The relationship between the United States (US) and India in the defence sector has proven to be one of their most resilient and high-value.<\/span><\/span><\/span><\/li>\n
India and the United States (US) galvanised their defence relationship with the signing of the <\/span><\/span><\/span>‘New Framework for India-US Defence Relations’<\/strong><\/span><\/span><\/span> in June <\/span><\/span><\/span>2005.\u00a0 <\/strong><\/span><\/span><\/span>India and the US pledged to cooperate in areas such as defence technology transfer, licensing, trade, research, co-production and co-development.<\/span><\/span><\/span><\/li>\n

Recently, Wagner Group waged an armed rebellion against Russia and vowed to topple the country’s defence leadership.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
What is the Wagner Group?\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

It is a <\/span><\/span><\/span>Russian paramilitary organisation<\/strong><\/span><\/span><\/span> headed by <\/span><\/span><\/span>Yevgeny Prigozhin.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Legally, it is not a Russia-based private military company though it works closely with the Russian security apparatus<\/span><\/span><\/span><\/li>\n
\u00a0It is basically a private military company and a network of mercenaries.\u00a0<\/span><\/span><\/span><\/li>\n
It was first identified in 2014 while backing pro-Russian separatist forces in eastern Ukraine.<\/span><\/span><\/span><\/li>\n
It got registered as a company in 2022 and opened a new headquarters in St Petersburg.<\/span><\/span><\/span><\/li>\n
According to reports ,The Wagner Group now consists of 50,000 fighters in Ukraine and has become a key component of the Ukraine campaign.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Wagner group has been active in <\/span><\/span><\/span>Sudan, Mali, the Central African Republic, Mozambique and Libya in Africa.\u00a0<\/strong><\/span><\/span><\/span>\n

The activities are related to providing direct support to authoritarian governments, supporting rival leadership engaged in internal wars, filling the void created by the withdrawal of the French military engagement, taking part in resource exploitation etc.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
According to media reports, it provides its services to different governments often in exchange for access to gold and diamond mines.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Association with russia\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Wagner group under Prigozhin has benefited Russia significantly in the ongoing war against Ukraine.\u00a0<\/span><\/span><\/span><\/li>\n
It was this mercenary group that captured the key regions of Soledar and Bakhmut for Russia. Because of the Wagners\u2019 military contributions, Prigozhin enjoys some popularity and influence.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Criticism\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Wagner Group has been accused of committing severe human rights violations, killing civilians, looting homes and harassing activists, journalists and peacekeepers.\u00a0<\/span><\/span><\/span><\/li>\n
There have also been reports of the group supplying arms and weapons, and training regional forces in fighting jihadist threats.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
How did India see these dramatic developments?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

India would have been keeping a close eye and monitoring the event. Through the embassy in Moscow, it would have been receiving reports on the situation on the ground.\u00a0<\/span><\/span><\/span><\/li>\n
In Moscow, the situation seems to have been calm, with work going on as usual.<\/span><\/span><\/span><\/li>\n
So there were no reasons for New Delhi to panic about anything. It was in a wait-and-watch mode.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Future Outlook\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

At present, it appears that the Wagner group is disbanded. But it will probably be resurrected under some other guise. It is unclear what happens to the operations of the Wagner group in Syria, Libya, Africa, etc.\u00a0<\/span><\/span><\/span><\/li>\n
These operations were in Russia\u2019s interests, so the group will probably be revived in some form, maybe under a new name or a new leader.<\/span><\/span><\/span><\/li>\n
But for now, Russia has a headache on its hands, because with the Wagner group gone, there are armed and trained Russians sitting in various parts of the globe, mainly in Africa and the Middle East.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

It’s <\/span><\/span><\/span>meat grown from the cells<\/strong><\/span><\/span><\/span> of animals in steel tanks\u00a0 for human consumption.<\/span><\/span><\/span><\/li>\n
Though it’s known in the industry as cultivated meat, it’s sometimes called cultured meat, lab-grown meat or cell-based meat.\u00a0<\/span><\/span><\/span><\/li>\n
Livestock doesn\u2019t need to be raised and killed to produce this new type of meat.<\/span><\/span><\/span><\/li>\n
The first country to approve the sale of alternative meat was Singapore in 2020.<\/span><\/span><\/span><\/li>\n
There are more than 150 companies around the world trying to develop these food products.\u00a0<\/span><\/span><\/span><\/li>\n
They’re working on a variety of meats: chicken, beef, pork and lamb.<\/span><\/span><\/span><\/li>\n<\/ul>\n

It starts with cells, which can come from a fertilized egg, a special bank of stored cells or tissue initially taken from a living animal.\u00a0<\/span><\/span><\/span><\/li>\n
The cells are mixed with a broth of nutrients that the cells need to grow and divide.\u00a0<\/span><\/span><\/span><\/li>\n
Cells are triggered to turn into skeletal muscle, fat and connective tissues. After days or weeks, the cells are removed from the tanks and shaped into products such as nuggets.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Researchers have achieved some success on these counts but it remains a work in progress, especially as more meats acquire alternative counterparts.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

Recently, the Ministry of Health and Family Welfare<\/span><\/span><\/span> notified the<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>Assisted Reproductive Technology Regulations (ART), 2023.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
New Regulations<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The provision states that an<\/span><\/span><\/span> oocyte donor should be an ever-married<\/strong><\/span><\/span><\/span> (persons who have been married at least once in their lives) woman having at least one living child of her own (minimum three years of age).\u00a0<\/span><\/span><\/span><\/li>\n
She can donate oocytes <\/span><\/span><\/span>only once<\/strong><\/span><\/span><\/span> in her lifetime and <\/span><\/span><\/span>not more than seven oocytes<\/strong><\/span><\/span><\/span> can be retrieved.\u00a0<\/span><\/span><\/span><\/li>\n
An ART bank cannot supply gamete (reproductive cell) of a single donor to more than one commissioning couple (couple seeking services).\u00a0<\/span><\/span><\/span><\/li>\n
Parties seeking ART services will be required to provide<\/span><\/span><\/span> insurance coverage <\/strong><\/span><\/span><\/span>in the favour of the oocyte donor (for any loss, damage, or death of the donor).\u00a0<\/span><\/span><\/span><\/li>\n
A clinic is prohibited from offering to provide a child of pre-determined sex. Also <\/span><\/span><\/span>checking for genetic diseases<\/strong><\/span><\/span><\/span> before the embryo implantation is needed.<\/span><\/span><\/span><\/li>\n
Significance:<\/strong><\/span><\/span><\/span> A regulation like this is a big step towards preventing <\/span><\/span><\/span>congenital abnormalities<\/strong><\/span><\/span><\/span> and in the long run will help the community and <\/span><\/span><\/span>eliminate exploitation of donors.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Implications: <\/strong><\/span><\/span><\/span>The new provisions have<\/span><\/span><\/span> pushed up the already sky-high medical costs <\/strong><\/span><\/span><\/span>and are proving to be a challenge for treating doctors and couples wanting to have children through ART because of the <\/span><\/span><\/span>restricted and limited resource availability in terms of donors.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
What is Assisted Reproductive Technology?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

It refers to techniques that seek to obtain a pregnancy by handling a gamete (sperm or egg) outside the human body and transferring the gamete or fertilised embryo into the woman\u2019s uterus.\u00a0\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
Assisted Reproductive Techniques<\/u><\/strong><\/span><\/span><\/span><\/p>\n

In vitro Fertilization:<\/strong><\/span><\/span><\/span> Mature eggs are collected (retrieved) from ovaries and fertilized by sperm in a lab. Then the fertilized egg (embryo)\u00a0 is transferred to the uterus.\u00a0<\/span><\/span><\/span><\/li>\n
Gamete Donation: <\/strong><\/span><\/span><\/span>A person provides his \/her gametes (sperm or oocyte) with the objective of enabling an infertile couple or woman to have a child.<\/span><\/span><\/span><\/li>\n

China Under the Scrutiny of Nuclear Suppliers Group (NSG)<\/u><\/strong><\/span><\/span><\/span><\/p>\n

NSG is a <\/span><\/span><\/span>group of nuclear supplier countries <\/strong><\/span><\/span><\/span>\u201cthat seeks to contribute to the non-proliferation of nuclear weapons through the implementation of two sets of Guidelines <\/span><\/span><\/span>for nuclear exports and nuclear-related exports<\/strong><\/span><\/span><\/span>\u201d.<\/span><\/span><\/span>\n
\n
It explicitly <\/span><\/span><\/span>prohibits<\/strong><\/span><\/span><\/span> the transfer of nuclear technology by its members to countries that have not signed the nuclear <\/span><\/span><\/span>Non-Proliferation Treaty (NPT).\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
China joined the <\/span><\/span><\/span>48-member grouping in 2004, <\/strong><\/span><\/span><\/span>and argued subsequently that the Chashma 3 and Chashma 4 reactors were under its earlier Chashma deals with Pakistan that pre-dated its joining of the NSG.<\/span><\/span><\/span><\/li>\n
Chinese analysts have justified the continuing nuclear commerce, by pointing to the <\/span><\/span><\/span>India-U.S. nuclear deal.<\/strong><\/span><\/span><\/span> There are, however, significant differences.\u00a0<\/span><\/span><\/span><\/li>\n
Indian Case: <\/strong><\/span><\/span><\/span>India and the U.S. had to <\/span><\/span><\/span>seek a waiver from the NSG<\/strong><\/span><\/span><\/span> for their civilian nuclear deal, which was granted in 2008, paving the way for India to enter the tent of global nuclear commerce.<\/span><\/span><\/span>\n

India undertook a number of <\/span><\/span><\/span>commitments <\/strong><\/span><\/span><\/span>such as placing facilities under International Atomic Energy Agency (IAEA) safeguards, separating civilian and military nuclear programmes and a continued moratorium on testing.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Neither has China sought any such waiver from the NSG nor has Pakistan undertaken similar commitments. China has suggested that the reactors being under IAEA safeguards would suffice.<\/span><\/span><\/span><\/li>\n
Implications: <\/strong><\/span><\/span><\/span>Experts fear the latest deals have only further eroded the global rules governing nuclear commerce, and also raised questions about both the continuing <\/span><\/span><\/span>relevance and future of the NSG<\/strong><\/span><\/span><\/span> and governance of global nuclear commerce.<\/span><\/span><\/span><\/li>\n<\/ul>\n

NSG has no formal link to the UN, but its activities contribute to the UN’s efforts in the field of non-proliferation and export controls.\u00a0<\/span><\/span><\/span><\/li>\n
How did it come into being? <\/strong><\/span><\/span><\/span>Signatories to the 1970 NPT felt a need to apply further safeguards on exports of nuclear material and specialized nuclear equipment to non-nuclear weapon states.\u00a0<\/span><\/span><\/span>\n

Multilateral consultations on nuclear export controls continued under separate mechanisms.<\/span><\/span><\/span><\/li>\n
India’s 1974 Pokhran nuclear test was a trigger, as it arguably demonstrated that certain non-weapons specific technology could be turned to weapons development. Hence, the NSG was created in 1974\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
