calls"},"content":{"rendered":"<p><strong>In News<\/strong><\/p>\n<p>The Ministry of Communication and Information Technology will set up an <strong>intelligence unit<\/strong> and <strong>a consumer protection system<\/strong> to tackle the <strong>menace of pesky calls<\/strong> and <strong>financial frauds perpetrated using telecom resources.<\/strong><\/p>\n<p><strong>Rationale Behind the Step<\/strong><\/p>\n<ul>\n<li>The issue of UCC has been a major area of concern for the Telecom Ministry as well as the T<strong>elecom Regulatory Authority of India (Trai).<\/strong><\/li>\n<li>Recently, there have been s<strong>everal complaints regarding financial frauds <\/strong>done through mobile phones by <strong>sending pesky messages<\/strong> promising loans etc.<\/li>\n<\/ul>\n<ul>\n<li>\u00a0The TRAI already has regulations in place to check pesky calls.\n<ul>\n<li>\u00a0However, <strong>several unregistered telemarketers<\/strong> still make calls to people which often also leads to <strong>fraudulent incidents.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>The cases, as per the information sourced from the <strong>Indian Computer Emergency Response Team (CERT-In),<\/strong> grew from nearly 1.6 lakh incidents in 2018 to about 2.5 lakh in 2019, and thereafter to 2.9 lakh last year.<\/li>\n<li>According to the annual report of\u00a0 The<strong> Reserve Bank of India (RBI)<\/strong> for 2018-19 <strong>frauds related to misuse of credit and debit cards<\/strong>, <strong>cloning of identities<\/strong>, <strong>spam amounted to Rs 220 crore <\/strong>in the year and expected to rise unless proper mitigation measures were taken.<\/li>\n<\/ul>\n<ul>\n<li>The Ministry decided to set up a <strong>Digital Intelligence Unit (DIU)<\/strong> and a <strong>Telecom Analytics <\/strong>for <strong>Fraud Management<\/strong> and <strong>Consumer Protection (TAFCOP).<\/strong><\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<table border=\"1\" cellspacing=\"0\" style=\"width:1000px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:461.25pt\">\n<p><strong>Digital Intelligence Unit (DIU)<\/strong><\/p>\n<ul>\n<li>It will be a nodal agency to deal with <strong>complaints of unsolicited commercial communication (UCC)<\/strong> and cases of financial fraud, especially in the <strong>digital payments space.<\/strong><\/li>\n<li>The main function of DIU will be to <strong>coordinate with various LEAs (law enforcement agencies),<\/strong> <strong>financial institutions <\/strong>and <strong>telecom service providers<\/strong> in investigating any <strong>fraudulent activity involving telecom resources.<\/strong><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>\u00a0<\/p>\n<table border=\"1\" cellspacing=\"0\" style=\"width:1000px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:461.25pt\">\n<p><strong>Unsolicited Commercial Communication (UCC)<\/strong><\/p>\n<ul>\n<li>UCC means any Commercial Communication which a subscriber opts not to receive.<\/li>\n<li>It does not include-\n<ul>\n<li>any transactional message or any message transmitted on the directions of the Central Government or State Government or agencies authorized by it.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>\u00a0<\/p>\n<table border=\"1\" cellspacing=\"0\" style=\"width:1000px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top;
