Structural Shifts:<\/strong><\/span><\/span><\/span> Various shocks of the last few years, including the war in Ukraine and the Coronavirus pandemic, have accelerated structural shifts towards more<\/span><\/span><\/span> digital, mobile, and platform-dominated media environments.<\/strong><\/span><\/span><\/span>\n
\n
Facebook remains one of the <\/span><\/span><\/span>most-used social networks<\/strong><\/span><\/span><\/span> overall, but its<\/span><\/span><\/span> influence on journalism is declining<\/strong><\/span><\/span><\/span> as it shifts its focus away from news.\u00a0<\/span><\/span><\/span><\/li>\n
It also faces new challenges from established networks such as <\/span><\/span><\/span>YouTube and vibrant youth-focused networks such as TikTok.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Increasing relevance of Celebrities and Influencers:<\/strong><\/span><\/span><\/span> When it comes to news, audiences pay more attention to celebrities, influencers, and social media personalities than journalists in networks like<\/span><\/span><\/span> TikTok, Instagram, and Snapchat.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Algorithms: <\/strong><\/span><\/span><\/span>Much of the public is<\/span><\/span><\/span> sceptical of the algorithms<\/strong><\/span><\/span><\/span> used to select what they see via search engines, social media, and other platforms. Despite this, on average, users still slightly prefer news selected this way to that chosen by editors or journalists (27%).<\/span><\/span><\/span><\/li>\n
Participation in online news:<\/strong><\/span><\/span><\/span> Despite hopes that the internet could widen democratic debate, fewer people are now participating in online news than in the recent past. Aggregated across markets, only around a fifth (22%) are now active participants, with around half (47%) not participating in news at all.<\/span><\/span><\/span><\/li>\n
Trust in news: <\/strong><\/span><\/span><\/span>Trust in the news has<\/span><\/span><\/span> fallen, <\/strong><\/span><\/span><\/span>across markets, by a further 2 percentage points in the last year, reversing \u2013 in many countries \u2013 the gains made at the height of the Coronavirus pandemic.\u00a0<\/span><\/span><\/span>\n
\n
Finland<\/strong><\/span><\/span><\/span> remains the country with the highest levels of overall trust (69%), while <\/span><\/span><\/span>Greece<\/strong><\/span><\/span><\/span> (19%) has the lowest after a year characterised by heated arguments about press freedom and the independence of the media.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Traditional Media:<\/strong><\/span><\/span><\/span> Consumption of traditional media, such as TV and print, <\/span><\/span><\/span>continues to fal<\/strong><\/span><\/span><\/span>l in most markets, with online and social consumption not making up the gap.<\/span><\/span><\/span>\n
\n
Across countries the majority of online users say they still prefer to read the news rather than watch or listen to it.\u00a0<\/span><\/span><\/span><\/li>\n
Video news consumption has been growing steadily across markets, with most video content now accessed via third-party platforms such as YouTube and Facebook.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
News Podcast:<\/strong><\/span><\/span><\/span> News podcasting continues to resonate with educated and younger audiences but remains a minority activity overall.\u00a0<\/span><\/span><\/span>\n
\n
Around a third (34%) access a podcast monthly, with 12% accessing a show relating to news and current affairs.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Indian Scenario<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
Access to online news:<\/strong><\/span><\/span><\/span> There was a <\/span><\/span><\/span>sharp decrease in access to online news<\/strong><\/span><\/span><\/span> particularly through social media.<\/span><\/span><\/span>\n
\n
Television, popular among a large section of the population, also saw a<\/span><\/span><\/span> decline<\/strong><\/span><\/span><\/span> as a news source with our younger and more urban-based sample.\u00a0<\/span><\/span><\/span><\/li>\n
These falls in news use can be attributed, in part, to the reducing impact of the pandemic, with lockdown restrictions withdrawn.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Decrease in Trust:<\/strong><\/span><\/span><\/span> India registered a small decrease in overall trust in news compared to last year, and was ranked<\/span><\/span><\/span> 24th<\/strong><\/span><\/span><\/span> among 46 countries in this regard.\u00a0<\/span><\/span><\/span>\n
\n
Among individual news brands, public broadcasters like DD India, All India Radio, and BBC News retained high levels of trust among survey respondents in India, emphasizing the importance of public service media.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Social Media: <\/strong><\/span><\/span><\/span>YouTube was the most preferred social media platform for news with 56% of the respondents accessing it.<\/span><\/span><\/span>\n
\n
WhatsApp (47%) and Facebook (39%) were the next two preferred social media platforms for news in India among the survey respondents.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Changing platforms and the implications for publishers<\/u><\/strong><\/span><\/span><\/span><\/p>\n

A running sore for news publishers over the last decade or more has been the<\/span><\/span><\/span> increasing influence of tech platforms and other intermediaries<\/strong><\/span><\/span><\/span> on the way news is accessed and monetised.\u00a0<\/span><\/span><\/span><\/li>\n
Although search and social media play different roles, news access has for some time been dominated by two giant companies:<\/span><\/span><\/span> Google and Facebook <\/strong><\/span><\/span><\/span>(now Meta), who at their height accounted for just under half of online traffic to news sites.\u00a0<\/span><\/span><\/span><\/li>\n
The <\/span><\/span><\/span>growing popularity of digital audio and video<\/strong><\/span><\/span><\/span> is bringing new platforms into play while some consumers have adopted less toxic and more private messaging networks for communication.\u00a0<\/span><\/span><\/span><\/li>\n
In some sense these changes represent a \u2018<\/span><\/span><\/span>new normal\u2019<\/strong><\/span><\/span><\/span> where publishers need to navigate an even more complex platform environment in which<\/span><\/span><\/span> attention is fragmented, where trust is low,<\/strong><\/span><\/span><\/span> and where participation is even less open and representative.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Tamil Nadu\u00a0 government withdrew the<\/span><\/span><\/span> general consent accorded to the Central Bureau of Investigation (CBI)<\/u><\/strong><\/span><\/span><\/span><\/a> to carry out probes in the state.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

It was done hours after a Tamil Nadu minister was arrested by the Enforcement Directorate (ED) over his alleged role in a job racket scandal.<\/span><\/span><\/span><\/li>\n
Accordingly, the CBI has to henceforth get the Tamil Nadu government\u2019s permission for conducting an investigation in the state.<\/span><\/span><\/span><\/li>\n
It is noted that Mizoram withdrew its general consent to the CBI in July 2015, West Bengal did it in November 2018 and Chhattisgarh in January 2019. Rajasthan, Maharashtra, Kerala, Jharkhand and Punjab withdrew their general consent in 2020. Meghalaya withdrew consent in 2022.<\/span><\/span><\/span><\/li>\n<\/ul>\n
What is the General Consent of CBI?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The CBI is governed by <\/span><\/span><\/span>The Delhi Special Police Establishment (DSPE) Act, 1946<\/strong><\/span><\/span><\/span>, and it must mandatorily obtain the consent of the state government concerned before beginning to investigate a crime in a state.<\/span><\/span><\/span><\/li>\n
General consent is normally given by states to<\/span><\/span><\/span> help CBI to conduct a seamless investigation of corruption<\/strong><\/span><\/span><\/span> cases against central government employees in their states. This essentially means consent by default and CBI may begin investigations into a case in a state with the premise that consent has been already given to it.<\/span><\/span><\/span><\/li>\n
Consent given to the CBI can come in two forms \u2013 <\/span><\/span><\/span>either case specific or general. <\/strong><\/span><\/span><\/span>In the first form, the CBI has to apply for consent on a case-by-case basis and can\u2019t act before the consent is given.<\/span><\/span><\/span><\/li>\n
In the absence of general consent, CBI would have to apply to the state government for its consent in every individual case, and before taking even small actions.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Why is consent needed?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The CBI is governed by the<\/span><\/span><\/span> Delhi Special Police Establishment Act (DPSEA). <\/strong><\/span><\/span><\/span>Under this law, the CBI is a special wing of the Delhi Police and hence, its original jurisdiction is restricted to the Capital.<\/span><\/span><\/span><\/li>\n
Therefore, the CBI must mandatorily obtain the consent of the state government concerned before beginning to investigate a crime in a state.<\/span><\/span><\/span><\/li>\n
Many states have alleged that the central government was using the <\/span><\/span><\/span>CBI to unfairly target the opposition.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\nImplications of\u00a0 withdrawal of<\/u><\/strong><\/span><\/span><\/span> general consent<\/u><\/strong><\/span><\/span><\/span><\/a><\/p>\n

No registration of fresh cases:<\/strong><\/span><\/span><\/span> Withdrawal of general consent also means that the CBI will not be able to register any fresh case involving central government officials or private persons in a particular state without prior permission of that state government.<\/span><\/span><\/span><\/li>\n
Loss of power: <\/strong><\/span><\/span><\/span>CBI officers will lose all powers of a police officer as soon as they enter the state unless the state government has allowed them.<\/span><\/span><\/span><\/li>\n<\/ul>\n
About the Central Bureau of Investigation (CBI)<\/u><\/strong><\/span><\/span><\/span><\/p>\n

It is the premier investigating police agency in India. It has its origin in the Special Police Establishment set up in 1941 to probe bribery and corruption during World War II. Later, it was set up by a resolution of the Ministry of Home Affairs in 1963 after Santhanam committee recommendation.<\/span><\/span><\/span><\/li>\n
The CBI is under the administrative control of the Ministry of Personnel, Pension & Public Grievances, Government of India.\u00a0<\/span><\/span><\/span><\/li>\n
It is also the nodal police agency in India, which coordinates investigations on behalf of Interpol Member countries.<\/span><\/span><\/span><\/li>\n

The blood group is identified by antibodies and antigens in the blood.<\/span><\/span><\/span><\/span><\/li>\n
Antibodies<\/strong><\/span><\/span><\/span><\/span> are proteins found in plasma. They’re part of the body’s natural defences. They recognise foreign substances, such as germs, and alert the immune system, which destroys them.<\/span><\/span><\/span><\/span><\/li>\n
Antigens<\/strong><\/span><\/span><\/span><\/span> are protein molecules found on the surface of red blood cells.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n

Blood group A:<\/strong><\/span><\/span><\/span><\/span>It has A antigens with anti-B antibodies.<\/span><\/span><\/span><\/span><\/li>\n
Blood group B:<\/strong><\/span><\/span><\/span><\/span>It has B antigens with anti-A antibodies.<\/span><\/span><\/span><\/span><\/li>\n
Blood group AB:<\/strong><\/span><\/span><\/span><\/span>It has both A and B antigens but no antibodies.<\/span><\/span><\/span><\/span><\/li>\n

The Rh System:<\/strong><\/span><\/span><\/span><\/span>Red blood cells sometimes have another antigen, a protein known as the RhD antigen. If this is present, the blood group is RhD positive. If it’s absent, the blood group is RhD negative.<\/span><\/span><\/span><\/span><\/p>\n
The <\/span><\/span><\/span><\/span>golden blood type or Rh null blood group<\/strong><\/span><\/span><\/span><\/span> contains <\/span><\/span><\/span><\/span>no Rh antigens (proteins) <\/strong><\/span><\/span><\/span><\/span>in the red blood cells (RBCs). This is the rarest blood group in the world, with less than 50 individuals having this blood group. It was first seen in Aboriginal Australians.<\/span><\/span><\/span><\/span><\/p>\n

The National Blood Policy (2002):<\/strong><\/span><\/span><\/span><\/span>The NBP aims to ensure an easily accessible and adequate supply of safe and quality blood and blood components collected\/procured from voluntary non-remunerated regular blood donors in well-equipped premises; the blood should be free from Transfusion Transmissible Infections (TTIs), be stored and transported under optimum conditions.<\/span><\/span><\/span><\/span><\/li>\n
National Blood Transfusion Council (NBTC)<\/strong><\/span><\/span><\/span><\/span> and <\/span><\/span><\/span><\/span>State Blood Transfusion Council (SBTCs)<\/strong><\/span><\/span><\/span><\/span> were established with the intention of planning Nationwide IEC(Information, Education and Communication) campaigns.<\/span><\/span><\/span><\/span><\/li>\n

The first generations of transgenic cotton had been developed to insure cotton against a more widespread pest called the <\/span><\/span><\/span>American bollworm<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
The GEAC recommendation:\u00a0<\/strong><\/span><\/span><\/span>\n

The<\/span><\/span><\/span> Cry2Ai seed<\/strong><\/span><\/span><\/span> has passed preliminary, confined trials and was recommended by the GEAC <\/span><\/span><\/span>to be tested in farmer\u2019s fields<\/strong><\/span><\/span><\/span> in Telangana, Maharashtra, Gujarat and Haryana.\u00a0<\/span><\/span><\/span><\/li>\n
Agriculture being a State subject<\/strong><\/span><\/span><\/span> means that, in most cases, companies interested in testing their seeds need approvals from the States for conducting such tests.\u00a0<\/span><\/span><\/span><\/li>\n

Genetic modification has previously been used for the large-scale production of insulin, vaccines, and more.<\/span><\/span><\/span><\/li>\n
In crops, genetic modification involves the manipulation of DNA instead of using controlled pollination\u2014 the conventional method to improve crops\u2014 to alter certain characteristics of the crop.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

There is an array of crops \u2014 <\/span><\/span><\/span>brinjal, tomato, maize, chickpea<\/strong><\/span><\/span><\/span> \u2014 in various stages of trials that employ transgenic technology.\u00a0<\/span><\/span><\/span><\/li>\n
However, cotton remains the only transgenic crop that is being commercially cultivated in India.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

The GEAC<\/strong><\/span><\/span><\/span>, the<\/span><\/span><\/span> apex technical body <\/strong><\/span><\/span><\/span>charged with <\/span><\/span><\/span>evaluating proposals for testing genetically modified (GM) seeds<\/strong><\/span><\/span><\/span>, has recently approved the environmental release of <\/span><\/span><\/span>Mustard hybrid DMH-11<\/strong><\/span><\/span><\/span> and its parental lines.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

However, the GEAC, which is under the Union Environment Ministry, isn\u2019t the final arbiter in the case of GM crops.\u00a0<\/span><\/span><\/span><\/li>\n
There is<\/span><\/span><\/span> long-standing litigation in the Supreme Court <\/strong><\/span><\/span><\/span>on the <\/span><\/span><\/span>permissibility of allowing transgenic food crops<\/strong><\/span><\/span><\/span> in farmer fields based on petitions filed by activist Aruna Rodrigues and Gene Campaign, an NGO.<\/span><\/span><\/span><\/li>\n
Following the GEAC approval for DMH-11, the petitioners approached the Supreme Court asking for a stay on the release of the crop because it would encourage farmers to spray herbicides, which are banned in India.\u00a0<\/span><\/span><\/span><\/li>\n
Hearings on this case are still ongoing.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

A transgenic plant can apply for commercial clearance, <\/span><\/span><\/span>only after it has proven to be demonstrably better<\/strong><\/span><\/span><\/span> than comparable non-GM variants on claimed parameters (for instance, drought tolerance or insect resistance) without posing ecological harm to other species that may be being cultivated in the vicinity.\u00a0<\/span><\/span><\/span><\/li>\n
Open field trials<\/strong><\/span><\/span><\/span> often take place over multiple crop seasons and types of geographical conditions, to assess its suitability across different States.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

The GEAC has <\/span><\/span><\/span>asked the Department of Biotechnology (DBT) <\/strong><\/span><\/span><\/span>and the <\/span><\/span><\/span>ICAR <\/strong><\/span><\/span><\/span>to \u201cjointly <\/span><\/span><\/span>organise capacity-building activities<\/strong><\/span><\/span><\/span> with regard to GM crops for appraising the State\/UT Government(s) about the technology involved and the regulatory framework in place for evaluation of these GM crops.<\/span><\/span><\/span><\/li>\n
To resolve the issue of States not following approvals on testing, because of differing attitudes to GM crops, the <\/span><\/span><\/span>GEAC is considering a proposal by the DBT to declare some regions across India as \u2018notified testing sites.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span>\n

There are<\/span><\/span><\/span> 42 such proposed sites <\/strong><\/span><\/span><\/span>and, if it goes through, companies and institutions wanting to conduct trials of GM crops at these locations won\u2019t need the permission of States for trials.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

The island’s traditional name, K’gari, means <\/span><\/span><\/span><\/span>paradise <\/em><\/span><\/span><\/span><\/span>in the native tongue of the <\/span><\/span><\/span><\/span>Butchella People<\/strong><\/span><\/span><\/span><\/span><\/a> who inhabited the island for thousands of years.\u00a0<\/span><\/span><\/span><\/span><\/li>\n
The name Fraser island was coined in 1836 when a group of 11 shipwreck survivors made their way to the island.<\/span><\/span><\/span><\/span><\/li>\n
The name change highlights the importance of respecting, acknowledging, and celebrating K’gari’s indigenous culture.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n
