{"id":13872,"date":"2021-02-16T00:00:00","date_gmt":"2021-02-16T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/16-02-2021\/budget-2021-22-on-science-and-technology\/"},"modified":"2021-02-16T00:00:00","modified_gmt":"2021-02-16T00:00:00","slug":"budget-2021-22-on-science-and-technology","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/16-02-2021\/budget-2021-22-on-science-and-technology","title":{"rendered":"Budget 2021-22 on Science and Technology"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>Recently, the Minister for Health and Family Welfare has highlighted that there has been an <strong>increase in 2021-22\u2019s budget <\/strong>of the Ministry of Science and Technology compared to 2020-21.<\/p>\n<ul>\n<li>In the <a href=\"https:\/\/www.nextias.com\/website_assets\/pdf\/Budget2021-22Ataglance.pdf\"><strong>Union Budget 2021-22<\/strong><\/a>, <strong>Rs. 71268.77 crore<\/strong> has been allocated to the Ministry, as against Rs. 65,011.8 crore allocated in 2020-2021.\n<ul>\n<li>However, the 2020-2021 budget was<strong> revised and increased to Rs. 78,866 crore <\/strong>because of <strong>Covid-19 pandemic<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>The 2021-22 budget includes <strong>several initiatives to promote science and technology<\/strong> (S&#038;T) <strong>and innovation <\/strong>with applications in the country.<\/li>\n<\/ul>\n<p><strong>Major Schemes<\/strong><\/p>\n<ul>\n<li><strong>National Research Foundation<\/strong>\n<ul>\n<li>It is an <strong>autonomous body <\/strong>envisioned for <strong>supporting researchers<\/strong> working across several streams of S&#038;T with special focus on universities.<\/li>\n<li>A total allocation of <strong>Rs. 50,000 crore<\/strong> <strong>over 5 years<\/strong> for its setup.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Deep Ocean Mission<\/strong>\n<ul>\n<li>It aims to<strong> better understand the Deep Ocean<\/strong> which offers opportunities in mapping, exploring and utilising the oceanic resources.<\/li>\n<li>It will be coordinated by the <strong>Ministry of Earth Sciences<\/strong> and has an outlay of <strong>more than Rs. 4,000 crore over five years<\/strong>.<\/li>\n<li><strong>Coverage:<\/strong> Deep ocean survey, development of technologies for exploration and harnessing of ocean resources as well as projects for the conservation and bioprospecting of deep-sea biodiversity.<\/li>\n<\/ul>\n<\/li>\n<li><strong>National Language Translation Mission<\/strong>\n<ul>\n<li>It will enable the <strong>translation of governance-and-policy related knowledge<\/strong> on the internet <strong>to major Indian languages <\/strong>using technologies such as <strong>Artificial Intelligence<\/strong> (AI),<strong> Machine Learning <\/strong>(ML) and <strong>speech recognition technologies<\/strong> together with traditional methods.<\/li>\n<li>It will work towards creating a \u201c<strong>voice-based internet<\/strong>\u201d which will be <strong>accessible in popular Indian languages<\/strong> and not be dominated by Hindi or English.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Hydrogen Energy Mission<\/strong>\n<ul>\n<li>Launched by the <strong>Ministry of New and Renewable Energy<\/strong>.<\/li>\n<li>It aims to generate<strong> hydrogen from green power sources <\/strong>and also manage its <strong>storage<\/strong>, <strong>transport <\/strong>and <strong>utilisation<\/strong>.<\/li>\n<li>For this and further research purposes, the <strong>Department of Biotechnology<\/strong> (DBT) is developing a <strong>Biomass to Hydrogen Mission<\/strong>.<\/li>\n<li>The <strong>Department of Science and Technology<\/strong> (DST) and the <strong>Council of Scientific and Industrial Research <\/strong>(CSIR) will also be contributing to this mission.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Mission COVID Suraksha<\/strong>\n<ul>\n<li>DBT\u2019s budget includes a <strong>Special Atmanirbhar Package of Rs. 900 crore<\/strong>.<\/li>\n<li>It provides support for the development of an ecosystem for a <strong>safe, efficacious and affordable vaccine manufacturing for Covid-19<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/cfstatic.nextias.com\/cdn-cgi\/image\/format=auto\/file_library\/mix_content\/4234962975539269_image.png\" style=\"height:147px; margin-left:50px; margin-right:50px; width:624px\" \/><\/p>\n<ul>\n<li><strong>Set up of Umbrella Structures<\/strong>\n<ul>\n<li>Umbrella structures in <strong>nine cities<\/strong> will be set up for <strong>building better synergies among R&#038;D institutions<\/strong>, <strong>Universities and Colleges<\/strong> supported by the government while also retaining their internal autonomy.<\/li>\n<li>The <strong>Ministry of Education will coordinate<\/strong> and a <strong>Glue Grant <\/strong>will be set aside for this purpose.<\/li>\n<li>The DBT is implementing the <strong>University Research Joint Industry Translation <\/strong>(URJIT)<strong> Clusters<\/strong> which are being set up in 10 locations as per the <strong>Budget 2020-21<\/strong>. These will <strong>complement<\/strong> the activities of the <strong>Umbrella Structures.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Other Schemes<\/strong>\n<ul>\n<li><strong>Rs. 1,500 crore<\/strong> for proposed <strong>scheme to promote digital modes of payment<\/strong>.<\/li>\n<li><strong>New Space India Limited:<\/strong> It will launch <strong>PSLV-CS51<\/strong> carrying<strong> Brazil\u2019s Amazonia Satellite<\/strong> and some Indian satellites.<\/li>\n<li><strong>Gaganyaan Mission: <\/strong>Training of Indian astronauts on <strong>Generic Space Flight aspects<\/strong>, in <strong>Russia <\/strong>and the<strong> first unmanned launch is<\/strong> planned for December 2021.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Significance of the Move<\/strong><\/p>\n<ul>\n<li>Various new schemes would <strong>further boost the science and technology ecosystem <\/strong>in the country,<strong> reach its benefits to the people<\/strong> and <strong>help the country become a major force in science and technology<\/strong> (S&#038;T) globally.<\/li>\n<li>The budget will <strong>substantially boost support for research and development <\/strong>(R&#038;D) in the key identified areas of national priorities.<\/li>\n<li>All these newly announced schemes are in line with the <strong>projections in the draft Science Technology and Innovation Policy 2021<\/strong>, which has been put up for public consultations.<\/li>\n<li>India has received<strong> global attention and appreciation <\/strong>for the <strong>efficient and effective handling of Covid-19 pandemic<\/strong> which was possible due to the all-round and focused efforts initiated, coordinated and steered by the Indian Government.<\/li>\n<li><strong>India <\/strong>is placed at<strong> 3rd <\/strong>among countries in<strong> scientific publication featured within the top 50 innovative economies<\/strong>.
