As a result of this, a need was felt to synergise the appraisal system for undertaking the tasks in tri-service appointments.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong><u>Integrated Theatre Command(ITC)<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">Integration of three services, or theatrisation aims at bringing jointness or integration amongst the Army, the Indian Air Force and the Navy.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">It is a unified command in which the resources of all the services are unified under a single commander looking at a geographical theatre.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">It means that a single military commander, as per the requirements, will have the resources of the Army, the Navy and the Air Force to manage a security threat. He will not be answerable to individual service.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The commander of a joint command will have the freedom to train and equip his command as per the objective and will have logistics of all the services at his beckoning.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The three services will retain their independent identities as well.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">A committee headed by Lieutenant General D B Shekatkar had earlier recommended three new commands: Northern, for China; Western, for the Pakistan border\u2019 and Southern, for maritime security.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong>Indian scenario: Present status, How many commands are there?<\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">As of now, the three Indian defence forces (army, navy and air force) have 17 commands between them.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The Indian Army and Indian Air Force have 7 commands each while the Indian Navy has 3 commands.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The Army has seven commands: Northern, Eastern, Southern, Western, Central, Southwestern and Army Training Command (ARTRAC).<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The Air Force has seven as well: Western, Eastern, Southern, Southwestern, Central, Training, and Maintenance commands.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The Navy has three: Western, Eastern and Southern, of which Southern is largely about training.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong><u>Tri-Service commands<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">\u00a0\u00a0There are two existing tri-Service commands as well \u2014<\/span><\/span><\/span>\n<ul>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">o \u00a0 the Andaman and Nicobar Command (ANC) and<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:circle\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">o \u00a0 the Strategic Force Command, which is responsible for India\u2019s nuclear assets.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">\u00a0Based on the principle of theatre command system, ANC is considered to be the only one of its kind in the country that amalgamates the army, navy and air force as SFC takes care of the nuclear assets of India and is not related to any specific theatre of war.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">Set up in 2001, ANC is based in Port Blair and is led by officers of the three services on a rotation basis. The command covers India\u2019s strategic interests in Southeast Asia and the Malacca Strait.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong><u>Need of ITC<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">Every service has to understand the need for complementing each other considering the fact that they cannot operate in single silos. Kargil war experience is a grim reminder of it.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">Keeping in mind India\u2019s overstretched military resources that has to be at the ready to handle the collusive threats from China and Pakistan, theatrisation was projected as the best option to synergise these limited resources and adapt to new-generation warfare.<\/span><\/span><\/span><\/li>\n<\/ul>\n<div>\n<table cellspacing=\"0\" style=\"border-collapse:collapse; border:none; table-layout:fixed; width:624px\">\n<tbody>\n<tr>\n<td style=\"border-bottom:1px solid #000000; border-left:1px solid #000000; border-right:1px solid #000000; border-top:1px solid #000000; vertical-align:top\">\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong><u>Recent Reforms in the Defense sector<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ol>\n<li style=\"list-style-type:decimal\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong>Appointment of Chief of Defense Staff (CDS):<\/strong><\/span><\/span><\/span><\/li>\n<\/ol>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong>\u00a0<\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The CDS is the highest military office that oversees and coordinates the working of the three Services.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The CDS will also head the Department of Military Affairs (DMA) to be created within the Ministry of Defence (MoD) and function as its Secretary.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">CDS will give single-point military advice to the government, bringing about jointness in \u201coperations, logistics, transport, training, support services, communications, repairs and maintenance of the three Services\u00a0<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">He will also act as the Principal Military Adviser to the Defence Minister on all tri-Services matters.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The CDS would not exercise any military command over the three Service Chiefs but would provide impartial advice to the political leadership.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The CDS will also be a member of the Defence Acquisition Council chaired by the Defence Minister and Defence Planning Committee chaired by the NSA and will also function as the \u2018Military Adviser to the Nuclear Command Authority.<\/span><\/span><\/span><\/li>\n<\/ul>\n<ol start=\"2\">\n<li style=\"list-style-type:decimal\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong>Department of Military Affairs: <\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">It is headed by the Chief of Defence Staff (CDS) and works exclusively on military matters that will fall within the purview of the DMA. Earlier, these functions were the mandate of the Department of Defence (DoD).<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:decimal\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">On March 15, 2023, the Ministry of Defence introduced the <\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong>Inter-services Organisations (Command, Control and Discipline) Bill<\/strong><\/span><\/span><\/span><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"> in the Lok Sabha to empower the commander-in-chief and officer-in-command of tri-service commands with disciplinary and administrative powers. In 2021-22, India exported 108,711 MT of dairy products to the world for a total of Rs. 2,928.79 crore (US$ 391.59 million), with key export destinations being Bangladesh, UAE, Bahrain, Malaysia, Saudi Arabia and Qatar.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\"><strong><u>Evolution of the Dairy Sector in India<\/u><\/strong><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">From a milk-deficit nation to a milk-products exporter: During the 1950s and 1960s,\u00a0 India was a milk-deficit nation dependent on imports, and the annual production growth was negative for several years.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">In 1950-51, per capita consumption of milk in the country was only 124 grams per day. By 1970, this figure had dropped to 107 grams per day, one of the lowest in the world .<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The country produced less than 21 million tonnes of milk per annum despite having the largest cattle population in the world.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">The National Dairy Development Board (NDDB) was created in 1965 with a mandate to support the creation of the \u2018Anand Pattern\u2019 of dairy cooperatives across the country through the Operation Flood (OF) programme which was to be implemented in phases.<\/span><\/span><\/span><\/li>\n<li style=\"list-style-type:disc\"><span style=\"font-size:12pt\"><span style=\"font-family:Arial\"><span style=\"color:#000000\">Starting in 1970, NDDB replicated the Anand Pattern cooperatives through the Operation Flood programme all over India.
