The<\/span><\/span><\/span><\/span> Walk Free Foundation <\/strong><\/span><\/span><\/span><\/span>released the <\/span><\/span><\/span><\/span>Global Slavery Index 2023<\/strong><\/span><\/span><\/span><\/span>, an assessment of modern slavery conditions in 160 countries.\u00a0<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n
What is Modern Slavery?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
Modern slavery refers to situations of exploitation that a person cannot refuse or leave because of threats, violence, coercion, deception, or abuses of power.\u00a0<\/span><\/span><\/span><\/li>\n
Modern slavery is an umbrella term and includes a whole variety of abuses such as forced labour, forced marriage, debt bondage, sexual exploitation, human trafficking, slavery-like practices, forced or servile marriage, and the sale and exploitation of children.<\/span><\/span><\/span><\/li>\n<\/ul>\n

\u00a0Global Slavery Index:<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The index is released by <\/span><\/span><\/span>Walk Free,<\/strong><\/span><\/span><\/span> a human rights organisation and uses data provided by the<\/span><\/span><\/span> Global Estimates of Modern Slavery<\/strong><\/span><\/span><\/span>, which, in turn, is produced by<\/span><\/span><\/span> International Labour Organization (ILO), Walk Free, and International Organization for Migration (IOM)<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
This is the<\/span><\/span><\/span> fifth edition <\/strong><\/span><\/span><\/span>of the Global Slavery Index and is based on the<\/span><\/span><\/span> 2022<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>estimates.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
Key Findings of the report<\/u><\/strong><\/span><\/span><\/span><\/p>\n

According to the report,on any given day in 2021, as many as<\/span><\/span><\/span> 50 million<\/strong><\/span><\/span><\/span> people were living in \u201cmodern slavery\u201d.\u00a0<\/span><\/span><\/span><\/li>\n
Among these 50 million, <\/span><\/span><\/span>28 million<\/strong><\/span><\/span><\/span> suffer from forced labour and <\/span><\/span><\/span>22 million<\/strong><\/span><\/span><\/span> from forced marriages. Of these 50 million,<\/span><\/span><\/span> 12 million are children.<\/strong><\/span><\/span><\/span><\/li>\n

The Sustainable Development Goals (SDGs) of the United Nations:<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>Target 8.7 <\/strong><\/span><\/span><\/span>of the SDGs states: \u201cTake immediate and effective measures to eradicate forced labour, end modern slavery and human trafficking and secure the prohibition and elimination of the worst forms of child labour, including recruitment and use of child soldiers, and by 2025 end child labour in all its forms.<\/span><\/span><\/span><\/li>\n
In 2018<\/span><\/span><\/span> Australia passed the Modern Slavery Act <\/strong><\/span><\/span><\/span>which requires companies that have a consolidated revenue of over AU<\/span><\/span><\/span>$100 mn per annum to report on the actions they are taking to respond to modern slavery.<\/span><\/span><\/span><\/span><\/li>\n
Around 137 countries have <\/span><\/span><\/span><\/span>criminalised human trafficking<\/strong><\/span><\/span><\/span><\/span> in line with the UN Trafficking Protocol.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n

Article 23 of Indian Constitution:<\/strong><\/span><\/span><\/span><\/span>Traffic in human beings and begar and other similar forms of forced labour are prohibited and any contravention of this provision shall be an offence punishable in accordance with law.<\/span><\/span><\/span><\/span><\/li>\n
Article 24 of Indian Constitution:<\/strong><\/span><\/span><\/span><\/span> <\/span><\/span><\/span><\/span>No child below the age of fourteen years shall be employed in work in any factory or mine or engaged in any other hazardous employment<\/span><\/span><\/span><\/span>.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n

The Karnataka government is making a move to withdraw the <\/span><\/span><\/span>Karnataka <\/span><\/span><\/span>Prevention of Slaughter and Preservation of Cattle Act, 2020<\/strong><\/span><\/span><\/span><\/a>, which was brought into force by the previous government.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Why to withdraw ?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The present government intends to withdraw the cow slaughter ban on account of difficulties faced by farmers due to restrictions imposed on the trade of sick and unproductive cattle by the 2020 law.<\/span><\/span><\/span><\/li>\n<\/ul>\n

What is the Karnataka Prevention of Slaughter and Preservation of Cattle Act, 2020?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The law came into force in 2021 after being passed in the state legislative assembly and council by the then government. It is a stringent law to restrict the slaughter of all forms of cattle in the state.<\/span><\/span><\/span><\/li>\n
The 2020 law repealed and replaced the less stringent Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964 which has been in the state since then.\u00a0<\/span><\/span><\/span><\/li>\n
While the 1964 law banned the killing of \u201cany cow or calf of she-buffalo\u201d it allowed the slaughter of bullocks, and male or female buffalos if certified by a competent authority to be above the age of 12 years, incapacitated for breeding, or if deemed sick.<\/span><\/span><\/span><\/li>\n
Under the 2020 Act, cattle have been designated as \u201ccow, calf of a cow and bull, bullock and he or she buffalo\u201d and their slaughter is banned.\u00a0<\/span><\/span><\/span><\/li>\n
The only exemptions are buffaloes above the age of 13 years and certified by a competent authority, cattle used in medical research, cattle certified for slaughter by a veterinarian to prevent spread of a disease, and very sick cattle.<\/span><\/span><\/span><\/li>\n
The new law has also increased punishment for breaking the law, to the range of three to seven years of jail, or fines ranging from Rs 50,000 to Rs 5 lakh or both. As per the 1964 law, the maximum punishment was for a period up to six months of imprisonment and a fine of up to Rs 1000.<\/span><\/span><\/span><\/li>\n
The new law also prescribes punishments for illegal transport of cattle, sale of meat and purchase or disposal of cattle for slaughter \u2013 namely, a prison term of three to five years, and a fine of Rs 50,000 to Rs 5 lakh.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Why did the earlier government introduce such a stringent law?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The ban on cattle slaughter has been a prominent demand of right-wing Hindutva groups like the RSS, the VHP and others, which form the core support base of the earlier BJP government.\u00a0<\/span><\/span><\/span><\/li>\n
Also, the cow is considered a holy animal in Hindu religion.\u00a0<\/span><\/span><\/span><\/li>\n
In line with the Constitution and freedom struggle values: “The purity of cow\u2019s milk was likened to the purity and strength of the nation, and cow killing connected to the British consumption of beef was used to portray the British Raj as a regime indifferent to Hindu values,\u201d writes historian Ian Copland.<\/span><\/span><\/span><\/li>\n<\/ul>\n
What have been the repercussions of the 2020 law?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The agrarian economy has been majorly impacted by the 2020 law, especially in southern Karnataka, where cattle is an integral part of livelihood in terms of dairy farming and agriculture.<\/span><\/span><\/span><\/li>\n
Farmers have been up in arms over the ban on cattle slaughter, and there has been widespread complaints in the farming communities that the ban on cattle slaughter has deprived farmers of alternatives when cattle fall sick or turn unmaintainable.<\/span><\/span><\/span><\/li>\n
Traditional cattle markets have been slowly shutting down and there were few merchants to buy cattle. Farmers would sell cattle earlier if they were unproductive but that cannot be done now. The cattle cannot be sold in the markets because a case will be filed against the farmer,\u201d current Congress CM Siddaramaiah said in February 2023.<\/span><\/span><\/span><\/li>\n
Moreover, there have also been incidents of right-wing cow vigilantes \u2013 who are granted immunity under the new law \u2013 taking law into their own hands to prevent the transportation of cattle for slaughter to states such as Kerala and Tamil Nadu.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
What lies Ahead<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Karnataka government is likely to seek a return to the 1964 law, which imposed a ban on the slaughter of cows but allowed the restricted slaughter of cattle of other forms on the condition of old age, sickness and lack of productivity.\u00a0<\/span><\/span><\/span><\/li>\n
The party is expected to project the move as being critical to the livelihood and economic survival of farmers, rather than a religious issue.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Telegram bot allegedly shared the personal information of vaccinated people, such as their name, Aadhaar and passport numbers, when their phone number was entered.<\/span><\/span><\/span>\n

Telegram supports <\/span><\/span><\/span>third-party bots that offer additional functionality<\/strong><\/span><\/span><\/span>. These bots can be used to perform various tasks like converting files, checking emails and even letting users play games with others.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

The <\/span><\/span><\/span>Indian Computer Emergency Response Team (CERT-In)<\/strong><\/span><\/span><\/span> had been asked to investigate the<\/span><\/span><\/span> issue and submit a report<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span>\n

CERT-In, in its initial report, has pointed out that the <\/span><\/span><\/span>back-end database for the Telegram bot <\/strong><\/span><\/span><\/span>was not directly accessing the APIs (application programming interfaces) of the CoWIN database.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

The CoWIN platform was<\/span><\/span><\/span> developed at a record speed <\/strong><\/span><\/span><\/span>with ample consideration to its scalability, modularity and interoperability.\u00a0 CoWIN has been integrated with other government mobile applications such as <\/span><\/span><\/span>Aarogya Setu and UMANG.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span>\n

UMANG (Unified Mobile Application for New-age Governance)<\/strong><\/span><\/span><\/span> is developed by the <\/span><\/span><\/span>Ministry of Electronics and Information Technology (MeitY) and National e-Governance Division (NeGD)<\/strong><\/span><\/span><\/span> to drive <\/span><\/span><\/span>mobile governance in India<\/strong><\/span><\/span><\/span>. CoWIN authorized user: <\/strong><\/span><\/span><\/span>The vaccinator with use of authentic login credential provided can access personal level data of vaccinated beneficiaries. But the CoWIN system tracks and keeps record of each time an authorized user accesses the CoWIN system.<\/span><\/span><\/span><\/li>\n
API based access:<\/strong><\/span><\/span><\/span> The third party applications who have been provided authorised access of Co-WIN APIs can access personal level data of vaccinated beneficiaries only through beneficiary OTP authentication.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Consequences of the Data Leak<\/u><\/strong><\/span><\/span><\/span><\/p>\n

A leak of personal information from the CoWin platform would mean weakness in this digital public infrastructure, which has been a pillar for <\/span><\/span><\/span>both government\u2019s delivery of public goods <\/strong><\/span><\/span><\/span>and for the private sector to innovate and offer services like payment facilities.\u00a0<\/span><\/span><\/span><\/li>\n
The data can be used for <\/span><\/span><\/span>fraud, phishing, spamming, or harassment<\/strong><\/span><\/span><\/span>. It can also expose users to targeted attacks based on their vaccination status or location.<\/span><\/span><\/span><\/li>\n
The data breach will undermine the <\/span><\/span><\/span>public trust in government portals like CoWIN<\/strong><\/span><\/span><\/span> and which led people to lose confidence in giving data to the government platforms.<\/span><\/span><\/span><\/li>\n
The data breach claim has come as a major jolt to the g<\/span><\/span><\/span>overnment, which has been taking steps to digitize the economy<\/strong><\/span><\/span><\/span> and has built digital public <\/span><\/span><\/span>infrastructure (DPI) based on the biometric identification number Aadhaar<\/strong><\/span><\/span><\/span>, individuals\u2019 mobile numbers, and bank accounts as the backbone for the transfer of benefits and innovation in the private sector.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The exponential growth of digital transactions in the past decade, especially in the last two years of the COVID-19 pandemic, has resulted in the huge generation of data.\u00a0<\/span><\/span><\/span><\/li>\n
Concerns and issues with respect to the inappropriate management of data, particularly personal or sensitive data have also emerged, including data breaches and privacy violations.<\/span><\/span><\/span><\/li>\n
India\u2019s journey towards having strong data protection legislation has been chaotic with multiple rounds of deliberations.\u00a0 These include the Digital Information Security in Healthcare Act (DISHA), 2018, the draft Personal Data Protection Bill (PDPB), 2019, and the revised draft Data Protection Bill (DPB), 2021.\u00a0<\/span><\/span><\/span><\/li>\n
Thus, in the absence of comprehensive data protection legislation, it is only the Information Technology (Reasonable Security Practices and Procedures and Sensitive Personal Data or Information) Rules, 2011, drafted in accordance with Section 43A of the Information Technology (IT) Act, 2000 that governs the sensitive personal information of the citizens in India currently.\u00a0<\/span><\/span><\/span><\/li>\n
However, the existing mechanisms under the IT Act and its 2011 rules are inadequate to safeguard the fundamental rights of the citizens.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Betelgeuse is classified as a <\/span><\/span><\/span>red supergiant, the largest type of star<\/strong><\/span><\/span><\/span>. It is more than 10 times the mass of\u00a0 sun. If it resided at the center of solar system, its surface would extend to the planet Jupiter.<\/span><\/span><\/span><\/li>\n
At roughly 10 million years old, Betelgeuse is <\/span><\/span><\/span>much younger than nearly 5-billion-year-old Sun<\/strong><\/span><\/span><\/span>. But while it is much younger, it is also much more massive and will burn through its materials faster and will therefore have a<\/span><\/span><\/span> shorter lifespan<\/strong><\/span><\/span><\/span> than a star like the Sun.<\/span><\/span><\/span><\/li>\n
Betelgeuse is about<\/span><\/span><\/span> 640 light-years away.<\/strong><\/span><\/span><\/span> This means that it takes the light from this star 641 years to reach Earth, so if you see Betelgeuse in the night sky, you\u2019re seeing the star from 640 years ago.<\/span><\/span><\/span><\/li>\n
Betelgeuse is particularly easy to spot because of its brightness; it is often the <\/span><\/span><\/span>tenth-brightest star in the sky.<\/strong><\/span><\/span><\/span><\/li>\n

Massive stars like Betelgeuse run out of hydrogen fuel in only a few crore years, when they<\/span><\/span><\/span> switch to using helium to make carbon.<\/strong><\/span><\/span><\/span> The energy released in the fusion of helium is less than that of hydrogen, so the <\/span><\/span><\/span>star burns more helium to stay stable<\/strong><\/span><\/span><\/span>. The helium runs out in about ten lakh years.<\/span><\/span><\/span><\/li>\n
