Th<\/span><\/span><\/span>e first Leaders\u2019 Summit of the Quad<\/strong><\/span><\/span><\/span>, held virtually in <\/span><\/span><\/span>March 2021,<\/strong><\/span><\/span><\/span> had outlined the vision and purpose of this grouping (in its new and formal reemergence).\u00a0<\/span><\/span><\/span>\n
\n
It stressed that its primary objective was to cooperate on common challenges facing the Indo-Pacific region.\u00a0<\/span><\/span><\/span><\/li>\n
Three working groups\u2014on vaccines, critical and emerging technologies, and climate\u2014were announced.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
A more <\/span><\/span><\/span>comprehensive agenda <\/strong><\/span><\/span><\/span>was outlined in the statement issued after an in-person summit was held in Washington in <\/span><\/span><\/span>September 2021.<\/strong><\/span><\/span><\/span>\n

\u00a0It spoke about broadening cooperation in other areas, including cyber, space, counterterrorism, international and maritime law, and education.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Another virtual summit was held in <\/span><\/span><\/span>March 2022<\/strong><\/span><\/span><\/span>, and a brief statement reiterated a few of the points made in earlier statements.\u00a0<\/span><\/span><\/span>\n

Peace and stability<\/strong><\/span><\/span><\/span> were introduced as the first section, underlining the <\/span><\/span><\/span>linkage between stability, security, and development<\/strong><\/span><\/span><\/span>, and the delivery of public goods<\/span><\/span><\/span><\/li>\n
It emphasised the <\/span><\/span><\/span>Quad\u2019s focus on the delivery of promises<\/strong><\/span><\/span><\/span> and highlighted some <\/span><\/span><\/span>tangible benefits for the Indo-Pacific region.<\/strong><\/span><\/span><\/span>\n

It announced the launch of the Quad Climate Change Adaptation and Mitigation Package (Q-CHAMP), the Quad Cybersecurity Partnership, Principles on Critical Technology Supply Chains, the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA), and the Quad Partnership for Humanitarian Assistance and Disaster Relief in the Indo-Pacific.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n

The range and depth of cooperative partnerships and programmes have increased significantly.\u00a0<\/span><\/span><\/span><\/li>\n
It has gained good momentum in the alignment of strategies, fundamental principles, and delivery mechanisms in diverse areas related to the development and collectively countering the coercive strategy of China.\u00a0<\/span><\/span><\/span><\/li>\n
The <\/span><\/span><\/span>expanded joint naval exercise,<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>Exercise Malabar<\/strong><\/span><\/span><\/span>, is increasingly seen by many as a Quad exercise, notwithstanding its history and evolution.\u00a0<\/span><\/span><\/span>\n

The exercise is being hosted by <\/span><\/span><\/span>Australia <\/strong><\/span><\/span><\/span>for the first time in August 2023 and will be of particular relevance.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
The overall perception of the Quad has also become more positive since 2021, particularly in Southeast Asia.\u00a0<\/span><\/span><\/span><\/li>\n
It has also given a <\/span><\/span><\/span>major boost to bilateral cooperation<\/strong><\/span><\/span><\/span> among the Quad members and contributed towards enhancing mutual areas of convergence and adapting to those with divergences.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Future outlook\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

the Quad itself must sustain its focus on delivering outcomes, improve the effectiveness of counter-coercion, and show results in its intent of stepping up cooperation with the ASEAN, PIF, IORA, and other countries of the Indo-Pacific region.<\/span><\/span><\/span><\/li>\n
More tangible outcomes are likely to become apparent in the coming months.<\/span><\/span><\/span>\n

These should, however, be supported by relevant data, particularly in areas related to the delivery of public goods in the region.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
