{"id":14182,"date":"2021-03-03T00:00:00","date_gmt":"2021-03-03T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/03-03-2021\/joint-comprehensive-plan-of-action\/"},"modified":"2021-03-03T00:00:00","modified_gmt":"2021-03-03T00:00:00","slug":"joint-comprehensive-plan-of-action","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/03-03-2021\/joint-comprehensive-plan-of-action","title":{"rendered":"Joint Comprehensive Plan Of Action"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, the US has highlighted its <strong>wish to revive the Joint Comprehensive Plan of Action<\/strong> (JCPOA), also known as the<strong> Iran nuclear deal<\/strong>.<\/p>\n<p><strong>Joint Comprehensive Plan of Action<\/strong><\/p>\n<ul>\n<li>In <strong>2015<\/strong>, Iran agreed on a<strong> long-term deal on its nuclear programme<\/strong> with a group of world powers known as the<strong> P5+1<\/strong> (the US, UK, France, China, Russia and German).<\/li>\n<li>Under it, Iran agreed to <strong>significantly cut its stores of key components for nuclear weapons like centrifuges<\/strong>,<strong> enriched uranium<\/strong> and <strong>heavy-water<\/strong>.\n<ul>\n<li>Iran would only have enough enriched uranium to maintain its energy needs, without having the ability to build a nuclear bomb.<\/li>\n<\/ul>\n<\/li>\n<li>It also agreed to <strong>dismantle much of its nuclear programme<\/strong> and <strong>open its facilities to more extensive international inspections<\/strong> <strong>in exchange for<\/strong> billions of dollars\u2019 worth of <strong>sanctions relief<\/strong>.<\/li>\n<li>The <strong>International Atomic Energy Agency<\/strong> (IAEA) played an important role in enforcing the deal, keeping a check on Iran and inspections.<\/li>\n<\/ul>\n<p><strong>Earlier Sanctions on Iran<\/strong><\/p>\n<ul>\n<li>The<strong> United Nations <\/strong>(UN), the <strong>US<\/strong> and the <strong>European Union<\/strong> (EU) imposed <strong>sanctions to force Iran to halt uranium enrichment<\/strong>.<\/li>\n<li>It <strong>crippled Iran\u2019s economy<\/strong>, costing it more than USD 160 billion in oil revenue from 2012 to 2016 alone.<\/li>\n<li><strong>Under JCPOA<\/strong>, Iran gained access to more than USD 100 billion in assets frozen overseas and was<strong> able to resume selling oil on international markets<\/strong> and <strong>using the global financial system<\/strong> for trade.<\/li>\n<\/ul>\n<p><strong>US\u2019s Withdrawal and Reinstated Sanctions<\/strong><\/p>\n<ul>\n<li>In<strong> May 2018<\/strong>, the <strong>US <\/strong>under President Donald Trump,<strong> abandoned the deal<\/strong>.\n<ul>\n<li>The US held that the deal <strong>failed to address the threat of Iran\u2019s missile programme<\/strong> and <strong>did not include a strong enough mechanism for inspections and verification<\/strong> of Iran&#8217;s nuclear sites.<\/li>\n<\/ul>\n<\/li>\n<li>In <strong>November 2018<\/strong>, he<strong> reinstated sanctions <\/strong>targeting both Iran and states that trade with it.<\/li>\n<li>It resulted in a <strong>downturn in Iran&#8217;s economy<\/strong>, pushing the value of its currency to record lows, quadrupling its annual inflation rate, driving away foreign investors and triggering protests.<\/li>\n<li>The<strong> UK, Germany and France opposed the sanctions<\/strong> and<strong> set up an alternative payment mechanism<\/strong> aimed at helping international companies trade with Iran without facing US penalties.<\/li>\n<li><strong>UN sanctions remain lifted<\/strong> but they would automatically &#8220;<strong>snap back<\/strong>&#8221; in place for 10 years, with the possibility of a five-year extension, <strong>if Iran violates <\/strong>any aspect of the deal.<\/li>\n<\/ul>\n<p><strong>Current Dynamics<\/strong><\/p>\n<ul>\n<li><strong>US&#8217;s Stand<\/strong>\n<ul>\n<li>It is ready to &#8220;<strong>re-engage in meaningful diplomacy<\/strong>&#8221; on the issue.<\/li>\n<li>It intends to rejoin the deal but insists that <strong>Iran must return to full compliance with the agreement first<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Iran\u2019s Stand<\/strong>\n<ul>\n<li>Iran has ruled out holding an informal meeting with the US and European powers on reviving the deal, <strong>insisting that the US must lift all of its unilateral sanctions first<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>Iran has also <strong>started to restrict some site inspections<\/strong> by the IAEA.\n<ul>\n<li>The move is aimed at<strong> putting further pressure on the US<\/strong> and other parties to get the sanctions on oil, banking and financial sectors lifted.<\/li>\n<li>In the past,<strong> IAEA also highlighted that Iran has been increasing the production <\/strong>of enriched uranium.<\/li>\n<\/ul>\n<\/li>\n<li>The IAEA and Iranian diplomats <strong>have struck a \u201ctemporary\u201d deal to continue inspection<\/strong> of Iran\u2019s nuclear plants for three more months, which <strong>keeps open the diplomatic path to revive the deal<\/strong>.<\/li>\n<\/ul>\n<p><strong>International Atomic Energy Agency<\/strong><\/p>\n<ul>\n<li>Popularly known as the world\u2019s \u201c<strong>Atoms for Peace and Development<\/strong>\u201d <strong>organisation<\/strong>, the IAEA is the<strong> international centre for cooperation in the nuclear field<\/strong>.<\/li>\n<li>It was <strong>established on 29th July 1957<\/strong> as an <strong>autonomous organisation<\/strong>, at the <strong>height of the Cold War<\/strong> (1945-1991)<strong> <\/strong>between the US and the Soviet Union.\n<ul>\n<li>Post <strong>World War II <\/strong>(1945), the world got divided into <strong>two power blocs<\/strong> dominated by two superpowers, the <strong>Soviet Union<\/strong> and the <strong>US<\/strong>.<\/li>\n<li>The two superpowers were primarily engaged in an<strong> ideological war<\/strong> between the <strong>capitalistic ideals of the West<\/strong> versus the <strong>communist ideals of the East<\/strong>.<\/li>\n<li>It came to an <strong>end <\/strong>after the <strong>disintegration of the Soviet Union<\/strong> in 1991.<\/li>\n<\/ul>\n<\/li>\n<li>Though <strong>established independently of the UN<\/strong> through its own international treaty, the agency <strong>reports to both <\/strong>the UN <strong>General Assembly<\/strong> and the <strong>Security Council<\/strong>.<\/li>\n<li>It works with the member states and multiple partners worldwide to <strong>promote the safe, secure and peaceful use of nuclear technologies<\/strong>.<\/li>\n<li><strong>Functions and Contributions<\/strong>\n<ul>\n<li>As the <strong>preeminent nuclear watchdog<\/strong>, the IAEA is entrusted with the task of <strong>upholding the principles of the Nuclear Non-Proliferation Treaty, 1970<\/strong>.<\/li>\n<li>Deals with the<strong> sovereign states and their pursuit of civil and military nuclear programmes<\/strong>.<\/li>\n<li>It is also <strong>active in championing civil nuclear solutions<\/strong> to a number of areas like <strong>health<\/strong>, which is one of the main areas of peaceful application of nuclear know-how.<\/li>\n<li>In recent years, the IAEA is also active in <strong>dealing with climate change<\/strong>, <strong>pandemic containment <\/strong>and in the <strong>prevention of Zoonotic diseases<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Concerns and Criticisms<\/strong>\n<ul>\n<li><strong>Lack of Executive Authority:<\/strong> It has proved ineffective in preventing power politics from influencing nuclear negotiations.<\/li>\n<li><strong>Lack of Enforcement Capability:<\/strong> Due to IAEA\u2019s \u201cuneven authority\u201d as it has no power to override the sovereign rights of any member nation of the UN.<\/li>\n<li><strong>Secretive &#038; Less Transparent:<\/strong> As a<strong> <\/strong>partner to some of the complex and high stakes diplomacy, the IAEA has an air of secrecy around its functions and is accused of not being transparent about its actions.<\/li>\n<li><strong>Non-challenging Nature:<\/strong> It never challenges the nuclear dominance of the five permanent members of the UNSC, who themselves hold some of the biggest nuclear arsenals of the world.<\/li>\n<li><strong>Selective Information Sharing:<\/strong> Allegations have also hinted that IAEA inspectors and observers share information with the US government.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:735px\">\n<tbody>\n<tr>\n<td style=\"background-color:#fff2cc; width:468.0pt\">\n<p><strong>Nuclear Non-Proliferation Treaty, 1970<\/strong><\/p>\n<ul>\n<li>It is a landmark international treaty that represents the <strong>only binding commitment in a multilateral treaty<\/strong> to the goal of disarmament by the nuclear-weapon States.<\/li>\n<li><strong>Objectives<\/strong>\n<ul>\n<li>To prevent the spread of nuclear weapons and weapons technology.<\/li>\n<li>To promote cooperation in the peaceful uses of nuclear energy.<\/li>\n<li>To further the goal of achieving nuclear disarmament and general and complete disarmament.<\/li>\n<\/ul>\n<\/li>\n<li>It was<strong> opened for signature in 1968<\/strong>, entered<strong> into force in 1970<\/strong> and was extended indefinitely in May 1995.<\/li>\n<li>A total of <strong>191 States<\/strong> have joined the Treaty, <strong>including the five nuclear-weapon States<\/strong>.\n<ul>\n<li>More countries have <strong>ratified the NPT than any other arms limitation and disarmament agreement<\/strong>, a testament to the Treaty\u2019s significance.<\/li>\n<li><strong>India is not a signatory<\/strong> to the treaty.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>Way Forward<\/strong><\/p>\n<ul>\n<li>For time and again, it has been emphasised that despite having shortcomings, IAEA has played a <strong>crucial role in imparting the function assigned<\/strong> to it.
