The goal of the report is to offer a <\/span><\/span><\/span>consistent annual <\/strong><\/span><\/span><\/span>metric for the assessment of progress over time.<\/span><\/span><\/span><\/li>\n
The index and the analysis focus on <\/span><\/span><\/span>benchmarking parity <\/strong><\/span><\/span><\/span>between women and men across countries and regions.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Major Highlights 2023 report<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Global Scenario:<\/strong><\/span><\/span><\/span> The global gender gap score in 2023 for all 146 countries included in this edition stands at <\/span><\/span><\/span>68<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span>4%<\/strong><\/span><\/span><\/span> closed.\u00a0<\/span><\/span><\/span>\n

According to the Index, no country has yet achieved full gender parity, although the top nine countries (Iceland, Norway, Finland, New Zealand, Sweden, Germany, Nicaragua, Namibia, and Lithuania) have closed at <\/span><\/span><\/span>least 80%<\/strong><\/span><\/span><\/span> of their gap.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

India was ranked <\/span><\/span><\/span>127 out of 146 countries<\/strong><\/span><\/span><\/span> in terms of gender parity \u2014 an improvement of eight places from 2022.<\/span><\/span><\/span>\n

India was ranked <\/span><\/span><\/span>135 <\/strong><\/span><\/span><\/span>in the report\u2019s <\/span><\/span><\/span>2022 <\/strong><\/span><\/span><\/span>edition.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
The country had attained <\/span><\/span><\/span>parity <\/strong><\/span><\/span><\/span>in <\/span><\/span><\/span>enrolment <\/strong><\/span><\/span><\/span>across all levels of education.<\/span><\/span><\/span><\/li>\n
India had closed <\/span><\/span><\/span>64.3% of the overall gender gap.<\/strong><\/span><\/span><\/span>\n

However, it underlined that India had reached only 36.7 % parity on <\/span><\/span><\/span>economic participation and opportunity.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
In India, while there had been an <\/span><\/span><\/span>uptick <\/strong><\/span><\/span><\/span>in <\/span><\/span><\/span>parity <\/strong><\/span><\/span><\/span>in <\/span><\/span><\/span>wages <\/strong><\/span><\/span><\/span>and <\/span><\/span><\/span>income<\/strong><\/span><\/span><\/span>, the share of <\/span><\/span><\/span>women <\/strong><\/span><\/span><\/span>in <\/span><\/span><\/span>senior positions <\/strong><\/span><\/span><\/span>and technical roles had dropped slightly since the last edition.<\/span><\/span><\/span><\/li>\n
On <\/span><\/span><\/span>political empowerment<\/strong><\/span><\/span><\/span>, India has registered <\/span><\/span><\/span>25.3% parity<\/strong><\/span><\/span><\/span>, with women representing <\/span><\/span><\/span>15<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span>1%<\/strong><\/span><\/span><\/span> of parliamentarians \u2014 the highest for the country since the inaugural report in <\/span><\/span><\/span>2006<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
For India, the <\/span><\/span><\/span>1<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span>9<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>percentage <\/strong><\/span><\/span><\/span>point improvement in the <\/span><\/span><\/span>sex ratio <\/strong><\/span><\/span><\/span>at birth had driven up parity after more than a decade of <\/span><\/span><\/span>slow progress.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
Challenges\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The state of <\/span><\/span><\/span>gender parity <\/strong><\/span><\/span><\/span>in the labour market remains a major challenge.<\/span><\/span><\/span><\/li>\n
\u00a0Not only has <\/span><\/span><\/span>women\u2019s participation <\/strong><\/span><\/span><\/span>in the <\/span><\/span><\/span>labour market <\/strong><\/span><\/span><\/span>globally slipped in recent years, but other markers of economic opportunity have been showing substantive disparities between women and men.<\/span><\/span><\/span><\/li>\n
Women remain significantly <\/span><\/span><\/span>underrepresented <\/strong><\/span><\/span><\/span>in the <\/span><\/span><\/span>STEM <\/strong><\/span><\/span><\/span>workforce.\u00a0<\/span><\/span><\/span><\/li>\n
Women and men currently do not have equal opportunities and access to online platforms, given the <\/span><\/span><\/span>persistent digital <\/strong><\/span><\/span><\/span>divide.<\/span><\/span><\/span><\/li>\n
Much like in the case of the representation of women in business leadership, gender gaps in political leadership continue to persist.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

Collective, coordinated,<\/strong><\/span><\/span><\/span> and bold action by private- and public-sector leaders will be instrumental in accelerating progress toward gender parity and igniting renewed growth and greater resilience.\u00a0<\/span><\/span><\/span><\/li>\n

NATO Plus, <\/strong><\/span><\/span><\/span><\/span>currently NATO Plus 5, is a security arrangement that brings together NATO and five aligned nations \u2013<\/span><\/span><\/span><\/span> Australia, New Zealand, Japan, Israel and South Korea <\/strong><\/span><\/span><\/span><\/span>\u2013 to boost defence cooperation and intelligence ties.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n

The Bill is meant to replace the Live-stock Importation Act, 1898, and the Live-stock (Amendment) Act, 2001.\u00a0<\/span><\/span><\/span><\/li>\n
The <\/span><\/span><\/span>Department of Animal Husbandry and Dairying (DAHD)<\/strong><\/span><\/span><\/span>, which comes under <\/span><\/span><\/span>the Ministry of Fisheries, Animal Husbandry and Dairying<\/strong><\/span><\/span><\/span>, prepared the draft of the Live-stock and Live-stock Products (Importation and Exportation) Bill-2023.\u00a0<\/span><\/span><\/span><\/li>\n

Spoiling the gene pool of native animals: <\/strong><\/span><\/span><\/span>Activists say that this will open floodgates for unregulated, large scale import and export of animals and also spoil the gene pool of native animals.<\/span><\/span><\/span><\/li>\n
Disease risk: <\/strong><\/span><\/span><\/span>A large number of native animals are being exported to climates that are not conducive to them.\u00a0 This bill, if enacted, may also increase the disease risk.<\/span><\/span><\/span><\/li>\n

It is an important <\/span><\/span><\/span>subsector of agriculture in the Indian economy<\/strong><\/span><\/span><\/span>. It grew at a CAGR of 8.15 per cent during 2014-15 to 2019-20 (at constant prices).<\/span><\/span><\/span><\/li>\n
Livestock <\/span><\/span><\/span>plays an important role in the Indian economy<\/strong><\/span><\/span><\/span>. About 20.5 million people depend upon livestock for their livelihood. Livestock contributed <\/span><\/span><\/span>16% to the income of small farm households as against an average of 14% for all rural households.\u00a0\u00a0<\/strong><\/span><\/span><\/span><\/li>\n

The Kalasa Banduri project in Karnataka is stuck again.<\/span><\/span><\/span><\/li>\n<\/ul>\n
About Kalasa-Banduri project<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Kalasa-Banduri project aims to divert water from <\/span><\/span><\/span>Mahadayi <\/strong><\/span><\/span><\/span>to satisfy the drinking water needs of the <\/span><\/span><\/span>Belagavi, Dharwad, Bagalkot and Gadag<\/strong><\/span><\/span><\/span> districts in <\/span><\/span><\/span>Karnataka<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
As per the plans, barrages are to be built on Kalasa and Banduri streams \u2014 tributaries of Mahadayi \u2014 and water diverted towards<\/span><\/span><\/span> Karnataka\u2019s parched districts.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Though the project was first proposed in the early 1980s, it has remained on paper owing to a dispute between Karnataka, Goa and Maharashtra.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The impacts of such development projects are adverse, especially when it comes to natural resources and the need to share them between different states\/territories<\/span><\/span><\/span><\/li>\n
Goa and Maharashtra governments issued a joint statement saying that they will put up a united fight against Karnataka in connection with the water diversion project.<\/span><\/span><\/span><\/li>\n<\/ul>\n
The tribunal action<\/u><\/strong><\/span><\/span><\/span><\/p>\n

In November 2010, the UPA government at the Centre had set up a tribunal to settle disputes between Karnataka, Goa and Maharashtra.\u00a0<\/span><\/span><\/span>\n

In 2018, the tribunal awarded 13.42 TMC water from Mahadayi river basin to Karnataka, 1.33 TMC to Maharashtra and 24 TMC to Goa.\u00a0<\/span><\/span><\/span><\/li>\n

Ignorance and social stigma:<\/strong><\/span><\/span><\/span> Most of these cases remain untreated due to ignorance and social stigma. In the absence of visible illness, deviations are treated as attitudinal issues, marital troubles, financial problems or job stress, while love affairs and examination stress are cited as the usual culprits in the case of teenage behavioral issues.\u00a0<\/span><\/span><\/span><\/li>\n
A lack of trained specialists <\/strong><\/span><\/span><\/span>hinders cost-effective intervention model implementation. India has 43 State-run mental health institutions with 3,800 psychiatrists and 900 clinical psychologists \u2014 i.e., one psychiatrist and psychologist for every four lakh and 16 lakh citizens, respectively.\u00a0<\/span><\/span><\/span><\/li>\n
Insufficient budget allocation for mental health<\/strong><\/span><\/span><\/span> patients also raises concerns of developing intervention for psychiatric care-givers.<\/span><\/span><\/span><\/li>\n
The gaps in insurance:<\/strong><\/span><\/span><\/span> Though private mental health institutions provide some fillip, their services are expensive and beyond reach for many. Mental illnesses are excluded from the list of ailments covered by leading medical insurers in India.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
Caregiver stress<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
Over 90% of psychiatric patients in India live with <\/span><\/span><\/span>their families\/caregivers who are under considerable stress<\/strong><\/span><\/span><\/span> because of the physical and emotional caregiving along with the social isolation, financial difficulties and troublesome behaviour of the patient.\u00a0<\/span><\/span><\/span><\/li>\n
A patient\u2019s non-adherence to treatment, prevalent in such cases, further exacerbates caregiver stress.\u00a0<\/span><\/span><\/span><\/li>\n
In larger families, th<\/span><\/span><\/span>e primary caregiver burden is shared among family membe<\/strong><\/span><\/span><\/span>rs, but with reducing family sizes, the role falls on the spouse.\u00a0<\/span><\/span><\/span><\/li>\n
Chronic mental illness in a nuclear household disrupts daily life and drains family resources. Moreover, women caregivers face challenges in balancing caregiving, career, child rearing, and household chores, and are less likely to receive informal support for psychiatric treatment.<\/span><\/span><\/span><\/li>\n
Prolonged caregiving negatively impacts the psychological well-being of caregivers. Caregivers use various strategies to cope which include sharing, spirituality, hobbies, and self-gas lighting; but unhealthy coping mechanisms can negatively impact both caregivers and patients.\u00a0<\/span><\/span><\/span><\/li>\n
Hence, the importance of caring for the family caregivers. Counseling services are currently provided to caregivers on request. This is not sufficient as the situation of the caregiver is similar to that of the \u2018boiling frog\u2019 where the individual might not be aware of the emotional strain, and hence will not request for support.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Structured intervention<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The <\/span><\/span><\/span>National Mental Health Programme<\/strong><\/span><\/span><\/span> and the <\/span><\/span><\/span>decentralised District Mental Health Programme<\/strong><\/span><\/span><\/span> remain focused on the patient but neglect the caregiver.\u00a0<\/span><\/span><\/span><\/li>\n
Given the prolonged distress experienced by caregivers, it is essential to introduce a structured intervention programme to educate and support the caregivers of psychiatric patients.\u00a0<\/span><\/span><\/span><\/li>\n
It should educate them about the illness and their roles and responsibilities, leading to a better sense of control over their own life and helping to cope with the caregiver role.\u00a0<\/span><\/span><\/span><\/li>\n
Studies in developed countries show that providing support to family caregivers at the o<\/span><\/span><\/span>nset of the psychiatric illness of loved ones<\/strong><\/span><\/span><\/span> is crucial for the success of the intervention.\u00a0<\/span><\/span><\/span><\/li>\n
Successful intervention models include cognitive behavioural therapy, psychoeducational skill building, family counselling, and peer-support.\u00a0<\/span><\/span><\/span><\/li>\n
Psychoeducational meetings <\/strong><\/span><\/span><\/span>with the families covering topics like a brief overview of the condition, current symptoms, early warning signals of relapse, available therapies and their effectiveness, safety of treatment, typical side-effects, treatment-related expenses, burden identification, and coping mechanisms needs to be conducted.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Mental Healthcare Act 2017<\/strong><\/span><\/span><\/span>: It provided a corrective step with the mandate to treat mental disorders on a par with physical disorders for insurance coverage.\u00a0<\/span><\/span><\/span><\/li>\n
Schemes<\/strong><\/span><\/span><\/span>: Government schemes provided by public sector insurance companies such as the flagship <\/span><\/span><\/span>Ayushman Bharat<\/strong><\/span><\/span><\/span> provide coverage for mental disorders.<\/span><\/span><\/span><\/li>\n
Civil Society:<\/strong><\/span><\/span><\/span> Several non-governmental organisations and community movements such as Mindroot, Lonepack, and the White Swan Foundation have been engaged in community support work for people with mental illness and their caregivers. However, given the severity of the issue, their scale remains insignificant.<\/span><\/span><\/span><\/li>\n<\/ol>\n

In the backdrop of reducing family size, increasing life expectancy and poor institutional support, the caregiver burden in case of psychiatric illnesses is expected to keep worsening.<\/span><\/span><\/span><\/li>\n
The lack of tailored interventions may negatively affect caregiver well-being and patient treatment participation.\u00a0<\/span><\/span><\/span><\/li>\n
A comprehensive treatment of severe psychiatric illnesses in the future would need building effective partnerships between health-care professionals, informal caregivers, and psychosocial interventions, where required.<\/span><\/span><\/span><\/li>\n<\/ul>\n

One District, One Product is an initiative to <\/span><\/span><\/span>boost Indian tradition and ease of doing business<\/strong><\/span><\/span><\/span>. This initiative was proposed in the Budget 2023 by the Finance Minister.<\/span><\/span><\/span><\/li>\n
The initiative aims to make <\/span><\/span><\/span>regional products more accessible while providing capital to those who produce them.<\/strong><\/span><\/span><\/span><\/li>\n
