{"id":16786,"date":"2023-08-18T00:00:00","date_gmt":"2023-08-18T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/uncategorized\/18-08-2023\/daily-current-affairs-18-08-2023\/"},"modified":"2025-09-23T18:21:11","modified_gmt":"2025-09-23T12:51:11","slug":"daily-current-affairs-18-08-2023","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/18-08-2023\/daily-current-affairs-18-08-2023","title":{"rendered":"Daily Current Affairs &#8211; 18-08-2023"},"content":{"rendered":"<h2 style=\"text-align: center;\"><span style=\"font-size: 20pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><u>Two years of Taliban rule<\/u><\/span><\/span><\/span><\/h2>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>Syllabus: GS2\/India and its Neighbourhood Relations<\/strong><\/span><\/span><\/span><\/h3>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>News:\u00a0<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">August 15, 2023 marked the <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>second anniversary of Taliban<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> taking <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>control of Afghanistan<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> on August 15, 2021.<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Current situation<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">In a country of about 40 million people, international aid agencies estimate that <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>about 15 million people will face \u201cCrisis\u201d levels of food insecurity this year,<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> with 2.8 million in the \u201cemergency\u201d category, the fourth highest in the world.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The WHO also expressed concern about Afghans\u2019 lack of access to basic health services, <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>about 20% of the population suffer from mental health problems and 4 million from drug addiction and associated disorders.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Most health facilities have poor infrastructure, and there are fewer qualified health care workers due to immigration, limits on women\u2019s movement and employment, and reduced funds to pay salaries and keep facilities open.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>The ban on girls attending school beyond sixth grade<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> is part of the series of regressive measures that now keep Afghan girls and women away from classrooms, most jobs and much of public life.<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Taliban Rule and India<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Taliban\u2019s ascent and their rule over the last two years is marked by disregard to norms of the world. It has put India in a tight spot, which has chosen to navigate its course in Afghanistan with humanitarian assistance for the people of the country.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">In the last two decades, between 2001 and 2021,<\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> India became one of the top five donors to Afghanistan with pledges of more US$3 billion in aid.<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">India had <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>more than 500 projects<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> spread across Afghanistan\u2019s 34 provinces in five pillars: humanitarian assistance, infrastructure development, economic development, connectivity and capacity building.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">But, post August 2021, it has only continued with humanitarian assistance as the sole pillar so far. India continued to supply medical and food aid for the Afghan people.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">India has partnered with the UNWFP for the internal distribution of wheat within Afghanistan. Under this partnership,<\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> they have supplied a total of 47,500 MTs of wheat assistance to UNWFP.<\/strong><\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">On the medical assistance side, India has so far supplied almost <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>200 tonnes of medical assistance <\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">consisting of essential medicines, COVID vaccines, anti-TB medicines and medical\/surgical items like pediatric stethoscope, Sphygmomanometer etc.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">India has also <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>continued its support for the Habibia School, Kabul<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> and has sent assistance of winter clothing and stationary items for the primary students.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Recently, India also partnered with the UNODC in Afghanistan to ensure welfare of the Afghan drug user population, especially females. Under this partnership, they have <\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>supplied 1,100 units of female hygiene kits &amp; blankets and medical assistance<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"> to UNODC, Kabul.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Policy of Cautious Engagement<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">India has been following a policy of cautious engagement, where its current focus has been<\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong> on providing aid, but not grant recognition.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<div>\n<table style=\"border-collapse: collapse; border: none; table-layout: fixed; width: 624px;\" cellspacing=\"0\">\n<tbody>\n<tr>\n<td style=\"vertical-align: top; border: 1px solid #000000;\">\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Engagement is not endorsement. Engaging the Taliban is not an exercise in evangelism but the cold and undeterred pursuit of national interest, which often requires supping with the devil \u2014 of course, with a long spoon.- style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">The process to engage began in August 2021, when Indian envoy in Qatar Deepak Mittal met head of Taliban\u2019s political office, Sher Mohammad Abbas Stanekzai in Doha at the latter\u2019s request.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">Thereafter, on June 2, 2022, a delegation visited Kabul to oversee the delivery operations of India\u2019s humanitarian assistance to Afghanistan.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">And on June 23, the government decided to send a technical team to monitor and coordinate the efforts of various stakeholders for the effective delivery of humanitarian assistance.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">This resumption of diplomatic activity has been a significant policy change, and in the last one year, they have operated without any security threat so far.<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>What needs to be done?<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">For India it is important to have eyes and ears in Afghanistan and ensure that the country\u2019s rulers have stakes in not harming Indian interests.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type: disc;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong>India needs to fastrack its Afghan policy as per the UNSCR 2593<\/strong><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\">, which urged international community to ensure Afghanistan is not used as a base to launch an attack on another country, and called on all parties to seek an \u201cinclusive, negotiated political settlement, with the full, equal and meaningful participation of women.\u201d<\/span><\/span><\/span><\/li>\n<\/ul>\n<h3><span style=\"font-size: 12pt;\"><span style=\"font-family: Georgia,serif;\"><span style=\"color: #000000;\"><strong><u>Way Ahead<\/u><\/strong><\/span><\/span><\/span><\/h3>\n<ul>\n<li style=\"list-style-type: disc;\"><span varying from machines being used in place of the workers, many receiving wages without doing work, or works beyond the approved list being undertaken
