Commission for Allied and Healthcare Professionals Bill, 2020"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, The Lok Sabha passed the <strong>National Commission for Allied and Healthcare Professions Bill, 2020,<\/strong> to <strong>regulate and standardise <\/strong>the education and practice of allied and <strong>healthcare professionals<\/strong> in India.<\/p>\n<ul>\n<li>The group of allied professionals is large and the Bill is trying to regulate this field by providing dignity to their roles<\/li>\n<\/ul>\n<p><strong>Key Provisions<\/strong><\/p>\n<ul>\n<li><strong>Allied health professional<\/strong>: The Bill defines an \u2018allied health professional\u2019 as an associate, technician or technologist who is trained to <strong>perform any technical<\/strong> and <strong>practical task<\/strong> to support diagnosis and treatment of<strong> illness, disease, injury or impairment<\/strong>, and to support the implementation of any <strong>healthcare treatment and referral plan<\/strong> recommended by a <strong>medical, nursing or any other healthcare professiona<\/strong>l.\n<ul>\n<li>\n<ul>\n<li>Such professionals should have <strong>obtained a diploma or degree<\/strong> under this Bill, the duration of which should be at least <strong>2,000 hours <\/strong>spread over a <strong>period of 2-4 years.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Healthcare professional<\/strong>: A Healthcare professional includes scientist, therapist or another professional who studies, advises, researches, supervises or provides preventive, curative, rehabilitative, therapeutic or promotional health services.\n<ul>\n<li>Such professionals should have obtained a degree under this Act, the duration of which should be at least <strong>3,600 hours spread over a period of 3-6 years.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Allied and healthcare professions:<\/strong>The Bill specifies certain categories of allied and healthcare professions as recognised categories.\u00a0\n<ul>\n<li>These are mentioned in the Schedule to the Bill and include life <strong>science professionals<\/strong>, <strong>trauma and burn care professionals, surgical and anaesthesia<\/strong> related technology professionals, physiotherapists, and nutrition science professionals.<\/li>\n<li>\u00a0\u00a0The central government may amend this Schedule after consultation with the <strong>National Commission for Allied and Healthcare Profession.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>National Commission for Allied and Healthcare Professions<\/strong>:\u00a0 The Bill sets up the National Commission for Allied and Healthcare Professions.\n<ul>\n<li><strong>Composition <\/strong>&#8211;\u00a0 The Chairperson, Vice-Chairperson, five members (at the level of Joint Secretary) representing various Departments\/ Ministries of the central government, one representative from the Directorate General of Health Services, three Deputy Directors or Medical Superintendents appointed on a rotational basis from amongst medical institutions including the AIIMS, Delhi and AIIPMR, Mumbai, and 12 part-time members representing State Councils, among others.<\/li>\n<li><strong>Functions <\/strong>\n<ul>\n<li><strong>Framing policies and standards <\/strong>for<strong> regulating education <\/strong>and <strong>practice.<\/strong><\/li>\n<li><strong>Creating and maintaining<\/strong> an online <strong>Central Register<\/strong> of all<strong> registered professionals.<\/strong><\/li>\n<li>Providing basic standards of <strong>education, courses, curriculum<\/strong>,<strong> staff qualifications, examination, training, the maximum fee payable for various categories.<\/strong><\/li>\n<li>Providing for a uniform entrance and exit examination, among others.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>State Councils:<\/strong> Within six months from the passage of the Bill, state governments will constitute State Allied and Healthcare Councils.\n<ul>\n<li>It will complement the functioning of the National Commission and maintain a State Register.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Establishment of institutions<\/strong>: Prior permission of the State Council will be required to:\n<ul>\n<li>\u00a0Establish a new institution, or open new courses, increase the admission capacity, or admit a new batch of students to existing institutions.\u00a0<\/li>\n<li>If such permission is not sought, then any qualification granted to a student from such an institution will not be recognised under the Bill.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Offences and penalties: <\/strong>Offences Chapter VII of the Bill deals with offences and penalties.\n<ul>\n<li>\u00a0No person is allowed to practice as a qualified allied and healthcare practitioner other than those enrolled in a State Register or the National Register.\u00a0<\/li>\n<li>Any person who contravenes this provision will be punished with a fine of Rs 50,000.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Significance<\/strong><\/p>\n<ul>\n<li>The legislation will increase employment opportunities for the allied and healthcare professionals and provide dignity to their valuable works.<\/li>\n<li>This standardisation will also <strong>improve the distribution <\/strong>of <strong>professionals<\/strong> across the <strong>country, especially in rural and peripheral areas<\/strong>.<\/li>\n<\/ul>\n<p><a
