{"id":14030,"date":"2021-02-22T00:00:00","date_gmt":"2021-02-22T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/22-02-2021\/use-of-drones-in-agriculture\/"},"modified":"2021-02-22T00:00:00","modified_gmt":"2021-02-22T00:00:00","slug":"use-of-drones-in-agriculture","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/22-02-2021\/use-of-drones-in-agriculture","title":{"rendered":"Use of Drones in Agriculture"},"content":{"rendered":"<p><strong>In News<\/strong>-The <strong>Ministry of Civil Aviation and Directorate General of Civil Aviation<\/strong> has granted conditional exemption for <strong>Remotely Piloted Aircraft System (RPAS) <\/strong>usage to the <strong>Ministry of Agriculture and Farmers Welfare (MoAFW)<\/strong><\/p>\n<p><strong>Key Highlights<\/strong><\/p>\n<ul>\n<li>This will allow MoAFW to <strong>use drones for remote sensing data<\/strong> collection in <strong>agricultural areas of 100 districts <\/strong>of the country for<strong> gram panchayat level yield estimation, under PMFBY.<\/strong><\/li>\n<li>The conditional exemption granted <strong>will be valid for one yea<\/strong>r from the <strong>date of issue <\/strong>of the <strong>permission letter<\/strong> or<strong> until the operationalisation <\/strong>of the<strong> Digital Sky Platform,<\/strong> whichever is earlier.<\/li>\n<li>This exemption <strong>shall be valid only<\/strong> if <strong>all conditions and limitations<\/strong> are strictly <strong>adhered to<\/strong>.<\/li>\n<li>Even though the <strong>conditional exemption<\/strong> has been given to <strong>MoAFW,<\/strong> it still <strong>needs to obtain necessary clearances <\/strong>from the <strong>local administration<\/strong>,<strong> the defence ministry, home<\/strong> <strong>ministry, Indian Air Force and Airports Authority of India.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Significance &#8211; <\/strong>It would help in <strong>assessing crop area estimatio<\/strong>n and losses due to <strong>localized calamities<\/strong> and <strong>resolving yield disputes<\/strong> between different <strong>stakeholders<\/strong> under the scheme.<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:742px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:468.0pt\">\n<p><strong>\u2018Digital Sky Platform\u2019<\/strong><\/p>\n<ul>\n<li>The <strong>\u2018Digital Sky Platform\u2019 <\/strong>is a first of its kind <strong>central portal<\/strong> that implements <strong>\u201cno permission, no take-off\u201d (NPNT).<\/strong>\n<ul>\n<li>It is a <strong>novel system of software-based self-enforcement<\/strong> to <strong>minimize deviations<\/strong> from the <strong>Civil Aviation Regulations<\/strong> in the country.<\/li>\n<\/ul>\n<\/li>\n<li>The Platform was launched on December 1, 2018, <strong>allowing nano drones<\/strong> in India to <strong>start flying legally with immediate effect.<\/strong><\/li>\n<li>Operators and pilots are, however, required to<strong> register on the Digital Sky\u2019 portal <\/strong>for <strong>flying micro and above categories of drones<\/strong>.<br \/>\n\t\t\t\t\u00a0<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>About Drone <\/strong><\/p>\n<ul>\n<li>Unmanned aerial vehicles (UAVs), also known as drones, are aircraft either controlled by \u2018pilots\u2019 from the ground or increasingly, autonomously following a pre-programmed mission.\u00a0<\/li>\n<li>There are three subsets of Unmanned Aircraft- Remotely Piloted Aircraft, Autonomous Aircraft and Model Aircraft.\n<ul>\n<li>Remotely Piloted Aircraft consists of remote pilot station(s), the required command and control links and any other components, as specified in the type design.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Advantages of Using a drone in Agriculture:<\/strong><\/p>\n<ul>\n<li><strong>Enhanced Production <\/strong>&#8211; The drone survey helps farmers calculate the precise land size, segment the various crops, and indulge in <strong>soil mapping.<\/strong>\n<ul>\n<li>The farmer <strong>can improve production capabilities<\/strong> through <strong>comprehensive irrigation planning, adequate monitoring of crop health,<\/strong> increased <strong>knowledge about soil health<\/strong>, and adaptation to environmental changes.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Effective and Adaptive Techniques <\/strong>&#8211; <strong>Drone usage results i<\/strong>n regular updates to farmers about <strong>their crops and helps develop strengthened<\/strong> farming techniques. They can adapt to weather conditions and allocate resources without any wastage.<\/li>\n<li><strong>Greater safety of farmers<\/strong> &#8211; It is safer and more convenient for farmers to use drones to spray <strong>pesticides<\/strong> in <strong>terrains challenging to reach, infected areas<\/strong>, taller crops, and power lines.\n<ul>\n<li>\u00a0It also helps farmers prevent spraying the crops, which leads to less pollution and chemicals in the soil.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Useful for Insurance claims <\/strong>&#8211;\u00a0 Farmers use the data captured through drones to claim crop insurance in case of any damages. They even calculate risks\/losses associated with the land while being insured\n<ul>\n<li>\u00a0Agricultural insurance sectors use Agri-drones for efficient and trustworthy data.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Disadvantages\/Challenges<\/strong><\/p>\n<ul>\n<li><strong>Flight Time and Flight Range- <\/strong>Most of the drones have a short flight time of between 20 minutes to an hour. This limits the acreage that it can cover for every charge.<\/li>\n<\/ul>\n<ul>\n<li><strong>Initial Cost of Purchase- <\/strong>Drones with the features that qualify them for use in agriculture are<strong> quite costly.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Weather Dependent-\u00a0 Drones are more vulnerable <\/strong>to <strong>weather conditions<\/strong> when contrasted to traditional aircraft. For example, if the climatic conditions are unfavourable, the <strong>UAV will not manoeuvre appropriately <\/strong>or gather reliable data or imagery.<\/li>\n<\/ul>\n<ul>\n<li><strong>Knowledge and Skill- <\/strong>The images require analysis by <strong>skilled and knowledgeable personnel<\/strong> for them to translate any useful information therefore it becomes challenging for farmers to understand its functionalities.<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:742px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:468.0pt\">\n<p><strong>About Pradhan Mantri Fasal Bima Yojana (PMFBY):<\/strong><\/p>\n<ul>\n<li>The <strong>flagship crop insurance scheme <\/strong>was launched on <strong>13th January 2016<\/strong>, in line with the <strong>One Nation-One Scheme theme.<\/strong><\/li>\n<li>It is globally the <strong>largest crop insurance scheme<\/strong> in terms of <strong>farmer participation <\/strong>and <strong>3rd largest in terms of premium.<\/strong><\/li>\n<li>The scheme <strong>extends coverage<\/strong> for the<strong> entire cropping cycle<\/strong> from<strong> pre-sowing <\/strong>to <strong>post-harvest including coverage for losses<\/strong> arising out of prevented sowing and <strong>mid-season adversities<\/strong>.<\/li>\n<li>\u00a0Over 5.5 crore farmer applications are received on a <strong>year-on-year basis.<\/strong><\/li>\n<li>It replaced the existing <strong>National Agricultural Insurance Scheme (NAIS) and its modified version (MNAIS).<\/strong><\/li>\n<\/ul>\n<p><strong>Key Features \u2013<\/strong><\/p>\n<ul>\n<li>There is <strong>no upper limit<\/strong> on <strong>Government subsidy.<\/strong><\/li>\n<li>The<strong> premium rates<\/strong> to be<strong> paid by farmers are very low,<\/strong> and the <strong>Government pays<\/strong> a <strong>balance premium<\/strong> to <strong>provide full insured amounts<\/strong> to the farmers.<\/li>\n<li>The <strong>prescribed premium is 2%<\/strong> to be paid by farmers for all Kharif crops and <strong>1.5% for all rabi crops.<\/strong>\n<ul>\n<li>In the case of annual <strong>commercial and horticultural crops,<\/strong> <strong>the premium is 5%<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>Premium <strong>cost over and above<\/strong> the farmer share is <strong>equally subsidised by States<\/strong> and <strong>the Center.<\/strong><\/li>\n<li>However, the<strong> Centre\u2019s share is 90%<\/strong> of the premium subsidy for the <strong>Northeastern States<\/strong> to promote the uptake in the region.<\/li>\n<li>Earlier, there was a provision of <strong>capping the premium rate<\/strong>, which resulted in low <strong>claims being paid to farmers<\/strong>, so it was removed and farmers will get a claim against <strong>full sum insured without any reduction.<\/strong><\/li>\n<li><strong>Use of Technology-<\/strong>\n<ul>\n<li><strong>Integration of land records<\/strong> with the PMFBY portal.<\/li>\n<li><strong>Crop Insurance mobile app<\/strong> for easy <strong>enrolment of farmers<\/strong>.<\/li>\n<li>Farmers <strong>can report crop loss<\/strong> within <strong>72 hours of the occurrence<\/strong> of any event through the <strong>App, Common Service Centres (CSCs)<\/strong> or the nearest agriculture officer.<\/li>\n<li><strong>Claim benefit <\/strong>is then <strong>provided electronically<\/strong> into the<strong> bank accounts<\/strong> of the eligible farmer.<\/li>\n<li><strong>Usage of satellite imagery,<\/strong> <strong>remote-sensing technology, drones, artificial intelligence (AI) and machine learning (ML) to assess crop losses.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Objectives &#038; significance-<\/strong><\/p>\n<ul>\n<li>To <strong>provide insurance coverage<\/strong> and <strong>financial support <\/strong>to the farmers in the event of <strong>failure of any of the notified crops<\/strong> as a result of <strong>natural calamities, pests and diseases.<\/strong><\/li>\n<li>It covers <strong>yield losses, losses arising out of prevented sowing <\/strong>due to adverse <strong>weather conditions, post-harvest losses<\/strong> and <strong>losses due to certain localized<\/strong> problems like<strong> hailstorms, landslides and flooding<\/strong>.<\/li>\n<li>To <strong>stabilise the income of farmers<\/strong> to <strong>ensure their continuance in farming<\/strong>.<\/li>\n<li>To <strong>encourage farmers<\/strong> to <strong>adopt innovative<\/strong> and <strong>modern agricultural practices<\/strong>.<\/li>\n<li>To ensure the <strong>flow of credit to the agriculture sector.<\/strong><\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:742px\">\n<tbody>\n<tr>\n<td style=\"height:7.0cm;
