About Manual scavenging<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The Act of Manual Scavenging refers to manually cleaning, carrying, and disposing of, or handling in any manner, human excreta in an insanitary latrine.<\/span><\/span><\/span><\/li>\n
In 2013, the definition of manual scavengers was also broadened to include people employed to clean septic tanks, ditches, or railway tracks.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Issues and Concerns\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
Manual scavenging is a \u201cdehumanizing practice\u201d which has been carried on in the country with a <\/span><\/span><\/span>background of historical injustice <\/strong><\/span><\/span><\/span>and indignity suffered by the manual scavengers.<\/span><\/span><\/span><\/li>\n
It constitutes problems that e<\/span><\/span><\/span>ncompass domains of health and occupation, <\/strong><\/span><\/span><\/span>human rights and social justice, gender and caste, and human dignity.<\/span><\/span><\/span><\/li>\n
Manual scavenging and <\/span><\/span><\/span>deaths of people trapped in flooded <\/strong><\/span><\/span><\/span>sewer lines continue to be a reality though the practice was banned.<\/span><\/span><\/span><\/li>\n
The workers were made to work in the <\/span><\/span><\/span>most hazardous way<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n
There <\/span><\/span><\/span>was not enough protective<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>gear <\/strong><\/span><\/span><\/span>and tech support and they continue to do it manually.<\/span><\/span><\/span><\/li>\n
Other issues are\u00a0 <\/span><\/span><\/span>Poverty and Caste-discrimination<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
Initiatives\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

NAMASTE scheme: <\/strong><\/span><\/span><\/span>The scheme for rehabilitation of manual scavengers has now been merged with the <\/span><\/span><\/span>NAMASTE <\/strong><\/span><\/span><\/span>scheme for 100% mechanisation of sewer work.\u00a0<\/span><\/span><\/span>\n
\n
The <\/span><\/span><\/span>NAMASTE scheme <\/strong><\/span><\/span><\/span>provides capital subsidies to sewer cleaners on the purchase of sanitation machinery, training of workers with a stipend amount, and loan subsidies with capped interest rates on sanitation equipment.\u00a0<\/span><\/span><\/span><\/li>\n
The Union Budget for 2023-24 showed \u00e2‚\u00b9100-crore allocation for the <\/span><\/span><\/span>NAMASTE scheme<\/strong><\/span><\/span><\/span> and no allocation for the rehabilitation scheme.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Manual scavenging as defined under Section 2 (1) (g) of the \u201cProhibition of Employment as <\/span><\/span><\/span>Manual Scavengers and their Rehabilitation Act, 2013 (MS Act,<\/strong><\/span><\/span><\/span> 2013)\u201d is prohibited with effect from 6.12.2013.\u00a0<\/span><\/span><\/span>\n
\n
No person or agency can engage or employ any person for manual scavenging from the above date.\u00a0<\/span><\/span><\/span><\/li>\n
Any person or agency who engages any person for manual scavenging in violation of the provisions of the MS Act, 2013 is punishable under Section 8 of the above Act, with imprisonment upto 2 years or fine upto Rs. One Lakh or both.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Under Swachhta Udyami Yojana of National Safai Karamcharis Finance and Development Corporation<\/strong><\/span><\/span><\/span>, concessional loans are provided to safai karamcharis, manual scavengers & their dependants and the Urban Local Bodies & other agencies responsible for cleaning, for procurement of sanitation related instruments\/vehicles.<\/span><\/span><\/span><\/li>\n
\u00a0A short-duration training programme (RPL) is organised for the sanitation workers wherein they are trained in safe and mechanised cleaning practices.<\/span><\/span><\/span><\/li>\n<\/ul>\n
Supreme Court\u2019s Judgements\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The apex court itself had reinforced the prohibition and directed the rehabilitation of people, traditionally and otherwise, employed as manual scavengers in its judgment in Safai Karamchari Andolan And Others vs. Union of India.\u00a0<\/span><\/span><\/span>\n

The judgment had called for their \u201crehabilitation based on the principles of justice and transformation\u201d.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Suggestions\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Proper implementation of the rules, and adequate monitoring are absolutely essential.\u00a0<\/span><\/span><\/span><\/li>\n
Simultaneously, all efforts must be taken, within existing schemes, to provide compensation to the family members of those who have died, and to provide them a way out of the profession, if they so wish.<\/span><\/span><\/span><\/li>\n

The roots of <\/span><\/span><\/span>China\u2019s space ambitions<\/strong><\/span><\/span><\/span> go back to <\/span><\/span><\/span>1957 <\/strong><\/span><\/span><\/span>when the Soviet Union successfully launched the world\u2019s<\/span><\/span><\/span> first artificial satellite, Sputnik-1, into space<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n
China\u2019s first major milestone came in<\/span><\/span><\/span> 1970 <\/strong><\/span><\/span><\/span>when it launched its first artificial satellite, <\/span><\/span><\/span>Dong Fang Hong 1.<\/strong><\/span><\/span><\/span>\n

Although the satellite wasn\u2019t technologically sophisticated, it made <\/span><\/span><\/span>China the fifth country <\/strong><\/span><\/span><\/span>to send a satellite into orbit after th<\/span><\/span><\/span>e Soviet Union, the US, France and Japan.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Project 714:<\/strong><\/span><\/span><\/span> After the success of Dong Fang Hong 1, China announced plans to send <\/span><\/span><\/span>two astronauts into space by 1973.<\/strong><\/span><\/span><\/span>\n

The programme, however, had to be cancelled as the political turmoil of the Cultural Revolution (1966-1976) played out.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
By the<\/span><\/span><\/span> 1980s<\/strong><\/span><\/span><\/span>, China began launching satellites on a regular basis, and <\/span><\/span><\/span>entered the commercial market,<\/strong><\/span><\/span><\/span> offering to send satellites into space for companies and other countries for much cheaper than the US.<\/span><\/span><\/span><\/li>\n
Project 921:<\/strong><\/span><\/span><\/span> In 1992, China announced Project 921, a programme<\/span><\/span><\/span> to launch and return to Earth a crewed spacecraft.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span>\n

This goal was achieved<\/span><\/span><\/span> in 2003, <\/strong><\/span><\/span><\/span>when <\/span><\/span><\/span>China became the third country <\/strong><\/span><\/span><\/span>after the <\/span><\/span><\/span>US and Russia <\/strong><\/span><\/span><\/span>to use its own rocket to<\/span><\/span><\/span> send a human into space: <\/strong><\/span><\/span><\/span>astronaut Yang Liwei spent about 21 hours in space aboard the Shenzhou-5 spacecraft.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
A string of successes followed. <\/span><\/span><\/span>China sent its first rover, known as Zhurong, to Mars in 2020.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Tiangong space station:<\/strong><\/span><\/span><\/span> In November 2022,<\/span><\/span><\/span> China finished the Tiangong space station, <\/strong><\/span><\/span><\/span>which it had begun building in 2011.\u00a0<\/span><\/span><\/span>\n

The space station currently has<\/span><\/span><\/span> three modules,<\/strong><\/span><\/span><\/span> and can support three astronauts, or up to six people during crew rotations.\u00a0<\/span><\/span><\/span><\/li>\n
It carries several pieces of cutting-edge scientific equipment including the <\/span><\/span><\/span>world\u2019s first space-based cold atomic clock system<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
Shenzhou 15 mission<\/u><\/strong><\/span><\/span><\/span><\/p>\n

China launched the manned spaceship Shenzhou-15 in 2022.<\/strong><\/span><\/span><\/span> It is<\/span><\/span><\/span> <\/strong><\/span><\/span><\/span>the <\/span><\/span><\/span>last stage of the space station construction<\/strong><\/span><\/span><\/span> and kicked off the <\/span><\/span><\/span>first stage of its application and development.<\/strong><\/span><\/span><\/span><\/li>\n
After 186 days in orbit, the Shenzhou-15 crew returned and touched down in north China.<\/span><\/span><\/span><\/li>\n
Once ready, <\/span><\/span><\/span>China will be the only country to own a space station<\/strong><\/span><\/span><\/span> as the International Space Station (ISS) of Russia is a collaborative project of several countries. The ISS station is also set to be decommissioned by 2030.<\/span><\/span><\/span><\/li>\n
The significant feature of China’s space station is its two robotic arms, especially the <\/span><\/span><\/span>long one which can grab objects, including satellites from space.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
What space missions has China planned for the future?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Manned Mission to Moon:<\/strong><\/span><\/span><\/span> In recent years, China has become one of the few countries to reach Mars, build its own space station, and launch an increasingly large number of spacecraft. The country\u2019s future plans are even more ambitious: <\/span><\/span><\/span>it aims to land astronauts on the Moon before 2030, and build a base there.<\/strong><\/span><\/span><\/span>\n
\n
Notably, no human has been on the Moon since the US Apollo missions of the 1960s and \u201970s. NASA plans to return humans to the Moon by 2025 as part of its ongoing Artemis space programme.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Base on Moon:<\/strong><\/span><\/span><\/span> Another important Chinese project involves building a base on the Moon in collaboration with Russia.<\/span><\/span><\/span>\n
\n
International Lunar Research Station (ILRS) will be constructed on or close to the South pole of the Moon, with long-term and short-term crew missions planned for the early 2030s.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Exploration of Moon: <\/strong><\/span><\/span><\/span>Some of their goals include exploring the Moon to investigate the prospects for lunar mining of various energy resources and materials as well as training humans how to \u2018leave the Earth homeland, establish permanent study stations, develop products and industries in the space outside the earth, and set up self-sufficient extraterrestrial homeland.<\/span><\/span><\/span><\/li>\n
Exploring other planets:<\/strong><\/span><\/span><\/span> Other future missions include expanding the Tiangong space station, sending another probe to Mars, and eventually sending probes to Jupiter and Saturn.<\/span><\/span><\/span><\/li>\n
Space Power: <\/strong><\/span><\/span><\/span>China has set an ambitious agenda to transform itself into a world-leading space power by 2045. A key part of this process is mastering independent innovation in the space industry. In pursuit of this goal, China has invested heavily in research and development (R&D).<\/span><\/span><\/span><\/li>\n<\/ul>\n
Reasons for the Expansion of Chinese Space Programme\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

Investment into Space Programme: <\/strong><\/span><\/span><\/span>As China’s economy grew rapidly, its government began to invest heavily in its space programme. Research and development spending on spacecraft manufacturing went up from $22.6 million in 2000 to $433.4 million in 2014.<\/span><\/span><\/span>\n

China spent an estimated $16 billion on its space programme in 2021, second only to the US\u2019s space budget of $60 billion.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

In 2011, the <\/span><\/span><\/span>Wolf Amendment <\/strong><\/span><\/span><\/span>was passed, prohibiting NASA from working directly with any China-affiliated organisation \u2014 unless explicitly authorised by Congress \u2014 for fear of possible theft of secret technology, intellectual properties, and documents.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
India: <\/strong><\/span><\/span><\/span>India\u2019s long-term strategic interests are dependent on whatever is happening at its periphery. India has also <\/span><\/span><\/span>sought autonomy<\/strong><\/span><\/span><\/span> in many areas of satellite technologies. India is among the world\u2019s top seven spenders in space.
