{"id":14380,"date":"2021-03-15T00:00:00","date_gmt":"2021-03-15T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/15-03-2021\/online-fillings-of-national-population-register-npr\/"},"modified":"2021-03-15T00:00:00","modified_gmt":"2021-03-15T00:00:00","slug":"online-fillings-of-national-population-register-npr","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/15-03-2021\/online-fillings-of-national-population-register-npr","title":{"rendered":"Online Fillings of  National Population Register (NPR)"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>The Centre will allow residents to fill columns in the <strong>National Population Register (NPR) <\/strong>forms on their own <strong>through online mode<\/strong>.<\/p>\n<p><strong>Key Points<\/strong><\/p>\n<ul>\n<li>The demographic and other particulars of each family and individual are to be collected\/ updated during the updation exercise of NPR.\n<ul>\n<li>No documents or biometrics would be collected during the renewal of NPR.<\/li>\n<\/ul>\n<\/li>\n<li>The Registrar General of India (RGI) is presently conducting field trials of the first phase of the<strong> Census and the NPR<\/strong> through the <strong>mobile application in one block each, <\/strong>comprising 50-60 households, in all the States and Union Territories.\n<ul>\n<li>The first phase of the decennia<strong>l Census exercise<\/strong> \u2014 the House listing and Housing Census along with updating the NPR was scheduled to be held from April 1, 2020.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<ul>\n<li>\u00a0It was postponed i<strong>ndefinitely due to the COVID-19 <\/strong>pandemic and is unlikely to be held this year.<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>second and main phase of the Census<\/strong> \u2014 the population enumeration \u2014 was to be concluded by <strong>March 5 this year.<\/strong>\n<ul>\n<li>Residents were to be given an option to self enumerate only in the second phase (the population enumeration).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/232023480142224830_image.png\" style=\"height:251px; margin-left:100px; margin-right:100px; width:340px\" \/><\/p>\n<p><strong>About National Population Register<\/strong><\/p>\n<ul>\n<li>It is a Register of usual residents of the country.<\/li>\n<li>It is being prepared at the <strong>local (Village\/sub-Town), sub-District, District, State<\/strong> and <strong>National level <\/strong>under provisions of the <strong>Citizenship Act 195<\/strong>5 and the <strong>Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003<\/strong>.<\/li>\n<li>\u00a0It is mandatory for <strong>every usual resident of India <\/strong>to register in the NPR.\n<ul>\n<li>A <strong>usual resident <\/strong>is defined for the purposes of <strong>NPR as a person<\/strong> who has resided in a <strong>local area for the past 6 months<\/strong> or <strong>more or a person<\/strong> who<strong> intends to reside in that area for the next 6 months or more.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>The Registrar General India shall act as the \u201c<strong>National Registration Authority\u201d<\/strong>, it is also the country\u2019s <strong>Census Commissioner.<\/strong><\/li>\n<li><strong>NPR was first done in 2010 and was later updated in 2015 when it was linked with Aadhar.<\/strong><\/li>\n<\/ul>\n<p><strong>Objective<\/strong><\/p>\n<ul>\n<li>To create a comprehensive identity database of every usual resident in the country. The database would contain demographic as well as biometric particulars.<\/li>\n<\/ul>\n<p><strong>Significance <\/strong><\/p>\n<ul>\n<li>NPR data helps identify the demographics of actual residents who will be direct <strong>beneficiaries of any schemes<\/strong> launched in the area.\n<ul>\n<li>The NPR data will help the government design and adapt schemes like Ayushman Bharat, Jandhan Yojna, or medium of instruction in schools as per the current demographics, thus making the schemes more effective.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Difference between <\/strong><\/p>\n<p><strong>NPR and NRC<\/strong><\/p>\n<ul>\n<li>The National Population Register is a database of people living in India including <strong>foreign citizens,<\/strong> but the National Register of Citizens is a database of Indian citizens.\n<ul>\n<li>The NRC process demands proof of citizenship from the respondents. Those who are found without the proof may face deportation or detention in the long run.\n<ul>\n<li>However, in NPR, there is no need to provide any documentation.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong>NPR and the Census <\/strong><\/p>\n<ul>\n<li>The process of NPR and Census will begin simultaneously, the two databases are not the same.\n<ul>\n<li>The <strong>decennial census<\/strong> is the<strong> largest single source<\/strong> of a <strong>variety of statistical information on different characteristics of the people of India.<\/strong><\/li>\n<li>While NPR only <strong>contains demographic information<\/strong>, more details are required <strong>for census like information on demography, economic activity, literacy<\/strong> and <strong>education, and housing and household amenities among<\/strong> others.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:624px\">\n<tbody>\n<tr>\n<td style=\"background-color:#fff2cc; width:468.0pt\">\n<p><strong>Census <\/strong><\/p>\n<ul>\n<li>The Census is the enumeration of the population of the country.<\/li>\n<li>\u00a0It is being conducted at an interval of 10 years.<\/li>\n<li>The Census 2021 will be the 16th census in the country since the first census happened in 1872. However, it will be the 8th census after Independence.<\/li>\n<li>The census is the basis for reviewing the country&#8217;s progress in the past decade, monitoring the ongoing schemes of the government and planning for the future.<\/li>\n<li>For the first time, the Census 2021 will use the Mobile App for data collection.
