\u2018one nation one election\u2019 proposal was mooted yet again by the government.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>What is the &#8216;One Nation One Election&#8217; system?<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">The current electoral system of the country holds<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> separate polls for the Lok Sabha and state Assemblies in a gap of five years<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">, i.e. when the tenure of the Lower House or the state government concludes, or either of them is dissolved prematurely.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">The term of state assemblies may not necessarily be in sync with one another or that of the Lok Sabha.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">As a result, the mammoth task of conducting elections goes all round the year.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">One Nation One Election proposes that simultaneous elections be held<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> in all states <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">and the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Lok Sabha in a gap of five years<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">This will involve the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> restructuring of the Indian election cycle<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> in a manner that elections to the states and the centre synchronise.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">This would mean that the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> voters will cast their vote<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> for electing members of the LS and the state assemblies on a single day, at the same time (<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>or in a phased manner <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">as the case may be).<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Previous instances of simultaneous elections:\u00a0<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Simultaneous polls to states and Lok Sabha is not a newly conceived norm.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">In fact, simultaneous elections have previously been conducted in India in 1952, 1957, 1962 and 1967.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Soon after, this norm was discontinued following the dissolution of some Legislative Assemblies between 1968 -69.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Since then, the Indian Electoral system holds polls to Centre and states separately.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Implementation of &#8216;One Nation One Election&#8217; (ONOE)<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">For simultaneous polls, there has to be a political consensus pertaining to the changes in the electoral system. Furthermore, amendments to the Constitution need to be formulated.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Few of the important Articles that need to be amended for implementation of &#8216;one nation one election&#8217; are:<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Article 172 and Article 83<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> deal with the duration of the Houses of Parliament, and guarantee a five-year term to both the elected Lok Sabha and state assemblies, unless they are dissolved sooner.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Article 85<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> of the Indian Constitution deals with the powers of the President to summon Parliamentary sessions, not exceeding a gap of more than six months.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>The President <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">also carries the power to adjourn either House of the Parliament and the dissolution of the Lok Sabha.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Article 356<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> of the Indian Constitution, comes into action in case of governance and constitutional failure in a state and deals with the President\u2019 Rule.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Amendments in the People\u2019s Representation Act, 1951(RPA Act 1951)<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> and the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Anti Defection Law<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> must be made for organised conduct and stability in both Lok Sabha and state assemblies.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Arguments in favour of Simultaneous Elections\/ ONOE<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Government efforts &#038; financial resources: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">India has had<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> either a State or a national election every year<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> for the last 36 years.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">This devours enormous financial resources and efforts, and the time of the government and political parties is the seeming concern.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">An election held constantly in some part of the country with a \u2018model code of conduct\u2019 distracts from governance and leads to policy paralysis.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Pressure on National Parties: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">The national parties such as the Congress and the BJP are the ones that may feel the pressure of constant elections because municipal or State elections held in any part of the country involve their national leadership.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Cost savings: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Cost savings is the other reason cited for a concurrent elections proposal.<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Various estimates by the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> Election Commission, NITI Aayog and the government<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> show that the costs of conducting all State and parliamentary elections in a five-year cycle work out to the<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> equivalent of \u00e2&#8218;\u00b910 per voter <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">per year.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">The NITI Aayog report has also said that when elections are synchronised, it will cost the <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>equivalent of \u00e2&#8218;\u00b95 per voter per year<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Engagement of security forces:\u00a0 <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Deployment of security forces is normally throughout the elections and frequent elections take away a portion of such armed police force which could otherwise be better deployed for other internal security purposes.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Hampering essential services:<\/strong><\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Regular elections hamper the delivery of essential services due to the engagement of public servants, including a large number of teachers, in the election process.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong><u>Arguments against Simultaneous Elections\/ ONOE<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Only states are contesting: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">\u2018India\u2019 does not have an election every year, one of India\u2019s States does. So, when there are elections in a few States, \u2018India\u2019 is not in an election mode; some of India\u2019s States are.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">All of India\u2019s major political parties are not in an election mode, only some are.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Not a duty of top officials: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">It is certainly not a virtue for a<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> Central or Cabinet leaders <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">to be relegating the duties of their office to a lower priority such as contesting state or local elections for the electoral interests of their party.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Attack on India\u2019s federalism: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Each of India\u2019s States has<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> different political cultures and parties<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">. Furthermore, this is an attack on and an affront to India\u2019s federalism.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">An elected Chief Minister of a State has the powers to <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>recommend dissolution of their State legislatures <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">and <\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>call for early elections<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Under a \u2018one election\u2019 framework, state parties will not have the right to do this.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>These powers will be taken away from the States <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">and<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> only the Union government will have the powers to dictate<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> the election schedule for every State.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Increase in cost: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">In the short term, simultaneous elections will<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> increase the costs for deploying far larger numbers <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">of electronic voting machines and control units.\u00a0<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">Political parties and candidates may spend a lot more money on elections than the government but that is not the tax-payers\u2019 money.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">On the contrary, there is economic research to suggest that<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> such election spending by parties and candidates<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> actually<\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong> benefits the economy<\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"> and the government\u2019s tax revenues by boosting private consumption and serving as a stimulus.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Works for presidential system: <\/strong><\/span><\/span><\/span><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\">A single election calendar may work in a presidential system where the survival of the executive is not dependent upon a legislative majority.\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:13pt\"><span style=\"font-family:Georgia,serif\"><span style=\"color:#000000\"><strong>Unworkable &#038;
