A fresh round of excavations at the site of Delhi\u2019s Purana Qila (Old Fort) have uncovered evidence of the continuous history of the city since the pre-Mauryan era.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n

This was the third round of excavations at the site, beginning from January. Earlier excavations had been carried out in 2013-14 and 2017-18.<\/span><\/span><\/span><\/li>\n
These efforts have revealed nine cultural levels, representing different historical periods, including <\/span><\/span><\/span>pre-Mauryan, Mauryan, Sunga, Kushana, Gupta, post-Gupta, Rajput, Sultanate, and Mughal.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
The Findings of new excavations include:<\/strong><\/span><\/span><\/span><\/p>\n

shards of <\/span><\/span><\/span>Painted Gray Ware pottery<\/strong><\/span><\/span><\/span> which are usually dated to around 1200 BC to 600 BC,<\/span><\/span><\/span><\/li>\n
remains of a 900-year-old <\/span><\/span><\/span>Vaikuntha Vishnu<\/strong><\/span><\/span><\/span> from the Rajput period,\u00a0<\/span><\/span><\/span><\/li>\n
a terracotta plaque of <\/span><\/span><\/span>Goddess Gaja Lakshmi from the Gupta period,\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
the structural remains of a 2,500-year-old <\/span><\/span><\/span>terracotta ring well from the Mauryan period<\/strong><\/span><\/span><\/span>, and\u00a0<\/span><\/span><\/span><\/li>\n

Purana Qila\u2018 (Old Fort) is one of the oldest forts in Delhi.\u00a0<\/span><\/span><\/span><\/li>\n
Excavations point to traces from the 3rd century BC, the pre-Mauryan period. It is believed by many to be the site of Indraprastha, as mentioned in the Mahabharat.<\/span><\/span><\/span><\/li>\n
The present fort was re-built under the reign of the <\/span><\/span><\/span>second Mughal Emperor Humayun and Sur Emperor Sher Shah Suri.<\/strong><\/span><\/span><\/span>\n

The fort was the inner citadel of the city of\u00a0Din Panah\u00a0during Humayun\u2019s rule who renovated it in 1533 and completed five years later.\u00a0<\/span><\/span><\/span><\/li>\n
The founder of the Suri Dynasty, Sher Shah Suri, defeated Humayun in 1540, naming the fort\u00a0Shergarh; he added several more structures in the complex during his five-year reign.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Due to its intensifying geopolitical competition with the U.S. and its own security interests in the region, China is expanding its <\/span><\/span><\/span>military outreach to Southeast Asian countries.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
South East Asia Region<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
It is the <\/span><\/span><\/span>geographical south-eastern region of Asia,<\/strong><\/span><\/span><\/span> consisting of the regions that are situated south of mainland China, east of the Indian subcontinent, and north-west of mainland Australia which is part of Oceania.<\/span><\/span><\/span><\/li>\n
Southeast Asia is composed of <\/span><\/span><\/span>eleven countries:<\/strong><\/span><\/span><\/span> Brunei, Burma (Myanmar), Cambodia, Timor-Leste, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.\u00a0<\/span><\/span><\/span><\/li>\n
It is also one of the<\/span><\/span><\/span> most dynamic areas<\/strong><\/span><\/span><\/span> of the world economically, a factor which largely accounts for its <\/span><\/span><\/span>growing international significance.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n

Association of Southeast Asian Nations (ASEAN)<\/u><\/strong><\/span><\/span><\/span><\/p>\n

It is a political and economic organization <\/span><\/span><\/span>aimed primarily at promoting economic growth and regional stability <\/strong><\/span><\/span><\/span>among its members.<\/span><\/span><\/span><\/li>\n
Foundation:<\/strong><\/span><\/span><\/span> It was <\/span><\/span><\/span>founded in 1967 <\/strong><\/span><\/span><\/span>by the five South-East Asian nations of Indonesia, Malaysia, the Philippines, Singapore and Thailand.<\/span><\/span><\/span>\n

Brunei Darussalam joined in 1984, Vietnam in 1995, Lao PDR and Myanmar in 1997, and Cambodia in 1999, making up ten Member States of ASEAN.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Current members: <\/strong><\/span><\/span><\/span>Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.<\/span><\/span><\/span><\/li>\n
ASEAN Plus Three: <\/strong><\/span><\/span><\/span>It is a forum that functions as a coordinator of co-operation between the ASEAN and the three East Asian nations of China, South Korea, and Japan.<\/span><\/span><\/span><\/li>\n
ASEAN Plus Six: <\/strong><\/span><\/span><\/span>The group includes ASEAN Plus Three as well as India, Australia, and New Zealand.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n
China\u2019s Global Security Initiative<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The GSI was launched by China at the Boao<\/span><\/span><\/span> Forum for Asia annual conference in 2022,<\/strong><\/span><\/span><\/span> it contains<\/span><\/span><\/span> broad general principles reiterating China\u2019s previous foreign policy and security statements.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
China is launching <\/span><\/span><\/span>a series of international initiatives<\/strong><\/span><\/span><\/span> which include proposals to support dialogue between third parties, the revival of the country\u2019s forum diplomacy, more Chinese funding to several multilateral institutions, and the expansion of Chinese training programmes to foreign military and policy staff, among other elements.<\/span><\/span><\/span>\n
\n
These initiatives are first and foremost targeting the <\/span><\/span><\/span>\u2018developing world\u2019,<\/strong><\/span><\/span><\/span> which China sees as a <\/span><\/span><\/span>priority partner,<\/strong><\/span><\/span><\/span> with the aim to promote<\/span><\/span><\/span> China\u2019s model of domestic security governance<\/strong><\/span><\/span><\/span> at national level, and an alternative security governance architecture globally.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
While the content mostly restates long-standing principles and groups <\/span><\/span><\/span>existing activities under a new label,<\/strong><\/span><\/span><\/span> it is packaged as a \u201cglobal initiative.\u201d\u00a0<\/span><\/span><\/span><\/li>\n
It should be seen as a statement of <\/span><\/span><\/span>China\u2019s intent<\/strong><\/span><\/span><\/span> to claim a <\/span><\/span><\/span>much more significant role in international politics.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
Chinese Initiatives in South East Asia<\/u><\/strong><\/span><\/span><\/span><\/p>\n

The Chinese People\u2019s Liberation Army (PLA)\u2019s global activities and influence campaigns are part of its broader reform process initiated by the Chinese President in 2015, and <\/span><\/span><\/span>form a fundamental element of China\u2019s overall foreign policy.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Friendship Shield 2023: <\/strong><\/span><\/span><\/span>The People\u2019s Liberation Army (PLA) and the Laotian People\u2019s Armed Forces (LPAF) have recently concluded their <\/span><\/span><\/span>bilateral military exercise, Friendship Shield 2023.\u00a0<\/strong><\/span><\/span><\/span>\n
\n
The drills aim to <\/span><\/span><\/span>foster interoperability<\/strong><\/span><\/span><\/span> to effectively counter transnational armed criminal groups based in jungles and mountains.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Golden Dragon drills:\u00a0 <\/strong><\/span><\/span><\/span>In 2023, the PLA conducted the \u2018Golden Dragon\u2019 drills <\/span><\/span><\/span>with Cambodia.\u00a0<\/strong><\/span><\/span><\/span>\n
\n
The drills saw the <\/span><\/span><\/span>participation of over 200 troops from Army, the Navy, and the Logistical Support Force, <\/strong><\/span><\/span><\/span>who arrived in Cambodia. The exercise entailed joint anti-terrorism and humanitarian aid operations.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Singapore:<\/strong><\/span><\/span><\/span> A few weeks later the PLA conducted a <\/span><\/span><\/span>joint exercise with the Singaporean Navy.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Laos, Vietnam and Brunei: <\/strong><\/span><\/span><\/span>All of these joint military endeavours were preceded by a visit from a working group of the <\/span><\/span><\/span>Chinese Ministry of National Defence to Laos, Vietnam and Brunei<\/strong><\/span><\/span><\/span>, where the two sides discussed \u201cthe relationship between the two militaries and regional security issues of common concern\u201d.<\/span><\/span><\/span><\/li>\n
These are a few of the many instances of China\u2019s military diplomacy with Southeast Asian countries.\u00a0<\/span><\/span><\/span>\n
\n
In this light, ASEAN<\/span><\/span><\/span> has become a priority target<\/strong><\/span><\/span><\/span> for the People\u2019s Liberation Army\u2019s military diplomacy.<\/span><\/span><\/span><\/li>\n
And in the past couple of months, the frequency of <\/span><\/span><\/span>Chinese military drills with its ASEAN partners<\/strong><\/span><\/span><\/span> appears to have increased for two primary reasons.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
ASEAN and Chinese Relations<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
The GSI invited varied responses from the ASEAN, during the ASEAN-China Summit in Cambodia, all parties cautiously agreed to take note of the GSI proposed by China and looked forward to further details of the GSI but over the past few months, the <\/span><\/span><\/span>divergences on it have become visible.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
Indonesia Supportive of China:<\/strong><\/span><\/span><\/span> China\u2019s heavy Belt and Road investments have been <\/span><\/span><\/span>welcomed by Indonesia.<\/strong><\/span><\/span><\/span> Moreover, despite tensions in the South China Sea, <\/span><\/span><\/span>Indonesia has been proactively applauding Chinese support<\/strong><\/span><\/span><\/span> in the advancement of its vaccine programme and its high-speed rail network.<\/span><\/span><\/span><\/li>\n
Vietnam\u2019s neutral stance: <\/strong><\/span><\/span><\/span>Despite Vietnam\u2019s mistrust of the GSI, analysts suggest that it maintains a<\/span><\/span><\/span> relatively neutral stance in its relations with China,<\/strong><\/span><\/span><\/span> which indicates that there is neither rapid progress nor significant deterioration in bilateral relations.<\/span><\/span><\/span>\n
\n
This may be because a cautious Vietnam may not want to invite hostility from a significantly larger power in its neighbourhood.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
China-Myanmar Economic Corridor: <\/strong><\/span><\/span><\/span>In<\/span><\/span><\/span> <\/strong><\/span><\/span><\/span>Myanmar, despite a majority of observers placing little to no confidence in the GSI, China is making political, military and economic inroads.\u00a0<\/span><\/span><\/span>\n
\n
Since the takeover of the junta, the development of the <\/span><\/span><\/span>China-Myanmar Economic Corridor<\/strong><\/span><\/span><\/span> has only accelerated, while new satellite imagery is showing China building a <\/span><\/span><\/span>surveillance military base on Great Coco Islands in Myanmar.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n
This also impacts India because the G<\/span><\/span><\/span>reat Coco Islands lie just 55 km north of the Andaman and Nicobar Islands, <\/strong><\/span><\/span><\/span>and their militarisation by China poses a <\/span><\/span><\/span>strategic threat to India\u2019s national security.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
India\u2019s Relations with South East Countries<\/u><\/strong><\/span><\/span><\/span><\/p>\n
\n
India has always considered Southeast Asia as a <\/span><\/span><\/span>region of high economic and strategic priority.<\/strong><\/span><\/span><\/span><\/li>\n
Look East Policy:<\/strong><\/span><\/span><\/span> India initiated Look East Policy (LEP) in 1992 which reinforced the significance of countries of Southeast Asia in its foreign policy and strategic planning.\u00a0<\/span><\/span><\/span><\/li>\n
Other Initiatives: <\/strong><\/span><\/span><\/span>India has also undertaken sub-regional initiatives, such as, the <\/span><\/span><\/span>Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) and the Mekong Ganga Cooperation (MGC).\u00a0<\/strong><\/span><\/span><\/span>\n
\n
Both the BIMSTEC and MGC aim to engage the mainland Southeast Asian countries – Cambodia, Laos, Myanmar, Thailand and Vietnam.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Strategic Significance:<\/strong><\/span><\/span><\/span> India\u2019s linkages with Southeast Asia encompass numerous aspects including <\/span><\/span><\/span>culture, diaspora, defence cooperation, economic ties and India\u2019s own developmental and security concerns.\u00a0<\/strong><\/span><\/span><\/span>\n
\n
Each of these factors contributes to the strategic significance of countries in the region for India. For instance, while Vietnam has traditionally been a close friend on defence issues, Singapore is an equally important partner.\u00a0<\/span><\/span><\/span><\/li>\n
By virtue of being a maritime neighbour and biggest country in terms of size, population and economy, Indonesia has always been a priority country.\u00a0<\/span><\/span><\/span><\/li>\n
India has also maintained cordial relations with Malaysia and the Philippines over the years.\u00a0<\/span><\/span><\/span><\/li>\n
Cambodia, Laos, Myanmar, Thailand and Vietnam are critically important for development and security of India\u2019s north-eastern states. Transport linkages and religious tourism has further enhanced their importance.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
Multilateral Association:<\/strong><\/span><\/span><\/span> Additionally, India has had multilateral linkages with Southeast Asian countries through a number of institutional mechanisms, such as, the <\/span><\/span><\/span>ASEAN Regional Forum (ARF), East Asia Summit (EAS) and ASEAN Defence Ministers Meeting (ADMM) Plus.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n

The new rules, announced by amendment under the<\/span><\/span><\/span> Cigarettes and Other Tobacco Products Act, 2004<\/strong><\/span><\/span><\/span>.on the occasion of <\/span><\/span><\/span>World No Tobacco Day (31 May)<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
What are the new rules?<\/u><\/strong><\/span><\/span><\/span><\/p>\n

OTT platforms (like Amazon Prime Video, Netflix etc)<\/strong><\/span><\/span><\/span> will be required to attach <\/span><\/span><\/span>anti-tobacco health spots<\/strong><\/span><\/span><\/span>, lasting a minimum of thirty seconds each at the beginning and middle of the programme, and a static message when the product or its use is shown.<\/span><\/span><\/span><\/li>\n
An <\/span><\/span><\/span>audio-visual disclaimer on the ill-effects of tobacco use<\/strong><\/span><\/span><\/span>, lasting a minimum of twenty seconds each, must be shown at the beginning and middle of the programme.<\/span><\/span><\/span><\/li>\n
The <\/span><\/span><\/span>online content is further prohibited<\/strong><\/span><\/span><\/span> from including the brands of cigarettes or other tobacco products.\u00a0<\/span><\/span><\/span><\/li>\n
If a programme or platform <\/span><\/span><\/span>fails to comply with the new guidelines<\/strong><\/span><\/span><\/span>, an inter-ministerial committee will be authorised to take action against violators.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Tobacco is mainly produced in the<\/span><\/span><\/span> southern states of Karnataka and Andhra Pradesh in India<\/strong><\/span><\/span><\/span>, where the weather is suitable for the crop.<\/span><\/span><\/span><\/li>\n
Tobacco provides <\/span><\/span><\/span>livelihood security to 36 million people<\/strong><\/span><\/span><\/span> including 6 million farmers and 20 million farm labour engaged in tobacco farming besides 10 million people working in processing, manufacturing and exports, in India.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n

Tobacco consumption causes <\/span><\/span><\/span>approximately 80 lakhs worldwide<\/strong><\/span><\/span><\/span>, which is around 5,500 deaths every minute. Cigarettes Act, 1975:<\/strong><\/span><\/span><\/span> Tobacco control legislation in India dates back to the Cigarettes Act, 1975 which mandates the display of statutory health warnings in advertisements and on cartons and cigarette packages.<\/span><\/span><\/span><\/li>\n
Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade, Commerce, Production, Supply and Distribution) Act (COTPA) 2003: <\/strong><\/span><\/span><\/span>This Act includes the prohibition of smoking in public places, advertisement of cigarettes and other tobacco products, sale of cigarettes or other tobacco products to anyone below the age of 18 years, and prohibition of selling areas like schools, colleges, etc.<\/span><\/span><\/span><\/li>\n
National Health Policy 2017:<\/strong><\/span><\/span><\/span> It sets an ambitious target of reducing tobacco use by 30 percent by 2025, which has been devised keeping in view the targets for control of NCDs.<\/span><\/span><\/span><\/li>\n
National Tobacco Control Programme (NTCP):<\/strong><\/span><\/span><\/span> It was launched by The Ministry of Health and Family Welfare to create awareness of the negative impacts of Tobacco Consumption. Currently, the Programme is being implemented in all States\/Union Territories covering over 600 districts across the country.<\/span><\/span><\/span><\/li>\n
Tax on Tobacco: <\/strong><\/span><\/span><\/span>Tobacco products fall in the highest GST slab of 28% as it attracts a heavy cess.<\/span><\/span><\/span><\/li>\n

CITIIS 2.0 will contribute positively to <\/span><\/span><\/span>India\u2019s Intended Nationally Determined Contributions (INDCs) and Conference of the Parties (COP26) commitments.<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
