disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">\u00a0Since 2017, the Indian government has been using the Employees Provident Fund (EPF) scheme\u2019s data as a <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>measure of payroll employment <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">and <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>formal job creation in the country<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The monthly data released as part of this initiative has generally shown<\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> net increases in the number of contributors<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> and this has been portrayed as<\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> evidence of employment creation in the country<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">However, this is in<\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> stark variance with ground reports of unemployment<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> and a <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>dearth of jobs<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> from various parts of the country.<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Data highlights<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Stagnancy: <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Unlike the <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>EPF monthly enrolment the <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>EPF Organisation\u2019s (EPFO) annual reports<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> reveal that the number of <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>regular contributors<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> to the scheme has remained <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>relatively stagnant <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">or even declined in recent years.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Regular contributors to the EPF scheme:<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> are those enrolled employees whose PF contributions are made on a regular basis during the year.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">This is in contrast to those employees who are merely enrolled into the scheme at some point, but whose contributions are irregular or stop shortly after.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Years of significant increase:<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> Between 2012 and 2022, the number of regular contributors to the EPF increased from 30.9 million to 46.3 million.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">A significant increase occurred in 2016-17, when the Indian government encouraged firms with private PFs to join the government\u2019s EPF and introduced other incentive schemes that paid the employer\u2019s share of PF contributions.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Slowdown: <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">In the past five years, when the effects of such incentives and firm enrolments somewhat stabilised, growth in regular contributors slowed down significantly.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Between 2017 and 2022, the number of regular contributors increased only from 45.11 million to 46.33 million.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Strikingly, this occurred during a time when overall enrolments in the EPF increased from 210.8 million to 277.4 million.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>What does this data signify?<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Widening gaps:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The<\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> number of people enrolled in the EPF<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> can generally be expected to be higher than regular contributors due to <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>issues of duplication<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> and <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>old membership data,<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> but it is concerning that in recent years, the gap between them has been noticeably widening.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Considerably fewer new entrants:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">If the EPF data are to be considered as an indication of formal employment, then there appears to have been a net creation of only 1.2 million formal jobs in the past five years.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">For perspective, at current participation rates, there were an estimated 20-25 million new entrants into the Indian labour market.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Majority of casual\/informal jobs:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The divergence between EPF enrolments and regular contributors indicates that the majority of enrolments into the EPF are linked to jobs that are of a <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>temporary, subcontracted or casual variety <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">\u2014 where PF contributions are irregular or cease shortly.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Thus, though the Indian economy appears to be creating jobs \u2013 these are not formal, regular well-paid jobs that can provide good quality, long-term employment.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Challenges<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Absence of formal, well-paid, regular employment:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">As India overtakes China as the most populous country in the world, it faces an increasingly educated and growing working-age population that requires good-quality employment.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">However, the relative absence of formal, well-paid, regular employment in the country is striking.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Expansion of India\u2019s middle class:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">This trend inhibits the expansion of its middle class \u2014 a factor that was central to China\u2019s economic growth \u2014 but which has largely been missing in India.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The lack of quality jobs in the Indian economy gets revealed in instances of <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>large numbers of over-qualified youth <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">applying for a few public or private sector job openings, showing a dissonance with claims of strong economic growth.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Role of pandemic:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The stagnation in formal employment in India can be partially attributed to the pandemic. In fact, the number of EPF contributors declined (somewhat predictably) during the COVID pandemic.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Neglect for labour data:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Unfortunately, over time the Indian government has neglected other sources of <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>formal employment and labour data<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> that could have been used to verify these numbers and trends.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">For instance, the employment market information collected by the Directorate General of Employment and Training (DGET) has not been published since 2013.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>DGET data <\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">were historically the original source of formal sector payroll employment data in India (since the 1950s). The Reserve Bank of India utilised it as the main source for formal sector employment numbers and related calculations in the country. <\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>However, this data is no longer available<\/strong><\/span><\/span><\/span><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">, even to the country\u2019s central bank.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>AI &amp; possible job loss:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The other culprits are artificial intelligence and data analytics.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">According to experts, AI would take over 7,800 human jobs in the next five years as an eye-opener.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">AI could replace some back-office functions and human resources.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Job opportunity &amp; qualification mismatch:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: circle;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>India presents a paradox of skill shortages while being labour surplus.<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type: square;\"><span style=\"font-size: 13pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Trucks are idle because of the shortage of drivers.
