{"id":14590,"date":"2021-03-30T00:00:00","date_gmt":"2021-03-30T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/30-03-2021\/unique-land-parcel-identification-number-scheme\/"},"modified":"2021-03-30T00:00:00","modified_gmt":"2021-03-30T00:00:00","slug":"unique-land-parcel-identification-number-scheme","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/30-03-2021\/unique-land-parcel-identification-number-scheme","title":{"rendered":"Unique Land Parcel Identification Number Scheme"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, the <strong>Department of Land Resources<\/strong> (Ministry of Rural Development) has provided information to the <strong>Standing Committee on Rural Development<\/strong> on the<strong> Unique Land Parcel Identification Number<\/strong> (ULPIN) <strong>scheme<\/strong>.<\/p>\n<p><strong>About the Scheme<\/strong><\/p>\n<ul>\n<li>It has been launched in <strong>ten States in 2021<\/strong> and will be <strong>rolled out across the country<\/strong> by <strong>March 2022<\/strong>.<\/li>\n<li>It has been described as \u201c<strong>Aadhaar for land<\/strong>\u201d, in which the central government has the plan to introduce a <strong>14-digit alpha-numeric unique identification number<\/strong> <strong>for every plot of land<\/strong> in the country within a year.<\/li>\n<li>The identification will be based on the<strong> longitude and latitude coordinates<\/strong> of the land parcel and is dependent on<strong> detailed surveys<\/strong> and <strong>geo-referenced cadastral maps<\/strong>.<\/li>\n<li>The unique IDs would be of i<strong>nternational standard<\/strong> and compliance with the<strong> Electronic Commerce Code Management Association<\/strong> (ECCMA) <strong>standard <\/strong>and <strong>Open Geospatial Consortium<\/strong> (OGC) <strong>standards<\/strong>.<\/li>\n<li>The land records database will then<strong> <\/strong>reportedly be <strong>integrated with revenue court records<\/strong> and <strong>bank records<\/strong>.<\/li>\n<li><strong>Costs Involved<\/strong>\n<ul>\n<li><strong>Linking Aadhaar<\/strong> with land records would cost <strong>Rs. 3 per record<\/strong> while <strong>seeding and authentication<\/strong> of landowner Aadhaar data would cost <strong>Rs. 5 each<\/strong>.\n<ul>\n<li>It added that the <strong>integration of the Aadhaar <\/strong>numbers with the land record database would be done on a <strong>voluntary<\/strong> basis.<\/li>\n<\/ul>\n<\/li>\n<li>Creating a <strong>modern land record room<\/strong> in every district would cost <strong>Rs. 50 lakh per district<\/strong>, while the <strong>integration <\/strong>of land records with the <strong>Revenue Court Management System<\/strong> would cost <strong>Rs. 270 crore<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Significance<\/strong>\n<ul>\n<li><strong>Unique and Up-to-Dated Transactions: <\/strong>Ensure uniqueness in all transactions and keep the land records always up-to-date and a link to all property transactions gets established.<\/li>\n<li><strong>Single Window Accessibility:<\/strong> Delivery of citizen services of land records through the single window and sharing of land records data across departments, financial institutions and all stakeholders.<\/li>\n<li><strong>Better Integration and Interoperability:<\/strong> Standardization at data and application-level would bring in effective integration and interoperability across departments. It will provide compatibility so that all states can adopt it easily.<\/li>\n<li><strong>Prevention of Land Fraud:<\/strong> The uniquely identified number will prevent land fraud, especially in rural India, where land records are outdated and often disputed.<\/li>\n<li><strong>Inputs to Other Schemes:<\/strong> These components will enhance the service deliveries to the citizens and will also function as inputs to other schemes of sectors like Agriculture, Finance Disaster Management, etc.\n<ul>\n<li>This is the next step in the <strong>Digital India Land Records Modernisation Programme<\/strong> (DILRMP), which <strong>began in 2008<\/strong> and has been extended several times as its scope grew.<\/li>\n<li>Proper land statistics and land accounting through ULPIN will help develop land banks and lead towards <strong>Integrated Land Information Management System<\/strong> (ILIMS).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/513441912821907840_image.png\" style=\"height:215px; margin-left:150px; margin-right:150px; width:626px\" \/><\/p>\n<p>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0(Image Courtesy: <a href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/policy\/soon-landholdings-will-have-unique-id-numbers\/articleshow\/71174086.cms\" target=\"_blank\" rel=\"noopener\">ET<\/a>)<\/p>\n<table border=\"1\" cellspacing=\"0\" style=\"width:735px\">\n<tbody>\n<tr>\n<td style=\"background-color:#fff2cc; width:468.0pt\">\n<p><strong>Digital India Land Records Modernisation Programme<\/strong><\/p>\n<ul>\n<li>In <strong>2008,<\/strong> two Centrally Sponsored Schemes viz,<strong> Computerisation of Land Records<\/strong> (CLR) and <strong>Strengthening of Revenue Administration and Updating of Land Records<\/strong> (SRA&#038;ULR) were merged into a modified scheme named DILRMP.<\/li>\n<li><strong>Aim<\/strong>\n<ul>\n<li>To usher in a system of updated land records, automated and automatic mutation, integration between textual and spatial records, inter-connectivity between revenue and registration.<\/li>\n<li>To replace the present deeds registration and presumptive title system with that of conclusive titling with a title guarantee.<\/li>\n<\/ul>\n<\/li>\n<li>It has<strong> 3 major components<\/strong> viz,\n<ul>\n<li>Computerization of land record.<\/li>\n<li>Survey\/re-survey.<\/li>\n<li>Computerization of Registration.<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>District <\/strong>has been taken as the <strong>unit of implementation<\/strong>, where all programme activities are to converge.<\/li>\n<li>It was <strong>extended up to 2020-21<\/strong> at a total cost of<strong> Rs. 950 crores<\/strong>. The Department has <strong>proposed a further extension to 2023-24<\/strong>, to complete its original targets as well as expand its ambit with a slew of new schemes.\n<ul>\n<li>Under it, the Department of Land Resources has taken another initiative i.e. the <strong>National Generic Document Registration Syste<\/strong>m (NGDRS), which necessitated its further extension.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>National Generic Document Registration System<\/strong><\/p>\n<ul>\n<li>It has been developed to provide \u201c<strong>One Nation, One Software<\/strong>\u201d for<strong> <\/strong>the <strong>registration of documents and properties<\/strong> to empower citizens.<\/li>\n<li><strong>Benefits:<\/strong> Reduction of land disputes, check on fraudulent transactions, reduced process and time of document registration, etc.<\/li>\n<li>NGDRS software is<strong> expected to improve the ranking of the country in <\/strong>\u201c<strong>ease of doing business<\/strong>\u201d.<\/li>\n<\/ul>\n<p><strong>Electronic Commerce Code Management Association<\/strong><\/p>\n<ul>\n<li>It was established in <strong>April 1999 <\/strong>at the behest of the <strong>United Nations Development Program<\/strong> (UNDP) to merge the<strong> Dun and Bradstreet Standard Product and Services Classification<\/strong> (SPSC) with the<strong> United Nations Common Coding System<\/strong> (UNCCS).<\/li>\n<li>It is a member-based, <strong>international not-for-profit association<\/strong> committed to <strong>improving data quality<\/strong> through the <strong>implementation of international standards<\/strong>.<\/li>\n<li>ECCMA is the current project leader for the development of<strong> ISO 8000<\/strong> and <strong>ISO 22745<\/strong>, which are the international standards for data quality and the exchange of material and service master data.<\/li>\n<\/ul>\n<p><strong>Open Geospatial Consortium<\/strong><\/p>\n<ul>\n<li>It is an<strong> international consortium<\/strong> of more than 500 businesses, government agencies, research organizations, and universities driven to make geospatial (location) information and services <strong>FAIR<\/strong> viz, Findable, Accessible, Interoperable and Reusable.<\/li>\n<li>Its <strong>member-driven consensus process<\/strong> creates <strong>royalty-free<\/strong>,<strong> publicly available<\/strong>, <strong>open geospatial standards<\/strong>.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Source: <a href=\"https:\/\/www.thehindu.com\/news\/national\/unique-id-for-all-land-parcels-by-march-2022-centre\/article34184475.ece\" target=\"_blank\" rel=\"noopener\">TH<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News Recently, the Department of Land Resources (Ministry of Rural Development) has provided information to the Standing Committee on Rural Development on the Unique Land Parcel Identification Number (ULPIN) scheme.
