ISRF Programme<\/h3>\n<\/td>\n

  • Recently Some scholars<\/strong> from six countries<\/strong> have been awarded<\/strong> a fellowship to conduct research in science<\/strong> and technology in Indian institutes and universities.<\/strong>\n
      \n
    • These scholars have been selected for India Science and Research Fellowship (ISRF) <\/strong>2021 based on the research proposal, experience, academic merit and publication record.<\/strong><\/li>\n<\/ul>\n<\/li>\n
    • The Department of Science and Technology (DST) has launched ISRF Programme for Afghanistan, Bangladesh, Bhutan, Maldives, Myanmar, Nepal, Sri Lanka, Thailand <\/strong>researchers to work in Indian universities and research institutions.<\/strong><\/li>\n
    • ISRF <\/strong>has been implemented since 2015<\/strong>, and as of now, five calls have been announced <\/strong>in this programme with the participation of young researchers from these countries.<\/strong><\/li>\n
    • ISRF provides an opportunity to young researchers<\/strong> from neighbouring countries<\/strong> to get access to the state-of-the-art facilities<\/strong> available in the Indian institutes\/universities.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Government e-Market (GeM) Portal<\/h3>\n<\/td>\n

  • It is the national public procurement portal<\/strong> that offers end to end solutions<\/strong> for all procurement needs <\/strong>of Central and State Government Departments, autonomous institutions, Public Sector Units (PSUs) and local bodies.<\/strong><\/li>\n
  • It was launched in 2016 and operates under the Ministry of Commerce and Industry<\/strong>.<\/li>\n<\/ul>\n
      \n
    • The portal provides a wide range of products from office stationery to vehicles.<\/strong>\n
        \n
      • Automobiles, computers<\/strong> and office furniture<\/strong> are currently the top product categories. <\/strong><\/li>\n<\/ul>\n<\/li>\n
      • At present government departments, ministries, public sector units, state governments, and Central Armed<\/strong> Police Forces are allowed to carry out transactions through this portal<\/strong>.<\/li>\n<\/ul>\n

        • GeM aims to enhance transparency, efficiency and speed in public procurement.<\/strong><\/li>\n
        • \u00a0It provides the tools of e-bidding,<\/strong> reverses e-auction <\/strong>and demand aggregation to facilitate the government users, achieving the best value for their money.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Outcome-Based Budget<\/h3>\n<\/td>\n

  • The outcome budget is a progress card <\/strong>on what various departments have done <\/strong>with the amount assigned in the previous annual budget<\/strong>. It measures the outcomes of all government<\/strong> programmes and whether the money<\/strong> has been spent for the purpose it was sanctioned<\/strong>.<\/li>\n
  • It was first introduced in 2005-06<\/li>\n
  • Under this mechanism, each ministry handling a sector is required to present a preliminary outcome budget to the Ministry of Finance.<\/li>\n
  • This budget is presented with the objective of establishing a correlation between the outlay, output and outcome of the budget.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Pench National Park<\/h3>\n<\/td>\n

  • Location:<\/strong> Covers a total area of 758 sq. km<\/strong> in the southern part of Madhya Pradesh<\/strong> (Seoni and Chhindwara districts), which also shares a boundary with Maharashtra<\/strong>.\n

    • An additional area of 257 sq km lies in Maharashtra <\/strong>as well.<\/li>\n<\/ul>\n<\/li>\n
    • History<\/strong>\n

      • Pench was declared as a sanctuary <\/strong>in 1965 <\/strong>but in 1975<\/strong>, it rose to the status of a National Park<\/strong>.<\/li>\n
      • It was established as a tiger reserve<\/strong> in 1992 <\/strong>and now is working under Project Tiger<\/strong>.\n

        • Project Tiger is an initiative started by the Government of India where the protection and conservation of tigers is the primary aim.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
        • Flora<\/strong>\n

          • Mahua, White Kulu, Salai, Saja, Bijiyasal, Dhaora, Amaltas and many other. Apart from trees, the park is filled with grasslands, plants and saplings.<\/li>\n<\/ul>\n<\/li>\n

            • Royal Bengal tiger, jackal, peafowl, wild dog, wild boar, sloth bear, Indian leopard, fox, striped hyena, monkey, gaur, barking deer, four-horned antelope, Indian wolf, and more such species.<\/li>\n<\/ul>\n<\/li>\n

                • The park finds mention in \u2018The Jungle Book<\/strong>\u2019, written by the renowned English Author Rudyard Kipling<\/strong> in 1894<\/strong>.\n

No-Confidence Motion<\/h3>\n<\/td>\n

  • Rule 198 of the Rules of Procedure and Conduct o<\/strong>f Lok Sabha specifies the procedure<\/strong> for moving a no-confidence motion.<\/li>\n
  • It can be moved only in the Lok Sabha<\/strong> and not Rajya Sabha<\/strong>.<\/li>\n
  • If any member <\/strong>of the House feels that the government in power does not have a majority then he\/she can move a no-confidence motion<\/strong>.\n
      \n
    • The member need not give a reason<\/strong> for moving the no-confidence motion.<\/li>\n<\/ul>\n<\/li>\n
    • The member has to give written notice of the motion before 10 am<\/strong> which will be read out by the Speaker in the House.<\/li>\n
    • A minimum of 50 members have to accept<\/strong> the motion and accordingly, the Speaker will announce the date for discussion for the motion.<\/li>\n
    • The allotted date has to be within 10 days from the day<\/strong> the motion is accepted<\/strong>. Otherwise, the motion fails<\/strong> and the member who moved the motion will be informed about it.<\/li>\n
    • If the motion is accepted<\/strong>, then the party in power has to prove its majority<\/strong> in the House.<\/li>\n
