{"id":14196,"date":"2021-03-03T00:00:00","date_gmt":"2021-03-03T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/03-03-2021\/marine-spatial-planning\/"},"modified":"2021-03-03T00:00:00","modified_gmt":"2021-03-03T00:00:00","slug":"marine-spatial-planning","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/03-03-2021\/marine-spatial-planning","title":{"rendered":"Marine Spatial Planning"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, <strong>India and Norway<\/strong> have agreed to<strong> jointly work in the area of Marine Spatial Planning<\/strong> (MSP) in the oceanic space for the <strong>next five years<\/strong>.<\/p>\n<ul>\n<li>This is a part of the <strong>Indo-Norway Integrated Ocean Initiative<\/strong> under the Memorandum of Understanding (MoU) signed between the two countries in <strong>2019<\/strong>.<\/li>\n<\/ul>\n<p><strong>About Marine Spatial Planning<\/strong><\/p>\n<ul>\n<li>It is a <strong>public process <\/strong>of <strong>analyzing and allocating<\/strong> the spatial and temporal distribution of human activities in marine areas.<\/li>\n<li>It aims to achieve <strong>ecological, economic, and social objectives<\/strong>.<\/li>\n<li><strong>Elements:<\/strong> Planning along with additional elements of implementation, enforcement, monitoring, evaluation, research, public participation, and financing, all of which must be present to carry out effective management over time.<\/li>\n<li><strong>Outcomes:<\/strong> The process should result in a <strong>spatial vision and a comprehensive management plan<\/strong> for a marine area to achieve that vision.<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/502985985115759550_image.png\" style=\"height:300px; width:624px\" \/><\/p>\n<p>(Image Courtesy: <a href=\"https:\/\/pipap.sprep.org\/content\/01-what-marine-spatial-planning\" target=\"_blank\" rel=\"noopener\">PIPAP<\/a>)<\/p>\n<p><strong>Major Highlights<\/strong><\/p>\n<ul>\n<li>MSP will be implemented by the <strong>Ministry of Earth Sciences<\/strong> (MoES) through<strong> National Centre for Coastal Research<\/strong> (NCCR) for India and the <strong>Norwegian Environment Agency<\/strong> through the <strong>Ministry of Foreign Affairs, Norway<\/strong>.<\/li>\n<li><strong>Aim: <\/strong>To ensure that human activities at sea take place in an efficient, safe and sustainable manner in areas such as energy, transportation, fisheries, aquaculture, tourism, etc.<\/li>\n<li>In its primary phase, NCCR will develop an <strong>MSP framework for Puducherry and Lakshadweep<\/strong>.\n<ul>\n<li>These sites have been chosen due to their <strong>setups with unique opportunities for multiple sectors<\/strong> such as <strong>industries<\/strong>, <strong>fisheries<\/strong>, <strong>tourism<\/strong>, etc.<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>Government of India&#8217;s initial investments<\/strong> for undertaking the studies and planning are estimated to be around<strong> Rs. 8-10 crores per annum<\/strong>.\n<ul>\n<li>In the <strong>future<\/strong>, the MSP framework of these two areas <strong>can be replicated in other coastal regions<\/strong> of the country.<\/li>\n<\/ul>\n<\/li>\n<li>Both countries have decided to <strong>extend support for sustainable ocean resources utilisation<\/strong> to <strong>advance economic and social development <\/strong>in coastal areas.<\/li>\n<li>The <strong>World Bank <\/strong>and the <strong>United Nations Environment Programme<\/strong> (UNEP) have also shown <strong>interest in supporting MoES<\/strong> in conducting MSP.<\/li>\n<\/ul>\n<p><strong>Significance<\/strong><\/p>\n<ul>\n<li>It will <strong>aid the development of multiple economic sectors<\/strong> and <strong>stakeholders<\/strong> in a greater number of coastal areas of India.<\/li>\n<li>MSP is globally identified as a <strong>tool for sustainable and integrated ocean management<\/strong>.<\/li>\n<li>It is a <strong>noted area for work in India\u2019s (draft) Blue Economic Policy<\/strong>, which is under development by MoES.\n<ul>\n<li>The Government of India\u2019s<strong> vision of New India by 2030<\/strong> highlights the <a href=\"https:\/\/blog.nextias.com\/blue-economy-significance-challenges\" target=\"_blank\" rel=\"noopener\"><strong>blue economy<\/strong><\/a><strong> as one of the core dimensions of growth<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>MSP is <strong>not an end in itself<\/strong>, but a <strong>practical way to create and establish a more rational use <\/strong>of marine space and the interactions among its uses.<\/li>\n<li>It<strong> balances demands for development <\/strong>with the need to protect the environment, and<strong> delivers social and economic outcomes<\/strong> in an open and planned way.<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:624px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:6.5in\">\n<p><strong>National Centre for Coastal Research<\/strong><\/p>\n<ul>\n<li>The <strong>Department of Ocean Development <\/strong>(DOD) established a <strong>Project Directorate<\/strong> at <strong>Chennai <\/strong>in <strong>1998 <\/strong>to implement the<strong> Environment Management Capacity Building <\/strong>(EMCB) programme and other related researches.<\/li>\n<li>In order to <strong>provide a long-term organisational framework <\/strong>to continue these research activities, the <strong>Project Directorate<\/strong> is <strong>designated as the NCCR, an attached office <\/strong>of MoES.<\/li>\n<li><strong>Objectives: <\/strong>To develop and improve the country&#8217;s capabilities in addressing the challenging problems prevailing in the coastal zone, which have societal, economical and environmental implications.<\/li>\n<li>NCCR has also developed <strong>coastal management plans<\/strong> for <strong>Chennai<\/strong>, <strong>Goa<\/strong>, and <strong>Gulf of Kachchh<\/strong> which proved successful.<\/li>\n<\/ul>\n<p><strong>Blue Economy<\/strong><\/p>\n<ul>\n<li>The concept seeks to<strong> promote economic growth<\/strong>, <strong>social inclusion<\/strong> and the <strong>preservation or improvement of livelihoods<\/strong> while at the same time ensuring <strong>environmental sustainability<\/strong> of the oceans and coastal areas.<\/li>\n<li><strong>Evolution:<\/strong> The idea got a boost from Gunter Pauli\u2019s book, \u201cThe Blue Economy: 10 years, 100 innovations, 100 million jobs\u201d.<\/li>\n<li>The blue economy <strong>consists of sectors whose returns are linked to the living \u201crenewable\u201d resources of the oceans<\/strong> (such as fisheries) as well as those related to <strong>non-living and therefore \u201cnon-renewable\u201d resources<\/strong> (including extractive industries, such as dredging, seabed mining, and offshore oil and gas, when undertaken in a manner that does not cause irreversible damage to the ecosystem).<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p><strong><img decoding=\"async\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/102011162371585400_image.png\" style=\"height:342px;
