnection Regulations to protect the interests of service providers and consumers.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Features of the amendments:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A new Schedule X has been prescribed for <strong>Digital Rights Management (DRM)<\/strong> System Requirements, that includes:\n<ul class=\"wp-block-list\">\n<li>Subscriber Management Systems (SMS) for Internet Protocol Television (IPTV) services;<\/li>\n\n\n\n<li>Conditional access by subscribers and encryption for IPTV services;<\/li>\n\n\n\n<li>Fingerprinting for IPTV services; and,<\/li>\n\n\n\n<li>To STBs\/unique consumer subscription.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">What is Digital Rights Management (DRM)?<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>DRM is a systematic approach to copyright protection for digital media available in Cyberspace to prevent unauthorised redistribution of digital media.<\/li>\n\n\n\n<li>It includes all the technical systems designed to facilitate the management of rights in respect of digital content.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Legality of DRM:<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Legal support for DRM systems is to be found in the WIPO Copyright Treaty (WCT) and the WIPO Performances and Phonograms Treaty (WPPT) of 1996.\n<ul class=\"wp-block-list\">\n<li>The WIPO Internet Treaties are designed to update and supplement the Berne Convention and the Rome Convention.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>The Telecom Regulatory Authority of India (TRAI):<\/strong><br>&#8211; It was established in 1997 by the Telecom Regulatory Authority of India Act, 1997, an Act of Parliament.<br><br><strong>Objectives:<\/strong><br>&#8211; It aims to regulate telecom services, including fixation\/revision of tariffs for telecom services which were earlier vested in the Central Government.<br>&#8211; It provides a fair and transparent policy environment which promotes a level playing field and facilitates fair competition.<br><br><strong>Telecommunications Dispute Settlement and Appellate Tribunal (TDSAT):<\/strong><br>&#8211; It was established in 2000 by amending the TRAI Act, to take over the adjudicatory and disputes functions from TRAI.<br>&#8211; It adjudicates any dispute between a licensor and a licensee, between two or more service providers, between a service provider and a group of consumers, and to hear and dispose of appeals against any direction, decision or order of TRAI.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=1957791\" target=\"_blank\" rel=\"noopener\">Source: PIB<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Syllabus: GS2\/Government Policies and Interventions Context About: Features of the amendments: What is Digital Rights Management (DRM)?
