{"id":14354,"date":"2021-03-13T00:00:00","date_gmt":"2021-03-13T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/13-03-2021\/sand-mining\/"},"modified":"2021-03-13T00:00:00","modified_gmt":"2021-03-13T00:00:00","slug":"sand-mining","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/13-03-2021\/sand-mining","title":{"rendered":"Sand Mining"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>The Bihar government banned <strong>sand mining and sand digging <\/strong>near or<strong> around river bridges<\/strong> in a move to <strong>check illegal sand mining<\/strong> that threatens bridges in the rivers.<\/p>\n<p><strong>About<\/strong><\/p>\n<ul>\n<li>The state road construction department on March 10, 2021, issued an order<strong> banning sand mining<\/strong> <strong>around bridges in rivers <\/strong>and those<strong> under construction across the state<\/strong>.<\/li>\n<li>The activity will be banned a<strong>round bridges 500 metres up<\/strong> and downstream.\n<ul>\n<li>Most complaints were reported in rivers flowing in south Bihar, including Falgu, Panchane, Sakri, Sone, Punpun, Badua, Chanan and Goithwa.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>What is Sand mining?<\/strong><\/p>\n<ul>\n<li>Sand mining is the <strong>process of extracting sand <\/strong>through an open pit but <strong>sometimes mined from inland dunes from oceans, riverbeds and beaches.<\/strong><\/li>\n<li>\u00a0It is defined under section 3(e) of the <strong>mines and mineral development and regulation act,1957.<\/strong><\/li>\n<\/ul>\n<p><strong>Usage <\/strong><\/p>\n<ul>\n<li>The extracted sand can be used for various types of manufacturing, such as concrete used in the c<strong>onstruction of buildings and other structures.<\/strong><\/li>\n<li>The use of sand for cement-making in industrial projects has generated significant demand in India.<\/li>\n<li>The sand can also be used as an <strong>abrasive or can be mixed with salt<\/strong> and applied to <strong>icy roads to reduce the melting point of ice.<\/strong><\/li>\n<\/ul>\n<p><strong>Concerns <\/strong><\/p>\n<ul>\n<li>Sand mining damages the <strong>ecosystem of rivers<\/strong> and the <strong>safety of bridges<\/strong>, weakens <strong>riverbeds, destroys natural habitats<\/strong> of organisms<strong> living on riverbeds, affects fish breeding and migration, and increases saline <\/strong>water in the rivers<\/li>\n<li>\u00a0Lack of enforcement for <strong>sand-mining regulation<\/strong>s and <strong>insufficient subsidy programs<\/strong> for affected <strong>communities detrimentally impact coastal welfare.<\/strong>\n<ul>\n<li>The sand mafia, a network of criminal syndicates that illegally mine sand, has proven especially destructive, with attempts to curtail their behaviour often leading to violent altercations.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Beaches, dunes, and sandbank<\/strong>s act as barriers to <strong>flooding<\/strong>. When <strong>sand mining removes<\/strong> such barriers, areas near the <strong>sea or river become more prone to flooding<\/strong>.<\/li>\n<li>Sand mining <strong>destroys the aesthetic beauty <\/strong>of beaches and river banks, and also makes the <strong>ecological system in these areas unstable<\/strong>. If such beaches and riverside areas are popular <strong>tourist destinations, then the tourism potential <\/strong>of such<strong> areas will be lost.<\/strong><\/li>\n<li>A recent study by the World Wide Fund for Nature (WWF) shows mining is responsible for a 90 per cent drop in sediment levels in major Asian rivers, including the Ganges, Brahmaputra, Meghna, Mekong and Yangtze.\n<ul>\n<li>This has resulted in the <strong>shrinking of the delta regions<\/strong> of these rivers, leaving <strong>local people extremely vulnerable to floods, land loss, contaminated drinking water and crop damage.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Initiatives taken<\/strong><\/p>\n<ul>\n<li>The <strong>Mines and Minerals (Development and Regulation) Act, 1957<\/strong> has empowered state governments to make rules to prevent illegal mining, transportation and storage of minerals.<\/li>\n<li>The <strong>National Green Tribunal in 2020<\/strong> constituted a fresh committee to probe the allegations of <strong>illegal sand mining<\/strong> being carried out <strong>using heavy machines<\/strong> in the Son river.<\/li>\n<li>The <strong>Enforcement and Monitoring Guidelines for Sand Mining 2020<\/strong> released by the\u00a0 <strong>Ministry of Environment, Forests and Climate Change<\/strong> include directions to states to carry out <strong>river audits, put detailed survey reports<\/strong> of<strong> all mining areas online <\/strong>and in the <strong>public domain, conduct replenishment studies of river bed<\/strong>s,<strong> constantly monitor mining with drones<\/strong>, <strong>aerial surveys, ground surveys<\/strong> and set up dedicated task forces at district levels.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/mining\/bihar-government-bans-sand-mining-near-river-bridges-75908#:~:text=The%20Bihar%20government%20has%20banned,threatens%20bridges%20in%20the%20rivers.&#038;text=The%20activity%20will%20be%20banned,downstream%2C%20according%20to%20the%20notice.\" target=\"_blank\" rel=\"noopener\">Source :DTH<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News The Bihar government banned sand mining and sand digging near or around river bridges in a move to check illegal sand mining that threatens bridges in the rivers.
