{"id":16976,"date":"2023-09-11T12:27:37","date_gmt":"2023-09-11T12:27:37","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/?p=16976"},"modified":"2025-09-11T18:43:24","modified_gmt":"2025-09-11T13:13:24","slug":"daily-current-affairs-11-09-2023-9","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/11-09-2023\/daily-current-affairs-11-09-2023-9","title":{"rendered":"China\u2013Africa Peace and Security Forum \u2013 11-09-2023"},"content":{"rendered":"\n<p><strong>Syllabus: GS2\/Important International Events affecting India&#8217;s interest<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">In News&nbsp;<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>third edition of the China\u2013Africa Peace and Security Forum<\/strong> was held recently under the <strong>theme \u2018Implementing the Global Security Initiative, Strengthening China-Africa Solidarity and Cooperation\u2019 in Beijing.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">About<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The China\u2013Africa Peace and Security Forum provides <strong>a common platform for military officials from both sides to convene and discuss issues of mutual interest.<\/strong>&nbsp;<\/li>\n\n\n\n<li>The forum serves <strong>two primary goals:<\/strong>\n<ul class=\"wp-block-list\">\n<li>consolidate networks of strategic communications between Chinese and African defence departments; and&nbsp;<\/li>\n\n\n\n<li>explore possible ways in which African militaries and security architecture can align with China\u2019s <strong>Global Security Initiative (GSI)<\/strong>.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong><span style=\"text-decoration: underline;\">Global Security Initiative (GSI)<\/span><\/strong> <br><br>&#8211; The GSI was espoused by President Xi Jinping during the <strong>Boao Forum i<\/strong>n April <strong>2022<\/strong>. <br>&#8211; The GSI is <strong>China\u2019s regional and global architecture <\/strong>and is an effort to shape a new world order with Chinese characteristics. <br>&#8211; It contains broad general principles <strong>reiterating China\u2019s previous foreign policy and security statements.<\/strong> <br>&#8211; It is seen as a statement of <strong>China\u2019s intent to claim a much more significant role in international politics.<\/strong><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Outcomes of the Conference<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Discussions at the forum echoed a <strong>need to strengthen China\u2013Africa security cooperation <\/strong>to jointly deal with global security challenges and uphold international justice.&nbsp;<\/li>\n\n\n\n<li>It called African partners <strong>to work with China to uphold a common, comprehensive, cooperative, and sustainable security mindset.&nbsp;<\/strong><\/li>\n\n\n\n<li>This is to be achieved by focusing on <strong>dialogue rather than confrontation, partnership rather than alliance, \u2018win-win\u2019 rather than zero-sum <\/strong>to inject more certainty, peace, and positive energy into a global order riddled with security challenges.<\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Drivers of Chinese Security Activism in Africa<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>China aims to offer African countries with an <strong>alternative model for growth and development that is different from the West<\/strong>.\n<ul class=\"wp-block-list\">\n<li>In June 2022, <strong>China sponsored a Horn of Africa Peace, Good Governance and Development Conference in Addis Ababa, Ethiopia<\/strong> and appointed a \u2018Special Envoy\u2019 for the Horn of Africa region.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Beijing\u2019s security engagement <\/strong>is inextricably connected to its logistical footprint, increasing political influence in multilateral forums like the United Nations, and protecting its commercial interests and investments.\n<ul class=\"wp-block-list\">\n<li>The African continent has emerged as sort of a <strong>\u2018testing ground\u2019 for Chinese security engagements abroad<\/strong>.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Protecting Chinese Citizens:<\/strong> With over <strong>1 million Chinese citizens, 10,000 Chinese firms, loans worth US$ 160 billion, and investments worth nearly US$ 300 billion in Africa,<\/strong> protecting its citizens and investments is a top priority for Beijing.\n<ul class=\"wp-block-list\">\n<li>An alarming trend in recent years is the <strong>increase in reports of attacks and kidnappings of Chinese workers<\/strong> in countries like the Central African Republic, South Africa, Ethiopia, and Democratic Republic of Congo, raising questions about China\u2019s ability to protect its citizens overseas.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Professional military education (PME) and policing and law enforcement cooperation: <\/strong>China has been taking interest in African security governance and is working to promote Chinese policing norms within African police forces and governments.&nbsp;<\/li>\n\n\n\n<li><strong>Conflict mediation<\/strong> is an area which has attracted Chinese attention.
