{"id":14302,"date":"2021-03-10T00:00:00","date_gmt":"2021-03-10T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/10-03-2021\/vaccine-passports\/"},"modified":"2021-03-10T00:00:00","modified_gmt":"2021-03-10T00:00:00","slug":"vaccine-passports","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/10-03-2021\/vaccine-passports","title":{"rendered":"Vaccine Passports"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently,<strong> Israel <\/strong>became the<strong> first country<\/strong> <strong>to introduce vaccine passports<\/strong>.<\/p>\n<p><strong>About Vaccine Passport<\/strong><\/p>\n<ul>\n<li>It is a <strong>certification system<\/strong> that allows those who have been <strong>vaccinated against Covid-19 to travel and access certain public facilities<\/strong> such as restaurants, gyms, and hotels in a country.<\/li>\n<li>Even though the nomenclature comes from passports, most of the vaccine passports have been <strong>envisaged as digital documents<\/strong>.<\/li>\n<li>These are supposed to<strong> function as proof <\/strong>that the holder has been <strong>vaccinated against Covid-19<\/strong> and is, <strong>therefore<\/strong>, \u201c<strong>safe<\/strong>\u201d.<\/li>\n<li>These will also <strong>digitise vaccination records<\/strong> across countries.<\/li>\n<li>While countries have<strong> begun accepting proofs of vaccination to bypass quarantine<\/strong> norms, a <strong>common and universally accepted version<\/strong> is <strong>yet to emerge<\/strong>.<\/li>\n<li><strong>Beneficiaries<\/strong>\n<ul>\n<li>Tourism and the hospitality industries.<\/li>\n<li>International air travel and the World economy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Existing Similar Provisions<\/strong><\/p>\n<ul>\n<li><strong>Several associations and non-profit organisations<\/strong> (NPOs) have been issuing their own versions for international travel.<\/li>\n<li>The <strong>International Air Transport Association<\/strong> (a global trade body representing airlines) is developing an app called \u2018<strong>IATA Travel Pass<\/strong>\u2019 that will <strong>provide airlines and other aviation industry stakeholders with a common platform to check<\/strong> for the proof of vaccination and its validity.<\/li>\n<li>The non-profit <strong>Commons Project<\/strong> is testing the \u2018<strong>CommonPass<\/strong>\u2019 app, which <strong>contains a passenger\u2019s vaccination record<\/strong>.<\/li>\n<\/ul>\n<p><strong>Concerns Highlighted<\/strong><\/p>\n<ul>\n<li>The <strong>World Health Organisation<\/strong> (WHO) has highlighted that vaccine passports should not be introduced because there are <strong>still critical unknowns regarding the efficacy of vaccination<\/strong> in reducing transmission.<\/li>\n<li>Due to<strong> <\/strong>the <strong>limited availability of vaccines<\/strong>, <strong>preferential vaccination<\/strong> of travellers could <strong>result in inadequate supplies of vaccines for priority populations<\/strong> considered at high risk.<\/li>\n<li>The requirement of vaccination as a condition for travel has the <strong>potential to hinder equitable global access to a limited vaccine supply<\/strong> and would be <strong>unlikely to maximize the benefits of vaccination<\/strong> for individual societies and overall global health.<\/li>\n<li><strong>Privacy concerns have also been raised <\/strong>as there is a possibility that these digital certificates could be <strong>used by authorities to track the movement <\/strong>of their holders.<\/li>\n<li>However, a major difficulty in implementation will be the<strong> lack of uniformity across jurisdictions<\/strong> in the requirement and issuance of proofs of vaccination.<\/li>\n<\/ul>\n<p><strong>Way Forward<\/strong><\/p>\n<ul>\n<li><strong>Vaccination proof <\/strong>can be produced in the form of a <strong>vaccination certificate<\/strong>, called an <strong>International Certification of Vaccine or Prophylaxis<\/strong> (ICVP) which can be<strong> carried in hand luggage<\/strong>, hence no requirement to put Covid-19 information online.<\/li>\n<li>Vaccine certificates, which are fundamentally different from vaccine or <a href=\"https:\/\/www.nextias.com\/current-affairs\/12-02-2021\"><strong>immunity passports<\/strong><\/a>, may be an <strong>effective way to start lifting physical distancing measures<\/strong>, but this can also be implemented once a vaccine is administered.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/indianexpress.com\/article\/explained\/coronavirus-vaccine-passports-who-nternational-travel-7221658\/\" target=\"_blank\" rel=\"noopener\">Source: IE<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News Recently, Israel became the first country to introduce vaccine passports.
