Enchanting Ladakh<\/h3>\n<\/td>\n

  • It is the annual handloom and handicraft expo<\/strong>, held at Dilli Haat<\/strong>.<\/li>\n
  • It is organised by the UT\u2019s Department of Industries and Commerce<\/strong> to promote handicrafts of the region.<\/li>\n
  • It has a wide variety of products <\/strong>that showcase the work of over 70 artisans from different parts of Ladakh<\/strong>.<\/li>\n
  • Their uniquely crafted handloom and handicraft products<\/strong> include pashmina shawls (called Lena<\/em>), clay models, dry fruits, hand-knitted items and seabuckthorn products.<\/li>\n
  • The products provide a platform<\/strong> to artisans from remote villages of Kargil and Leh, showcase their crafts <\/strong>& expose them to the commercial world<\/strong> while instilling a sense of confidence<\/strong> in them.<\/li>\n
  • All the proceeds will go directly to the artisans<\/strong> and the UT administration takes care of all the boarding and lodging<\/strong> in Delhi.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Pradhan Mantri Van Dhan Yojana (PMVDY)<\/h3>\n<\/td>\n

  • It is also known as the Van Dhan Scheme<\/strong> and was launched on 14th April 2018<\/strong>.\n
      \n
    • It is a component of the \u2018Mechanism for Marketing of Minor Forest Produce <\/strong>(MFP) through Minimum Support Price<\/strong> (MSP) and Development of Value Chain for MFP<\/strong>\u2019.<\/li>\n<\/ul>\n<\/li>\n
    • It is an initiative of the Ministry of Tribal Affairs<\/strong>.<\/li>\n
    • The Tribal Cooperative Marketing Development Federation of India<\/strong> (TRIFED) as the nodal agency<\/strong> at the National level.\n
        \n
      • TRIFED is the apex national organisation<\/strong> involved in the improvement of the livelihood and empowerment of these tribal people<\/strong>.<\/li>\n<\/ul>\n<\/li>\n
      • It is a 100% centrally funded<\/strong> scheme.<\/li>\n
      • Aims: <\/strong>To improve tribal income through value addition of MFP like non-timber items such as bamboo and other grasses, edible or useful roots, seeds, fruits, flowers and plants, etc.\n
          \n
        • Collection and sale of MFPs contribute 40-60 % of tribal annual earnings and further value addition helps in tripling or quadrupling their income.<\/li>\n<\/ul>\n<\/li>\n
        • Locations<\/strong>, MFPs <\/strong>and tribal gatherers<\/strong> are identified and transformed<\/strong> into entrepreneurs.<\/li>\n
        • A large number of tribal community owned Van Dhan Vikas Kendras<\/strong> (VDVKs) have been set up in predominantly forested tribal districts.\n
            \n
          • A \u2018Kendra<\/strong>\u2019 generally constitute 15 tribal Self Help Groups<\/strong> (SHGs), each comprising up to 20 tribal non-timber MFP gatherers or artisans, i.e. about 300 beneficiaries per Van Dhan Kendra.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Double Taxation Avoidance Agreement (DTAA)<\/h3>\n<\/td>\n

\n
    \n
  • It is a tax treaty<\/strong> signed between 2 or more countries to help taxpayers avoid paying double taxes on the same income.<\/li>\n
  • It is applicable in cases where an individual is a resident of one nation, but earns income in another<\/strong>.<\/li>\n
  • Needed when there is a free flow of trade, investment, and transfer of technology between two countries because\n
      \n
    • Both countries have the right to tax the person and there is ample probability of double taxation which is unfair to the person\/ entity doing business.<\/li>\n<\/ul>\n<\/li>\n
    • There are more than 85 nations with whom India has signed DTAA as per different media reports.<\/li>\n<\/ul>\n

      \u00a0<\/p>\n

      Two broad types of DTAAs<\/strong><\/p>\n

        \n
      • Comprehensive<\/strong>, meaning it encompasses income from all sources.\n
          \n
        • Eg: India\u2019s DTAAs with Australia, Canada, Germany, Mauritius, Singapore, UAE, the UK and the US<\/li>\n<\/ul>\n<\/li>\n
        • Limited to earnings in some specific sectors<\/strong>, such as shipping, airlines, inheritance etc.\n
            \n
          • Eg. Air transport pact with Afghanistan.<\/li>\n
          • DTAA on capital gains with Cyprus, Singapore and Egypt, etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
              \n
            • Advantages to Business<\/strong>\n
                \n
              • Not getting subjected to double taxation on the same income.<\/li>\n
              • tax neutrality companies.<\/li>\n
              • Low Tax deduction at source or TDS (i.e. lower withholding tax<\/strong>)<\/li>\n
              • Most DTAA provide for tax credits<\/strong> in the country of operations or the source to avoid double taxation.<\/li>\n
              • Tax exemption and Tax rate concessions<\/li>\n<\/ul>\n<\/li>\n
              • Advantages to Government<\/strong>\n
                  \n
                • Reducing the possibility of tax evasion in both or either of the signatory countries.<\/li>\n
                • Making each country more attractive to investors of the other.<\/li>\n<\/ul>\n<\/li>\n
                • In News<\/strong>\n
                    \n
                  • NRIs and foreign nationals stuck in India due to the Covid-19 pandemic and facing double taxation can submit the details to the Income Tax Department by March 31 to avail relief.<\/li>\n
                  • A CBDT circular<\/strong> provided for appeal to Principal Chief Commissioner of Income-tax (International Taxation)<\/strong>, if any individual is facing double taxation even after claiming the relief provided by DTAA.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Contempt of Court<\/h3>\n<\/td>\n

    \n
  • Contempt of Court Act of 1971<\/strong> defines 2 types:\n
      \n
    • Civil contempt:<\/strong> Wilful disobedience to any judgment, decree, direction, order, writ or other process of a court or wilful breach of an undertaking given to a court.<\/li>\n
    • Criminal contempt:<\/strong> Publication or any act scandalising or lowering authority of court or interfering with any judicial proceeding or obstructing administration of justice in any other manner.<\/li>\n
    • In general, prior permission of the Attorney General<\/strong> is required for filing Criminal Contempt<\/strong> Cases.\n
        \n
      • However, as stated in Prashant Bhushan Case, courts can also take Suo moto cognizance as per Article 129<\/strong>.<\/li>\n
      • Civil Contempt doesn\u2019t require such prior permission.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
      • 2006 Amendment:<\/strong> Included \u201ctruth and good faith\u201d as a defence.\n
          \n
        • Punishments granted only if<\/strong> the act of the other person substantially interferes, or tends to interfere with the due course of justice.<\/li>\n<\/ul>\n<\/li>\n
        • Punishment:<\/strong> Imprisonment upto 6 months or fine of Rs. 2000 or both.<\/li>\n
        • Recently, Telangana High Court has sentenced Rajanna- Sircilla Collector and two others with 3 months\u2019 jail for contempt case.<\/li>\n
        • **Note**: \u2018Contempt of Court\u2019 is not defined in the Constitution but the word has been mentioned over there. It\u2019s definition comes from Contempt of Court Act, 1971.<\/strong><\/li>\n
        • Criticism<\/strong>\n

            • High numbers of contempt cases pending delays the justice administration by an already overburdened judiciary.<\/li>\n<\/ul>\n<\/li>\n
            • View of Law Commission, 2018<\/strong>\n

              • The contempt powers are derived from Article 129 and Article 215 of Constitution rather than just 1971 Act.\n
                  \n
                • Article 129:<\/strong> The Supreme Court shall be a court of record and shall have all the powers of such a court including the power to punish for contempt of itself.<\/li>\n
                • Article 215:<\/strong> Every High Court shall be a court of record and shall have all the powers of such a court including the power to punish for contempt of itself.<\/li>\n<\/ul>\n<\/li>\n
                • India has a high number of criminal contempt cases, while the last contempt in the UK was recorded in 1931.\n
                    \n
                  • It may be a reason for its abolition in the UK.<\/li>\n<\/ul>\n<\/li>\n
                  • The Commission observed that abolishing the offence in India would leave a legislative gap.<\/li>\n
                  • Diluting the Act would expose the subordinate judiciary<\/strong> to acts of contempt of court.<\/li>\n
                  • Adequate safeguards to exclude instances which may not amount to criminal contempt are already in place in 1971 Act.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

  • It is an apex body established by the Government of India (Department of Higher Education, Ministry of Human Resource Development)<\/strong> in the year 1957.<\/li>\n
  • Objectives <\/strong>\n

    • To produce and encourage<\/strong> the production of good literature in English, Hindi and other Indian languages.<\/strong><\/li>\n<\/ul>\n<\/li>\n
    • To make such literature available at moderate prices to the public a<\/strong>nd to bring out book catalogues, arrange book fairs\/exhibitions and seminars and take all necessary steps to make the people book minded.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n

Minimum Support Price<\/h3>\n<\/td>\n

  • It is a form of market intervention<\/strong> by the Government of India<\/strong> to insure agricultural producers against <\/strong>any sharp fall in farm prices<\/strong>.<\/li>\n
  • It is announced by the Government of India at the beginning of the sowing season for certain crops<\/strong> on the basis of the recommendations of the Commission for Agricultural Costs and Prices (CACP). <\/strong>\n

    • The CACP takes into account demand and supply, t<\/strong>he cost of production and price trends <\/strong>in the market among other things when fixing MSPs<\/strong>.<\/li>\n<\/ul>\n<\/li>\n

Gujarat International Finance Tec (GIFT) City<\/h3>\n<\/td>\n

  • The GIFT City project was conceptualised in 2007. <\/strong><\/li>\n
  • However, the actual groundwork of the project, originally a joint venture between the Gujarat Urban Development Company Ltd<\/strong> and Infrastructure Leasing and Financial Services Ltd (IL&FS),<\/strong> started in October 2011 as the global meltdown following the Lehman crisis adversely impacted the project.<\/strong><\/li>\n<\/ul>\n
