style=\"color:#000000\"><strong><u>About the critical minerals<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>About:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Critical minerals are elements that are the building blocks of <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>essential modern-day technologies<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, and are at risk of supply chain disruptions.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">and <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>green technologies<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> like <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Demand of clean energy technologies:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">According to the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>International Energy Agency<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, electric vehicles <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>(EV) and battery storage <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">account for about half of the mineral demand growth from clean energy technologies over the next two decades, spurred by the surging demand for battery materials.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Mineral demand for use in EVs and battery storage is <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>expected to grow around 30 times in the period to 2040<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Lithium <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">will see the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> fastest growth rate<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, with <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>demand growing by over 40 times <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">in the sustainable development scenario, stated the Africa Development Bank in a <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>paper on African Green Minerals Strategy.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Africa &#038; critical rare earth elements:<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Africa\u2019s store of critical rare earth elements: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">As global demand for critical rare earth elements rises, many countries have looked to Africa\u2019s abundant stores of cobalt, lithium, copper and other minerals vital to the manufacturing of modern technologies.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Extraction of Africa\u2019s reserves <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">has been largely <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>hindered by weak domestic governance<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> structures and policy impediments.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">But the continent is<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> set to remain one of the major suppliers<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> of a number of commodities in the coming years.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Export bans by African Countries: Ghana\u2019s new policy prohibits export<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> of critical minerals including lithium, bauxite and iron, among others, in their raw state since this denies the country opportunity to add real value to the economy<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">In 2023, the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Namibia government banned the bulk export <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">of unprocessed minerals including lithium, graphite and cobalt, known in the industry as direct shipping ore (DSO).\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">In 2022, <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Zimbabwe prohibited export <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">of raw lithium from its mines to stop losing billions of dollars in mineral proceeds to foreign companies.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Significance of the export bans:c<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">China is among the largest players on the continent with billions invested in the African mining and mineral extraction sectors.<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">As countries, especially China, rush to Africa, these developments across Africa are <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>in accordance with the \u201ccontinental strategy\u201d<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> to ensure<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> larger and just share of the profits <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">from \u201cgreen minerals\u201d.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>India\u2019s critical minerals:<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Minerals such as <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>antimony, cobalt, gallium, graphite, lithium, nickel, niobium, and strontium <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">are among the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> 22 assessed to be critical for India<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Many of these are required to meet the manufacturing needs of green technologies, high-tech equipment, aviation, and national defence.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">While India has a<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> significant mineral geological potential,<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> many minerals are <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>not readily available<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> domestically.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Challenges for India<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Scarce reserves: Manufacturing renewable energy technologies<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> would <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>require increasing quantities of minerals<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, including copper, manganese, zinc, and indium.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Likewise, the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>transition to electric vehicles <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">would require increasing amounts of minerals, including copper, lithium, cobalt, and rare earth elements.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">However, I<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>ndia does not have many of these mineral reserves<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, or its <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>requirements may be higher than the availability<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, necessitating reliance on foreign partners to meet domestic needs.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Inadequate listing: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Many critical and strategic minerals constitute part of the list of atomic minerals in the Mines and Minerals (Development and Regulation) (MMDR) Act, 1957.<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">However, the present policy regime reserves these minerals only for public sector undertakings.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Suggestions and Way Forward\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Creating a new list: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Given the increasing importance of critical and strategic minerals, there is an imperative need to <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>create a new list of such minerals in the MMDR Act<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span
