{"id":13990,"date":"2021-02-05T00:00:00","date_gmt":"2021-02-05T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/05-02-2021\/agriculture-infrastructure-fund-aif-announcement-for-apmcs\/"},"modified":"2021-02-05T00:00:00","modified_gmt":"2021-02-05T00:00:00","slug":"agriculture-infrastructure-fund-aif-announcement-for-apmcs","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/05-02-2021\/agriculture-infrastructure-fund-aif-announcement-for-apmcs","title":{"rendered":"Agriculture Infrastructure Fund (AIF) announcement for APMCs"},"content":{"rendered":"<p><strong>In News <\/strong>-In the Union Budget 2021-22, Finance Minister\u00a0 announced that <strong>APMCs <\/strong>would\u00a0 become<strong> eligible beneficiaries<\/strong> to u<strong>tilize the 1 lakh crore <\/strong>financing facility under <strong>Agriculture Infrastructure Fund (AIF)<\/strong> .<\/p>\n<p><strong>Implications of the announcement:<\/strong><\/p>\n<ul>\n<li>With access to low <strong>cost credit under AIF<\/strong>,\n<ul>\n<li>They will be able to\u00a0 set up <strong>post-harvest infrastructure <\/strong>such as <strong>sorting and grading units, assaying units, drying yards, cold storages, and warehouses<\/strong>.\n<ul>\n<li>These facilities will <strong>benefit farmers for better price realization <\/strong>of <strong>quality produce<\/strong>, <strong>ability to store<\/strong> and <strong>minimize post harvest losses.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>It will help the farmers to enhance their income through an effective value chain.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Agriculture Infrastructure Fund (AIF):<\/strong><\/p>\n<ul>\n<li>The <strong>AIF is a medium &#8211; long term debt financing<\/strong> facility for<strong> investment in viable <\/strong>projects for <strong>post-harvest management<\/strong> <strong>infrastructur<\/strong>e and <strong>community farming assets <\/strong>through <strong>interest subvention and credit guarante<\/strong>e.<\/li>\n<li>It will be managed and monitored through an online <strong>Management Information System (MIS) platform.<\/strong><\/li>\n<li>The<strong> beneficiaries <\/strong>include farmers, FPOs, PACS, Marketing Cooperative Societies, SHGs, Joint Liability Groups (JLG), Multipurpose Cooperative Societies, Agri-entrepreneurs, Start-ups, and Central\/State agency or Local Body sponsored Public-Private Partnership Projects, and now<strong> APMCs <\/strong>will also be able to access these funds.<\/li>\n<\/ul>\n<p><strong>What are APMCs?<\/strong><\/p>\n<ul>\n<li><strong>APMCs are state controlled markets that are <\/strong>setup to<strong> provide market linkages <\/strong>to farmers.<\/li>\n<li>APMC Yard is any place in the <strong>market area managed by a Market Committee<\/strong>, for the purpose of <strong>regulation of marketing <\/strong>of notified agricultural produce and livestock in physical, electronic or other such mode. &#8211;\n<ul>\n<li>Market yards or Mandis provide space for auction to ensure that farmers obtain the best possible price for their produce.<\/li>\n<li>However, these markets continue to require up gradation and set up of more modern infrastructure.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Agricultural Produce Market Committee (APMC) Act:<\/strong>\n<ul>\n<li>APMC Act includes the promotion of <strong>National market<\/strong> for agriculture produce through provisioning of the <strong>inter-State trading licence, grading <\/strong>and <strong>standardisation and quality certification<\/strong>, <strong>rationalisation of market fee<\/strong> and <strong>commission charges<\/strong>, <strong>provision for special commodity <\/strong>market yard and promotion of<strong> e-trading<\/strong> to increase transparency.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:742px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:6.5in\">\n<ul>\n<li><strong>E-NAM(National Agriculture Market): <\/strong>\n<ul>\n<li>It is a <strong>Pan-India electronic trading (e-trading)<\/strong> portal which seeks to network the<strong> existing physical regulated wholesale market (known as APMC market) <\/strong>through a virtual platform to create a unified national market for agricultural commodities.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n","protected":false},"excerpt":{"rendered":"<p>In News -In the Union Budget 2021-22, Finance Minister\u00a0 announced that APMCs would\u00a0 become eligible beneficiaries to utilize the 1 lakh crore financing facility under Agriculture Infrastructure Fund (AIF) .
