width:6.5in\">\n<p><strong>About Drug Addiction <\/strong><\/p>\n<ul>\n<li>Addiction is defined as a <strong>chronic, relapsing disorder<\/strong> characterized by compulsive drug seeking and use <strong>despite adverse consequences<\/strong>.<\/li>\n<li>It is considered a <strong>brain disorder<\/strong> because it involves functional changes to<strong> brain circuits involved in reward, stress, and self-control.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>India and Drug Abuse<\/strong><\/p>\n<ul>\n<li>According to a report by the United Nation Office on Drugs and Crime (UNODC), India is one of the major hubs of<strong> illicit drug trade ranging from age-old cannabis<\/strong> to newer prescription drugs like <strong>tramadol, and designer drugs like methamphetamine<\/strong>.<\/li>\n<li>The money from the drug trade is used to<strong> finance terrorism, human trafficking, illegal <\/strong>businesses etc.<\/li>\n<li>India lies in the middle of two<strong> major illicit opium production regions<\/strong> in the world, the <strong>Golden Crescent<\/strong> in the west and the <strong>Golden Triangle<\/strong> in the east which makes it a viable hub of the <strong>illicit drug trade. <\/strong>\n<ul>\n<li><strong>Golden Triangle:<\/strong> It includes the regions of Myanmar, Laos, and Thailand and is Southeast Asia\u2019s main opium-producing region and one of the oldest narcotics supply routes to Europe and North America.<\/li>\n<li><strong>Golden Crescent:<\/strong> It includes Afghanistan, Iran, and Pakistan and is a principal global site for opium production and distribution.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Major Reasons for Drug Abuse <\/strong>\n<ul>\n<li>Abuse of drugs among friends and peers<\/li>\n<li>Lack of social support<\/li>\n<li>Stress in life<\/li>\n<li>Low socioeconomic status<\/li>\n<li>Mental disorder such as depression<\/li>\n<li>Lack of friends in school or any social setting<\/li>\n<li>Traumatic events<\/li>\n<li>The economic downturn caused by the <strong>global pandemic<\/strong> may drive more people to substance abuse or leave them vulnerable to <strong>involvement in drug trafficking and related crime.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Impacts<\/strong>\n<ul>\n<li>It has aggravated the <strong>crime scenario in India.<\/strong><\/li>\n<li>Persons dealing with narcotic drugs are instruments in causing the <strong>deaths of innocent and vulnerable victims.<\/strong><\/li>\n<li><strong>Other impacts like <\/strong>losing job, financial troubles, sexual abuse, accidents and injuries, legal consequences, etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Legal Provisions in India and World<\/strong><\/p>\n<ul>\n<li><strong>The Narcotic Drugs and Psychotropic Substances Act, 1985 (NDPS Act)<\/strong>\n<ul>\n<li>It outlaws the recreational <strong>use of cannabis<\/strong>.<\/li>\n<li>Under the Act, the production, manufacture, possession, sale, purchase, transport, and use of cannabis is a punishable offence.<\/li>\n<li>The NDPS Act, however, does not apply to the leaves and seeds of cannabis plants.<\/li>\n<li>In case the CBD is extracted from the leaves of the cannabis, then technically it is not illegal.<\/li>\n<li>CBD oil manufactured under a licence issued by the Drugs and Cosmetics Act, 1940 can be legally used.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The Narcotics Control Bureau (NCB)<\/strong>\n<ul>\n<li>It is vested with the power to charge individuals in cases related to the illegal use and supply of narcotics.<\/li>\n<li>India is a signatory to various international drug-related UN conventions and the responsibility of implementation of the provision of these international conventions also lies with NCB.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The UN Commission on Narcotic Drugs (CND)<\/strong>\n<ul>\n<li>It is the central policy-making body for the UN drug control system, which meets on an annual basis<\/li>\n<li>The Vienna-based CND was founded in 1946.<\/li>\n<li>It is to decide on the scope of control of substances by placing them in the schedules of global drug control conventions.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/those-dealing-in-narcotics-key-in-causing-deaths-sc\/article34352370.ece\" target=\"_blank\" rel=\"noopener\">Source: TH<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News Recently, the Border Security Force (BSF) and the Narcotics Control Bureau (NCB) have arrested two persons, including a Pakistani national, and seized 20.57 kg of heroin being smuggled in via Punjab.
