{"id":14476,"date":"2021-03-20T00:00:00","date_gmt":"2021-03-20T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/20-03-2021\/indias-efforts-towards-act-east-policy\/"},"modified":"2025-04-01T16:18:50","modified_gmt":"2025-04-01T10:48:50","slug":"indias-efforts-towards-act-east-policy","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/20-03-2021\/indias-efforts-towards-act-east-policy","title":{"rendered":"India\u2019s efforts towards Act East Policy"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>The Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER) stated that connectivity is an important element of<strong> Act East Policy<\/strong>.<\/p>\n<p><strong>About Act East Policy<\/strong><\/p>\n<ul>\n<li>The \u2018<strong><a href=\"https:\/\/www.nextias.com\/ca\/current-affairs\/27-02-2025\/india-look-east-policy-transformed-into-act-east\">Act East Policy<\/a><\/strong>\u2019 was announced in November 2014 at the\u00a0 <strong>12th ASEAN-India Summit in 2014 held in Myanmar.<\/strong><\/li>\n<li>Act East Policy is the successor of Look East Policy which was promulgated in 1992.\n<ul>\n<li>Unlike Look East which focussed on Economic Cooperation with ASEAN nations, Act East focuses on the extended neighbourhood in Asia-Pacific and involves Security cooperation as well.<\/li>\n<\/ul>\n<\/li>\n<li>\u00a0It aims at promoting <strong>economic cooperation, <\/strong>connectivity, trade<strong> cultural ties and developing a strategic<\/strong> relationship with<strong> countries in the Indo-pacific region<\/strong> with a <strong>proactive and pragmatic<\/strong> approach and thereby <strong>improving the economic development of the <\/strong>North Eastern Region (NER) which is a gateway to the South-East Asia Region.<\/li>\n<\/ul>\n<ul>\n<li>AEP provides an interface between<strong> North East India <\/strong>including the state of <strong>Arunachal Pradesh and the ASEAN region. <\/strong><\/li>\n<\/ul>\n<p><strong><img decoding=\"async\" style=\"height: 263px; margin-left: 150px; margin-right: 150px; width: 413px;\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/31773268123837852_image.jpg\" \/><\/strong><\/p>\n<p><strong>India\u2019s initiatives to strengthen the Act East Policy <\/strong><\/p>\n<ul>\n<li><strong>Includes <\/strong>\n<ul>\n<li><strong>Agartala-Akhaura Rail Link between India and Bangladesh<\/strong><\/li>\n<li><strong>Intermodal transport linkages<\/strong> and <strong>inland waterways through Bangladesh.<\/strong><\/li>\n<li>K<strong>aladan Multimodal Transit Transport Project <\/strong>&#8211;\n<ul>\n<li>Kaladan transit project in Myanmar\u2019s Rakhine state is seen as crucial to improving connectivity with the landlocked northeastern states<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>Trilateral Highway Project<\/strong> connecting the <strong>North East with Myanmar<\/strong> and <strong>Thailand.<\/strong><\/li>\n<li>Under <strong>India-Japan Act East Forum<\/strong>, projects such as <strong>Road and Bridges<\/strong> and modernization of<strong> Hydro-electric power projects <\/strong>have been undertaken.<\/li>\n<li>Among other initiatives assistance has been extended in the form of <strong>medicines\/medical supplies to ASEAN countries<\/strong> during the <strong>pandemic<\/strong>.<\/li>\n<li>\u00a0India is also implementing <strong>Quick Impact Projects in Cambodia, Laos, Myanmar <\/strong>and <strong>Vietnam <\/strong>to <strong>provide development assistance<\/strong> to <strong>grass-root level <\/strong>communities in the fields of<strong> education, water resources, health etc<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Other initiatives <\/strong>\n<ul>\n<li><strong>Mahabahu-Brahmaputra inland waterway project-<\/strong>\n<ul>\n<li>The launch of <strong>Mahabahu-Brahmaputra<\/strong> will be marked by the <strong>inauguration of the three Ro-pax vessel<\/strong> operations between <strong>Neamati-Majuli Island, North Guwahati-South Guwahati and Dhubri-Hatsingimari.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Dhubri Phulbari bridge <\/strong>\n<ul>\n<li>Foundation stone for a 19-km-long four-lane\u00a0 <strong>Dhubri Phulbari bridge over the Brahmaputra<\/strong><\/li>\n<li>It will be <strong>India\u2019s longest bridge<\/strong> over a river that <strong>connects Dhubri<\/strong> in <strong>Assam and Phulbari in Meghalaya<\/strong>, to be constructed at the cost of Rs 5,000 crore.<\/li>\n<\/ul>\n<\/li>\n<li><strong>National Bamboo Mission<\/strong>\n<ul>\n<li>The Mission envisages <strong>promoting holistic growth<\/strong> of the<strong> bamboo sector <\/strong>by adopting an area-based, regionally differentiated strategy.<\/li>\n<li>The aim is to increase the area under bamboo cultivation and marketing.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Bru or Reang resettlement<\/strong>\n<ul>\n<li>The agreement has been signed between the<strong> Government of India, Government of Tripura and Mizoram and Bru community representatives<\/strong> in New Delhi on 16th January 2020 to put an end to the <strong>23 years old Bru refugee crisis<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Digital North East Vision 2022<\/strong>\n<ul>\n<li>It was launched by the Union Minister for Electronics &amp; IT in Guwahati.<\/li>\n<li>The Vision Document emphasizes <strong>leveraging digital technologies<\/strong> to transform the<strong> lives of people of the northeast<\/strong> and <strong>enhance the ease of living.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>NITI Forum for North East<\/strong>\n<ul>\n<li>\u00a0Focussed attention on the development of NER:<\/li>\n<li>The<strong> forum examines<\/strong> various proposals <strong>both at the Central and the State<\/strong> levels and prepares plans for the speedy development of <strong>the North Eastern Region.<\/strong><\/li>\n<li>The Forum proposed that the development projects in the NER would be based on the concept of <strong>\u201cHIRA\u201d (Highways, Inland Waterways, Railways and Airways)<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<table style=\"width: 624px;\" border=\"1\" cellspacing=\"0\">\n<tbody>\n<tr>\n<td style=\"background-color: #fff2cc; width: 468.0pt;\"><strong>Significance of North East<\/strong><\/p>\n<ul>\n<li><strong>Northeast states<\/strong> are increasingly gaining a <strong>significant strategic value.<\/strong><\/li>\n<li>With ASEAN engagement becoming a <strong>central pillar of India\u2019s foreign policy direction<\/strong>, these states play an important role as the <strong>physical bridge<\/strong> between <strong>India and Southeast Asia.<\/strong><\/li>\n<li>In view of the attractive<strong> natural environment and growing trends <\/strong>of outbound business meets, the NER also offers ample opportunities for the <strong>business tourism segment.<\/strong><\/li>\n<li><strong>Heritage tourism<\/strong> has picked up considerably in the <strong>Region with a participatory approach<\/strong><\/li>\n<\/ul>\n<p><img decoding=\"async\" style=\"height: 300px; margin-left: 150px; margin-right: 150px; width: 300px;\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/759236557915656000_image.png\" \/><\/p>\n<p><strong>What is the Siliguri Corridor?<\/strong><\/p>\n<ul>\n<li>India\u2019s <strong>North East<\/strong> is geographically isolated from the rest of India and is connected to the mainland by a narrow strip of land called the <strong>Siliguri Corridor also known as Chicken\u2019s Neck.<\/strong><\/li>\n<li>\u00a0It is about 200 km long and 60 km wide. At its narrowest, it is just 17 km wide.<\/li>\n<li>The <strong>corridor extends from the Darjeeling, Jalpaiguri and Terai<\/strong> areas of West Bengal towards the <strong>North East.<\/strong><\/li>\n<li>The region is important for trade, commerce and tourism for <strong>West Bengal, Sikkim, Assam, Nepal, Bhutan and Bangladesh.<\/strong><\/li>\n<li>All land trade between the <strong>North East and the rest of the country<\/strong> happens through this corridor<\/li>\n<\/ul>\n<p><strong>Seven Sisters of Northeast India<\/strong><\/p>\n<ul>\n<li>The \u2018<strong>seven sisters<\/strong>\u2019 of Northeast India comprise <strong>Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, and Tripura.<\/strong><\/li>\n<li><strong>Sikkim <\/strong>is also a part of the <strong>Northeast<\/strong> but is not included in the <strong>Seven Sisters <\/strong>because while the other seven states are contiguous, <strong>Sikkim is sort of a neighbour<\/strong>, divided by the<strong> Siliguri Corridor.<\/strong><\/li>\n<li>Sikkim is also referred to as the \u2018<strong>Brother\u2019 of the Seven Sisters<\/strong>.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1705487\" target=\"_blank\" rel=\"noopener\">Source :PIB<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News The Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER) stated that connectivity is an important element of Act East Policy.
