{"id":14748,"date":"2021-04-10T00:00:00","date_gmt":"2021-04-10T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/10-04-2021\/mou-between-india-and-japan\/"},"modified":"2021-04-10T00:00:00","modified_gmt":"2021-04-10T00:00:00","slug":"mou-between-india-and-japan","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/10-04-2021\/mou-between-india-and-japan","title":{"rendered":"MoU between India and Japan"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, Memorandum of Understanding (MoU) signed between India and Japan in the areas of Academic and Research Cooperation and Exchange.<\/p>\n<p><strong>Key Takeaways<\/strong><\/p>\n<ul>\n<li>The pact was signed between the <strong>National Atmospheric Research Laboratory (NARL) <\/strong>and the Department of Space and <strong>Research Institute for Sustainable Humanosphere (RISH),<\/strong> Kyoto University for <strong>academic and research cooperation<\/strong> and exchange in November 2020.\n<ul>\n<li><strong>NARL and RISH<\/strong> have been <strong>collaborating in the area of atmospheric science <\/strong>and <strong>technology<\/strong> as well as the<strong> exchange of scientists<\/strong>.\n<ul>\n<li>This arrangement was formalised in 2008 through an MoU.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Significance <\/strong><\/p>\n<ul>\n<li>This MoU shall enable <strong>NARL and RISH<\/strong> to continue their <strong>cooperation in areas <\/strong>of atmospheric science and technology, collaborative scientific experiments\/campaigns and exchange of scientific materials, publications and information, joint research meetings.<\/li>\n<li>It lead to <strong>mutual utilization of facilities <\/strong>such as the <strong>Middle and Upper atmosphere (MU) <\/strong>radar in Shigaraki, Japan,<strong> the Equatorial Atmosphere Radar (EAR)<\/strong> in Kototabang, Indonesia and <strong>complementary instruments available from RISH<\/strong>, and the <strong>Mesosphere-Stratosphere-Troposphere (MST) radar and complementary instruments available <\/strong>at NARL.<\/li>\n<\/ul>\n<p><strong>India- Japan Relations <\/strong><\/p>\n<p><strong>Diplomatic<\/strong><\/p>\n<ul>\n<li>The friendship between <strong>India and Japan <\/strong>has a long history rooted in spiritual affinity and <strong>strong cultural and civilization<\/strong> ties dating back to the visit of I<strong>ndian monk Bodhisena in 752 AD. <\/strong><\/li>\n<li>India and Japan established diplomatic <strong>relations in 1952. <\/strong>\n<ul>\n<li>In the first decade after diplomatic ties were established, several high-level exchanges took place, including the <strong>Japanese Prime Minister\u2019s visit to India in 1957.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Japan was among the few countries that bailed India out of the <strong>balance of payment crisis in 1991.<\/strong><\/li>\n<\/ul>\n<ul>\n<li>The<strong> Act East Forum<\/strong>, established in 2017, aims to provide a platform for <strong>India-Japan<\/strong> collaboration under the rubric of India\u2019s \u201c<strong>Act East Policy\u201d and Japan\u2019s \u201cFree and Open Indo-Pacific Vision\u201d.<\/strong><\/li>\n<\/ul>\n<p><strong>Projects and Investments <\/strong><\/p>\n<ul>\n<li>Recently, <strong>India and Japan<\/strong> signed four agreements under which Tokyo is to support health care projects funded under the <strong>Grant Assistance for Grassroots Projects (GGP) scheme in India.<\/strong>\n<ul>\n<li>The <strong>\u201cGrant Assistance for Grassroots Projects (GGP)<\/strong>&#8221; supports development projects \u201cdesigned to meet the diverse basic human needs of the people in developing countries.<\/li>\n<\/ul>\n<\/li>\n<li>Japan has invested <strong>?1,600 crores <\/strong>in development projects across <strong>India\u2019s northeastern<\/strong> <strong>states<\/strong> and is also working closely with India on infrastructure projects in third countries such as <strong>Bangladesh and Sri Lanka<\/strong>.<\/li>\n<li>India and Japan also signed the <strong>Acquisition and Cross-Servicing Agreement (ACSA)<\/strong> last September for reciprocal provision of supplies and services between their defence forces.<\/li>\n<\/ul>\n<p><strong>Economic and Commercial relations<\/strong><\/p>\n<ul>\n<li>Japan is regarded as a key partner in India\u2019s<strong> economic transformation.<\/strong><\/li>\n<li>Japan&#8217;s interest in India is increasing due to a variety of reasons including India&#8217;s large and growing market and its resources, especially the <strong>human resources<\/strong>.<\/li>\n<li>The <strong>bilateral trade<\/strong> between <strong>India and Japan for FY 2019-20 <\/strong>(April \u2013 December) totalled US$ 11.87 billion.\n<ul>\n<li>India\u2019s <strong>exports <\/strong>from Japan amounted to US$ 3.94 billion while <strong>India\u2019s import <\/strong>from Japan amounted to US$ 7.93 billion.<\/li>\n<li>India\u2019s primary <strong>exports<\/strong> to Japan have been petroleum products, chemicals, elements, compounds, non-metallic mineral ware, fish &#038; fish preparations, metalliferous ores &#038; scrap, clothing &#038; accessories, iron &#038; steel products, textile yarn, fabrics and machinery etc.<\/li>\n<li>India\u2019s primary <strong>imports<\/strong> from Japan are machinery, electrical machinery, iron and steel products, plastic materials, non-ferrous metals, parts of motor vehicles, organic chemicals, manufactures of metals, etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Defence <\/strong><\/p>\n<ul>\n<li><strong>India-Japan Defense and Security partnership<\/strong> has evolved over the years and forms an <strong>integral pillar of the bilateral ties<\/strong>.<\/li>\n<li>Our exchanges have <strong>strengthened due to growing convergence<\/strong> on strategic matters and its <strong>significance is growing<\/strong> from the common outlook on <strong>issues of peace, security and stability of the Indo-Pacific Region.<\/strong><\/li>\n<li>During Prime Minister Singh\u2019s visit to Japan in October 2008, two leaders issued &#8220;the <strong>Joint Declaration on Security Cooperation<\/strong> between <strong>Japan and India&#8221;<\/strong>.<\/li>\n<li>There are also various frameworks of <strong>security and defence dialogue<\/strong> between <strong>Japan <\/strong>and <strong>India <\/strong>including the <strong>\u201c2+2\u201d meeting<\/strong>, annual Defense Ministerial Dialogue and Coast Guard-to-Coast Guard dialogue.<\/li>\n<\/ul>\n<ul>\n<li><strong>India and Japan defence forces <\/strong>organize a series of bilateral exercises namely, <strong>JIMEX, SHINYUU Maitri, and Dharma Guardian<\/strong>. Both countries also participate in the Malabar exercise with the USA.<\/li>\n<\/ul>\n<p><strong>Science &#038; Technology<\/strong><\/p>\n<ul>\n<li>Bilateral S&#038;T cooperation was formalized through an Inter-Governmental Agreement signed in 1985.<\/li>\n<li>\u00a0<strong>India-Japan Digital Partnership (IJDP) <\/strong>was launched during the visit of PM Modi to Japan in October 2018 furthering existing areas of <strong>cooperation <\/strong>as well as new initiatives within the scope of cooperation in <strong>S&#038;T\/ICT, focusing more on \u201cDigital ICT Technologies<\/strong>\u201d<\/li>\n<li>Recent initiatives include the establishment of three India-Japan Joint Laboratories in the area of ICT (AI, IoT and Big Data); Initiation of the DST-JSPS Fellowship Programme for the young researchers.<\/li>\n<\/ul>\n<p><strong>Healthcare<\/strong><\/p>\n<ul>\n<li>India\u2019s AYUSHMAN Bharat Programme and Japan\u2019s ASHWIN, both sides had been consulting with each other to identify projects to build the narrative of AHWIN for AYUSHMAN Bharat.<\/li>\n<\/ul>\n<p><strong>Indian Community in Japan<\/strong><\/p>\n<ul>\n<li>In recent years, there has been a change in the composition of the Indian community with the arrival of a large number of professionals, including IT professionals and engineers working for Indian and Japanese firms as well as professionals in management, finance, education, and S&#038;T research.<\/li>\n<\/ul>\n<p><strong>\u00a0Quad alliance<\/strong><\/p>\n<ul>\n<li>Both India and Japan have been expanding cooperation in the Indo-Pacific region bilaterally as well as under the framework of the<strong> Quad grouping.<\/strong>\n<ul>\n<li>Quad is an <strong>informal strategic <\/strong>dialogue between <strong>India, the USA, Japan <\/strong>and <strong>Australia<\/strong> with a shared objective to ensure and support a <strong>\u201cfree, open and prosperous\u201d Indo-Pacific region.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/india\/mou-between-india-japan-to-continue-cooperation-in-atmospheric-science\/articleshow\/81951614.cms\" target=\"_blank\" rel=\"noopener\">Source :TOI<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News Recently, Memorandum of Understanding (MoU) signed between India and Japan in the areas of Academic and Research Cooperation and Exchange.
