What is it? <\/strong><\/span><\/span><\/span>Diarrhoea is defined as the passage of three or more loose or liquid stools per day (or more frequent passage than is normal for the individual).It\u00a0 is usually a symptom of an<\/span><\/span><\/span> infection in the intestinal tract, <\/strong><\/span><\/span><\/span>which can be caused by a variety of bacterial, viral and parasitic organisms.<\/span><\/span><\/span><\/li>\n
Common causes:<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>E.coli,Salmonella (bacteria),Rotavirus(virus),Giardia, Cryptosporidium(parasites).<\/span><\/span><\/span><\/span><\/li>\n
Transmission: <\/strong><\/span><\/span><\/span>Infection is spread through contaminated food or drinking-water, or from person-to-person as a result of poor hygiene.<\/span><\/span><\/span><\/li>\n
There are three clinical types of diarrhoea:<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n

Acute watery diarrhoea \u2013 lasts several hours or days, and includes cholera;<\/span><\/span><\/span><\/li>\n
Acute bloody diarrhoea \u2013 also called dysentery; and<\/span><\/span><\/span><\/li>\n

Prevention<\/strong><\/span><\/span><\/span>:safe drinking-water, use of improved sanitation and hand washing with soap can reduce disease risk.<\/span><\/span><\/span><\/li>\n
Treatment:<\/strong><\/span><\/span><\/span>Diarrhoea should be treated with oral rehydration solution (ORS), a solution of clean water, sugar and salt. In addition, zinc tablets and nutrient rich food shortens diarrhoea duration and improves outcomes.<\/span><\/span><\/span><\/li>\n<\/ul>\n

How are Cyclones named?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The naming of cyclones is done by countries on a<\/span><\/span><\/span> rotational basis<\/strong><\/span><\/span><\/span>, following certain <\/span><\/span><\/span>existing guidelines.<\/strong><\/span><\/span><\/span><\/li>\n
Worldwide, there are six regional specialised meteorological centres (RSMCs) and five regional Tropical Cyclone Warning Centres (TCWCs) mandated for <\/span><\/span><\/span>issuing advisories and naming of tropical cyclones.<\/strong><\/span><\/span><\/span><\/li>\n
IMD is one of the six RSMCs to provide tropical cyclone and storm surge advisories to 13 member countries under the WMO\/Economic and Social Commission for Asia-Pacific (ESCAP) Panel including Bangladesh, India, Iran, Maldives, Myanmar, Oman, Pakistan, Qatar, Saudi Arabia, Sri Lanka, Thailand, United Arab Emirates and Yemen.<\/span><\/span><\/span><\/li>\n<\/ul>\n

What is a Cyclone?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

A cyclone is any <\/span><\/span><\/span>low-pressure area<\/strong><\/span><\/span><\/span> with <\/span><\/span><\/span>winds spiralling inwards <\/strong><\/span><\/span><\/span>and is caused by <\/span><\/span><\/span>atmospheric disturbance<\/strong><\/span><\/span><\/span>s around a low-pressure area distinguished by swift and often destructive air circulation.\u00a0<\/span><\/span><\/span><\/li>\n
They originate over oceans in tropical areas and move over to the coastal areas bringing about large scale destruction due to violent winds (squalls)<\/span><\/span><\/span><\/li>\n
The air circulates<\/span><\/span><\/span> inward in an anticlockwise direction in the Northern hemisphere<\/strong><\/span><\/span><\/span> and <\/span><\/span><\/span>clockwise in the Southern hemisphere.<\/strong><\/span><\/span><\/span><\/li>\n
The amount of pressure drop in the center and the rate at which it increases outwards gives the intensity of the cyclones and the strength of winds.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The centre of a cyclone is a <\/span><\/span><\/span>calm area<\/strong><\/span><\/span><\/span>. It is called the <\/span><\/span><\/span>eye of the storm<\/strong><\/span><\/span><\/span>. The diameter of the eye varies from 10 to 30 km. It is a<\/span><\/span><\/span> region free of clouds and has light winds<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
Around this calm and clear eye, there is a cloud region of about 150 km in size. In this region there are high-speed winds (150\u2013250 km\/h) and thick clouds with heavy rain. Away from this region the wind speed gradually decreases.<\/span><\/span><\/span><\/li>\n
A large cyclone is a violently rotating mass of air in the atmosphere, 10 to 15 km high.\u00a0<\/span><\/span><\/span><\/li>\n
The criteria followed by the <\/span><\/span><\/span>India Meteorological Department (IMD) <\/strong><\/span><\/span><\/span>to classify the low pressure systems in the Bay of Bengal and in the Arabian Sean are given in the following Table:<\/span><\/span><\/span><\/li>\n<\/ul>\n

Tropical storms usually form <\/span><\/span><\/span>between 5\u00b0 and 30\u00b0 latitude<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
When the ocean surface waters reach at least 27\u00b0C due to solar heating, the warm air above the water rises quickly, causing an <\/span><\/span><\/span>area of very low pressure<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
As the <\/span><\/span><\/span>air rises quickly more warm moist air is drawn upwards from above the ocean creating strong winds.<\/strong><\/span><\/span><\/span><\/li>\n
The rising w<\/span><\/span><\/span>arm air spirals upward and cools<\/strong><\/span><\/span><\/span>. The water vapour it carries condenses and<\/span><\/span><\/span> forms cumulonimbus clouds<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
These cumulonimbus clouds form the <\/span><\/span><\/span>eye wall of the storm.<\/strong><\/span><\/span><\/span><\/li>\n
When tropical storms reach a land surface, they begin to l<\/span><\/span><\/span>ose their energy and die out.<\/strong><\/span><\/span><\/span> This is because they are no longer receiving heat energy and moisture from the ocean, which is needed to drive them.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Formation of Low Pressure:<\/strong><\/span><\/span><\/span> Cyclones form due to low-pressure systems over warm waters. The Bay of Bengal is slightly warmer, but the Arabian Sea is also getting warmer due to climate change, leading to an increase in cyclones.<\/span><\/span><\/span><\/li>\n
Coriolis Effect:<\/strong><\/span><\/span><\/span> In a depression or low-pressure situation, the air blows in an anticlockwise direction in the northern hemisphere, influenced by the Coriolis Effect.<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Kohima bench of the Gauhati High Court recently <\/span><\/span><\/span>quashed a 2020 government notification<\/strong><\/span><\/span><\/span>, which had banned the <\/span><\/span><\/span>trade and sale of dog meat in Nagaland.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n

In a 2020 government notification, Nagaland had banned dog markets, the commercial import and trading of dogs, as well as the commercial sale of dog meat in markets and in dine-in restaurants.<\/span><\/span><\/span><\/li>\n
This had come after a <\/span><\/span><\/span>2014 circular by the Food Safety and Standard Authority of India (FSSAI) stating<\/strong><\/span><\/span><\/span> that the slaughter of any species other than the ones listed in Food Safety and Standards (Food Products Standards and Food Additives) Regulation, 2011 is not permissible.\u00a0<\/span><\/span><\/span>\n

Regulation 2.5.1(a) of the 2011 Regulations<\/strong><\/span><\/span><\/span> defines \u201canimal\u201d as any animal belonging to the species of ovines [sheep family], caprines [goat family], suillines [pig family], bovine [cattle], and including poultry and fish.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
The Nagaland government order had stated that the ban was necessary to \u201c<\/span><\/span><\/span>regulate the safety of food articles safe for human consumption<\/strong><\/span><\/span><\/span>\u201d.<\/span><\/span><\/span><\/li>\n<\/ul>\n
HC Observation on Meat Regulation<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The HC observed that <\/span><\/span><\/span>dog meat \u201cappears to be an accepted norm and food amongst the Nagas<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>even in modern times.\u201d<\/strong><\/span><\/span><\/span><\/li>\n
The court noted that the<\/span><\/span><\/span> long-standing consumption of dog meat by various tribes in Nagaland <\/strong><\/span><\/span><\/span>has been recorded in multiple texts such as<\/span><\/span><\/span> \u2018The Angami Nagas<\/strong><\/span><\/span><\/span>, With Some Notes on Neighbouring Tribes\u2019 authored by J<\/span><\/span><\/span>.H. Hutton in 1921.<\/strong><\/span><\/span><\/span><\/li>\n
The court also underlined that the definition of \u2018food\u2019 in the FSSA as primarily meaning \u201cany substance, whether processed, partially processed or unprocessed, which is intended for human consumption.\u201d The <\/span><\/span><\/span>court noted that this definition is \u201cwide and liberal enough\u201d to include dog meat.<\/strong><\/span><\/span><\/span><\/li>\n
The court stated, there can be remedial measures to ensure the enforcement of the <\/span><\/span><\/span>Prevention of Cruelty to Animals Act<\/u><\/strong><\/span><\/span><\/span><\/a> and the Indian Penal Code<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Mandatory if: <\/strong><\/span><\/span><\/span><\/span>The procedure is mandatory for member states if the applicant is a danger to national security or public order, he\/she has misled the authorities with false information or by withholding information and if the applicant has a nationality with a recognition rate below 20%.<\/span><\/span><\/span><\/span><\/li>\n

Modification of Dublin rules<\/u><\/strong><\/span><\/span><\/span><\/span><\/p>\n

The APR should replace, the current Dublin regulation which is an agreement originally <\/span><\/span><\/span><\/span>signed in 1990 <\/strong><\/span><\/span><\/span><\/span>and revised three times, set out rules determining<\/span><\/span><\/span><\/span> which member state was responsible<\/strong><\/span><\/span><\/span><\/span> for the examination of an asylum application.<\/span><\/span><\/span><\/span><\/li>\n
The APR <\/span><\/span><\/span><\/span>will streamline these rules and shorten time limits.<\/strong><\/span><\/span><\/span><\/span> For example, the current complex take back procedure aimed at transferring an applicant back to the member state responsible for his or her application will be replaced by a simple take back notification.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n

The Reserve Bank of India (RBI) <\/strong><\/span><\/span><\/span>has issued strict guidelines permitting the use of <\/span><\/span><\/span>First Loss Default Guarantee (FLDG) arrangements in digital lending.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
What is an FLDG arrangement?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The FLDG model is a lending arrangement between <\/span><\/span><\/span>banks\/NBFCs and a fintech or a lending service provider (LSP)<\/strong><\/span><\/span><\/span>, where the latter compensates the former in case a <\/span><\/span><\/span>borrower defaults.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
The LSP provides certain <\/span><\/span><\/span>credit enhancement features<\/strong><\/span><\/span><\/span> such as first loss guarantee up to a pre-decided percentage of loans generated by it.<\/span><\/span><\/span><\/li>\n
The model was struck by the RBI\u2019s digital lending guidelines issued in August last year and was put under examination by the regulator since then.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
What does an LSP do?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
Lending service providers are new-age players who<\/span><\/span><\/span> use technology platforms<\/strong><\/span><\/span><\/span> in the lending space.\u00a0<\/span><\/span><\/span><\/li>\n
They are <\/span><\/span><\/span>agents of a bank or Non-Banking Financial Companies (NBFC)<\/strong><\/span><\/span><\/span> who carry out one or more of a lender\u2019s functions (in part or full) in customer acquisition, underwriting support, pricing support, disbursement, servicing, monitoring, recovery of specific loan or loan portfolio on behalf of REs<\/span><\/span><\/span> as per the outsourcing guidelines of the RBI.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
Why did the RBI Struck down the model?<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
RBI had expressed reservations on the FLDG arrangement because it felt that the model could <\/span><\/span><\/span>pose a systemic risk.<\/strong><\/span><\/span><\/span><\/li>\n
A working group committee of the RBI\u00a0 in 2021 observed that in some cases, fintechs were undertaking balance-sheet lending in partnership with a bank\/ NBFC or on a standalone basis, while not satisfying the<\/span><\/span><\/span> principal business criteria to remain outside regulation.<\/strong><\/span><\/span><\/span>\n

This was happening outside the RBI regulations. There were higher operational <\/span><\/span><\/span>risks arising due to the increasing reliance of lenders on third-party service providers.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
In the absence of clear directions, <\/span><\/span><\/span>regulated entities like banks had stopped entering into such arrangements with fintech players, <\/strong><\/span><\/span><\/span>posing a threat to their business. The fintech industry was demanding that the RBI should allow FLDG arrangements.<\/span><\/span><\/span><\/li>\n<\/ul>\n
The Guidelines<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The LSP-providing DLG must be incorporated as a company under the<\/span><\/span><\/span> Companies Act, 2013.<\/strong><\/span><\/span><\/span><\/li>\n
As per the new framework, the default cover could be provided for up to<\/span><\/span><\/span> 5% of the loan portfolio<\/strong><\/span><\/span><\/span> and shall be invoked within a<\/span><\/span><\/span> maximum overdue period of 120 days<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span>\n

Earlier, entities were offering almost 100% FLDG to banking partners. This exposed the banks and NBFCs to high risk as they would disburse the loans taking comfort from FDLG, but when defaults happen, the fintech platform may not have money to compensate for the losses.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Any other implicit guarantee of similar nature linked to the performance of the loan portfolio of the RE (regulated entity) and specified upfront<\/span><\/span><\/span> shall also be covered under the definition of DLG.\u00a0\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
The lender must ensure that LSPs (lending service providers) <\/span><\/span><\/span>publish the total number of portfolios<\/strong><\/span><\/span><\/span> and the respective amount of each portfolio on which the guarantee arrangement has been offered on their website.\u00a0<\/span><\/span><\/span><\/li>\n
The RBI has allowed banks to accept DLG in digital lending <\/span><\/span><\/span>only if the guarantee is in the form of a cash deposit, or fixed deposits in a bank<\/strong><\/span><\/span><\/span> with a lien in favour of the RE, or a bank guarantee in favour of the RE.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

A well-defined structure will <\/span><\/span><\/span>facilitate all players to participate<\/strong><\/span><\/span><\/span> in an effective and transparent manner and make the best use of the DLG facility.<\/span><\/span><\/span><\/li>\n
This will facilitate<\/span><\/span><\/span> entry of small and medium fintechs<\/strong><\/span><\/span><\/span> into the digital lending space in partnerships with banks or NBFCs.<\/span><\/span><\/span><\/li>\n
It will further facilitate an<\/span><\/span><\/span> orderly development of the digital lending ecosystem<\/strong><\/span><\/span><\/span> and enhance<\/span><\/span><\/span> credit penetration in the economy.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

The Ministry of <\/span><\/span><\/span>I&B<\/strong><\/span><\/span><\/span> instituted the first <\/span><\/span><\/span>Antarashtriya Yoga Diwas Media Samman (AYDMS) in 2019<\/strong><\/span><\/span><\/span> acknowledging the positive role & responsibility of media in disseminating the outreach of Yoga in India and abroad.<\/span><\/span><\/span><\/li>\n
The first edition of the awards was conferred in 2020.<\/span><\/span><\/span><\/li>\n
The Ministry of Information and Broadcasting has decided to revive the Samman and organize the second edition in 2023.<\/span><\/span><\/span>\n
