About Technology-facilitated sexual violence (TFSV)<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Technology-facilitated sexual violence<\/span><\/span><\/span> can take many forms<\/strong><\/span><\/span><\/span>, such as <\/span><\/span><\/span>morphed images, sexualised blackmailing and bullying, digital flashing, rape threats, <\/strong><\/span><\/span><\/span>and <\/span><\/span><\/span>explicit comments and messages.<\/strong><\/span><\/span><\/span>\u00a0\u00a0<\/span><\/span><\/span>\n
\n
It pervades every<\/span><\/span><\/span> social media and messaging platform<\/strong><\/span><\/span><\/span>, but Instagram, Facebook and WhatsApp are the ones especially culpable.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
It is a growing problem,<\/span><\/span><\/span> especially affecting college students<\/strong><\/span><\/span><\/span> across India.<\/span><\/span><\/span>\n
\n
A private survey on <\/span><\/span><\/span>400 students from 111 Indian higher education institutions found<\/strong><\/span><\/span><\/span> that a staggering <\/span><\/span><\/span>60% of women <\/strong><\/span><\/span><\/span>experienced some form of TFSV compared to only <\/span><\/span><\/span>8% of men.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Issues & outcomes of TFSV<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Tangible consequences:<\/strong><\/span><\/span><\/span>\n
\n
Abuse is linked to an individual\u2019s name and online profile, and can remain on the Internet forever.\u00a0<\/span><\/span><\/span><\/li>\n
Many survivors experience depression, post-traumatic stress disorder, anxiety, and suicidal thoughts.\u00a0<\/span><\/span><\/span><\/li>\n
There are tangible consequences to online abuse too such as a loss of academic or career prospects, social isolation, and violence and ostracisation by one\u2019s own family. Meanwhile, abusers hide behind anonymity.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Lack of safety features:<\/strong><\/span><\/span><\/span>\n
\n
India\u2019s IT Act of 2000 criminalises some forms of TFSV, but ambiguities in the law can deter survivors from reporting.\u00a0<\/span><\/span><\/span><\/li>\n
Although the law has coaxed some safety improvements, technology giants <\/span><\/span><\/span>such as Meta <\/strong><\/span><\/span><\/span>are unmotivated to overhaul their safety features beyond the bare minimum.\u00a0<\/span><\/span><\/span><\/li>\n
India has the most Facebook users in the world, yet <\/span><\/span><\/span>Meta has not optimised its platforms <\/strong><\/span><\/span><\/span>for an Indian context.<\/span><\/span><\/span>\n
\n
For example,<\/span><\/span><\/span> Meta\u2019s safety moderation algorithms <\/strong><\/span><\/span><\/span>are trained mostly in American English, so abusive content in Indian languages is less likely to be detected.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
Inadequate artificial intelligence:<\/strong><\/span><\/span><\/span>\n

The third threat comes from badly designed artificial intelligence systems that repeat and exacerbate discrimination.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Non-implementation of guidelines:<\/strong><\/span><\/span><\/span>\n
\n
Institutions of higher education (IHEs) are another crucial intervention point for online harassment of students.\u00a0<\/span><\/span><\/span><\/li>\n
The guidelines for prevention and redressal are comprehensive, yet the legally-mandated mechanisms often go unused.<\/span><\/span><\/span><\/li>\n
IHEs must have Internal Complaints Committees (ICCs) <\/strong><\/span><\/span><\/span>to investigate incidents of sexual harassment, but many institutions struggle to form, train, and manage these committees.\u00a0<\/span><\/span><\/span><\/li>\n
Even if an ICC finds a student guilty of sexual harassment, there is <\/span><\/span><\/span>no guarantee<\/strong><\/span><\/span><\/span> that higher authorities will hold them accountable.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Low awarenes & reporting:<\/strong><\/span><\/span><\/span>\n
\n
Students also reported low awareness and utilisation of ICCs in their academic institutions.\u00a0<\/span><\/span><\/span><\/li>\n
Of the students surveyed, 44% were unsure whether they could report online sexual harassment to their college at all.\u00a0<\/span><\/span><\/span><\/li>\n
Not a single survivor chose to formally report the incident.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Suggestions\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Strengthening government regulations:<\/strong><\/span><\/span><\/span>\n
\n
TFSV demands our immediate attention as it magnifies existing social inequalities.\u00a0<\/span><\/span><\/span><\/li>\n
With the <\/span><\/span><\/span>upcoming Digital India Act<\/strong><\/span><\/span><\/span>, the government has an opportunity to strengthen its regulations for technology platforms and compel social media companies to take accountability.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Focusing on the needs of survivors:<\/strong><\/span><\/span><\/span>\n
\n
Survivors said that aside from gender, factors such as caste, religion, sexual orientation, class, and region heightened their vulnerability online.\u00a0<\/span><\/span><\/span><\/li>\n
Further research on how TFSV impacts other marginalised identities is crucial to solving the issue.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Addressing students\u2019 needs:\u00a0<\/strong><\/span><\/span><\/span>\n

Students have proposed that their schools provide <\/span><\/span><\/span>anonymous helplines and reporting options<\/strong><\/span><\/span><\/span>, <\/span><\/span><\/span>mental health services from trained counsellors<\/strong><\/span><\/span><\/span>, and grassroots solutions like hosting regular workshops, safety training, facilitated discussions, and designating student organisations to lead education and response efforts.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Awareness generation:<\/strong><\/span><\/span><\/span>\n

In addition to advocating for the proposed solutions, openly discussing TFSV without shaming or blaming survivors is another essential step \u2014 part of an ongoing movement to improve India\u2019s levels of sexual violence, from harassment to rape.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

It aims to train 60,000 women in universities across major cities of India regarding safe use of internet, social media and email that will enable them to differentiate between the credible and questionable information available online.\u00a0<\/span><\/span><\/span><\/li>\n
The programme, in its initial phase, is to cover the states of Punjab, Manipur, Haryana, Meghalaya, Delhi-NCR, Sikkim, Maharashtra and Tamil Nadu.\u00a0<\/span><\/span><\/span><\/li>\n
The programme seeks promoting digital literacy for women including the precautions that can be taken; raising awareness about cyber crimes; and advising the users about the resources available to women; to prevent the problems and also how to handle such crimes.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Capturing what this means,\u00a0<\/span><\/span><\/span><\/li>\n
Understanding how cases impact individuals as well as communities,\u00a0<\/span><\/span><\/span><\/li>\n
The language needed to capture such offences and\u00a0<\/span><\/span><\/span><\/li>\n
The punishment \u2014 penalties, jail or even rehabilitation programmes for perpetrators.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
