{"id":14796,"date":"2021-04-14T00:00:00","date_gmt":"2021-04-14T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/14-04-2021\/register-of-indigenous-inhabitants-of-nagaland-riin\/"},"modified":"2021-04-14T00:00:00","modified_gmt":"2021-04-14T00:00:00","slug":"register-of-indigenous-inhabitants-of-nagaland-riin","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/14-04-2021\/register-of-indigenous-inhabitants-of-nagaland-riin","title":{"rendered":"Register of Indigenous Inhabitants of Nagaland (RIIN)"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>The Nagaland government has reportedly been trying to revive the Register of Indigenous Inhabitants of Nagaland (RIIN)\u00a0 exercise.<\/p>\n<ul>\n<li>Nagaland government has earlier set a Committee on <strong>Inner Line Permit (ILP)<\/strong> which has recommended coming up with a master list which will be known as RIIN.<\/li>\n<\/ul>\n<p><strong>Register of Indigenous Inhabitants of Nagaland (RIIN)<\/strong><\/p>\n<ul>\n<li>It was launched in July 2019.<\/li>\n<li><strong>Objectives:<\/strong>To prevent outsiders from obtaining fake indigenous certificates for seeking jobs and benefits of government schemes.\n<ul>\n<li>The RIIN will be the master list of all indigenous inhabitants of the state.<\/li>\n<li>The RIIN list will be based on \u201can extensive survey\u201d.<\/li>\n<li>It will involve official records of indigenous residents from rural and (urban) wards and would be prepared under the supervision of the district administration.<\/li>\n<li>Once the process is completed persons whose names are included in the RIIN will be issued indigenous inhabitant certificates.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Concerns<\/strong><\/p>\n<ul>\n<li>Locals are apprehensive of \u201cdreadful consequences\u201d if the \u201cadvocates of RIIN\u201d implement the identification process with December 1, 1963 \u2013 the day Nagaland attained statehood \u2013 as the cut-off date for determining the \u201cpermanent residents\u201d of the State. This date is likely to exclude Nagas who have come from beyond the boundaries of Nagaland.<\/li>\n<li>They also fear that the non-indigenous Nagas could be treated as \u201cillegal immigrants\u201d and their lands and property confiscated.<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:735px\">\n<tbody>\n<tr>\n<td style=\"background-color:#fff2cc; width:468.0pt\">\n<p><strong>Inner Line Permit (ILP)<\/strong><\/p>\n<ul>\n<li>An Inner Line Permit is a travel document that is required by <strong>non-natives<\/strong> to visit four Northeastern states, namely, Arunachal Pradesh, Mizoram, Manipur and Nagaland.<\/li>\n<li>Both the duration of stay and the areas allowed to be accessed for any non-native are determined by the ILP.<\/li>\n<li>The ILP is <strong>issued by the concerned state government<\/strong> and can be availed both by applying online or in person.<\/li>\n<\/ul>\n<p><strong>History<\/strong><\/p>\n<ul>\n<li>The Inner Line Permit is an extension of the <strong>Bengal Eastern Frontier Regulation Act 1873. <\/strong><\/li>\n<li>The Britishers framed regulations restricting entry in certain designated areas.<\/li>\n<li>This was done to protect the Crown\u2019s interest in certain states by preventing \u201cBritish subjects\u201d (Indians) from trading within these regions. In 1950, the term <strong>\u2018British subjects\u2019 was replaced with \u2018Citizens of India\u2019.<\/strong><\/li>\n<li>Today, all non-natives require the permit.
