{"id":13840,"date":"2021-02-13T00:00:00","date_gmt":"2021-02-13T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/13-02-2021\/national-e-governance-plan-in-agriculture-negpa\/"},"modified":"2021-02-13T00:00:00","modified_gmt":"2021-02-13T00:00:00","slug":"national-e-governance-plan-in-agriculture-negpa","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/13-02-2021\/national-e-governance-plan-in-agriculture-negpa","title":{"rendered":"National e-Governance Plan in Agriculture (NeGPA)"},"content":{"rendered":"<p><strong>In News &#8211;<\/strong>National e-Governance Plan in Agriculture (NeGPA) has been extended up to March 2021.<\/p>\n<p><strong>About National e-Governance Plan in Agriculture (NeGPA)<\/strong><\/p>\n<ul>\n<li>It was initially launched in 2010-11 in 7 pilot States as a\u00a0 <strong>Centrally Sponsored Scheme <\/strong><\/li>\n<li>It aims to achieve rapid development in India through use of<strong> Information &#038; Communication Technology (ICT)<\/strong> for timely access to <strong>agriculture related information to the farmers.<\/strong><\/li>\n<li><strong>Phase-II <\/strong>\n<ul>\n<li>In 2014-15, the scheme was further extended for <strong>all the remaining States<\/strong> and <strong>2 UTs<\/strong>.<\/li>\n<li>Under Phase-II, funds were released to States for carrying out the activities viz. site <strong>preparation of offices<\/strong> for <strong>installation of hardware<\/strong> and <strong>establishment of computer training labs, procurement, installation and accounting of hardware\/system software.<\/strong><\/li>\n<li>\u00a0The Committee on <strong>Doubling Farmers\u2019 Income (DFI)<\/strong> recommended further expanding and augmenting of the digital agriculture initiatives of the Government of India.\n<ul>\n<li>The report focused on modern management of agriculture viz.<strong> Remote Sensing; Geographical Information System; Data Analytics and Cloud Computing; Artificial Intelligence &#038; Machine Learning; Internet of Things; Robotics, Drones &#038; Sensors and Block-chain.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Amendment of NeGPA guidelines <\/strong>\n<ul>\n<li>The NeGPA guidelines were <strong>amended in 2020-21<\/strong> and funds were released for <strong>sanctioning projects for customization \/ shifting of web &#038; mobile applications <\/strong>already developed by the States.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Significance :<\/strong><\/p>\n<ul>\n<li>It would make current service delivery mechanisms more efficient, transparent and accountable.<\/li>\n<li>It will also help the Department of Agriculture and Cooperation (DAC) to optimise its costs in delivery of services to various stakeholders.<\/li>\n<li>It will generate efficiencies in the system and the benefits shall be released immediately after implementation which will more than offset the total cost of the Project over a period of time.<\/li>\n<\/ul>\n<table border=\"1\" cellspacing=\"0\" style=\"width:624px\">\n<tbody>\n<tr>\n<td style=\"vertical-align:top; width:6.5in\">\n<p><strong>Other Steps :<\/strong><\/p>\n<p><strong>Unified Farmer Service Platform (UFSP):<\/strong><\/p>\n<ul>\n<li>UFSP is a combination of Core Infrastructure, Data, Applications and Tools that enable seamless interoperability of various public and private IT systems in the agriculture ecosystem across the country.<\/li>\n<li>UFSP is envisaged to play the following role:<\/li>\n<li>Act as a central agency in the agri ecosystem (like UPI in the e Payments).<\/li>\n<li>Enables Registration of the Service Providers, public and private.<\/li>\n<li>Enables Registration of the Farmer Services G2F, G2B, B2F and B2B<\/li>\n<li>Enforces various rules and validations required during the service delivery process.<\/li>\n<li>Acts as a Repository of all the applicable standards, API\u2019s and formats.<\/li>\n<li>It shall also act as a medium of data exchange amongst various schemes and services to enable comprehensive delivery of services to the farmer.<\/li>\n<\/ul>\n<p><strong>Farmers Database:<\/strong><\/p>\n<ul>\n<li>It was launched for better planning, monitoring, policy making, strategy formulation and smooth implementation of schemes for the farmers a nationwide<\/li>\n<li><strong>Objectives :<\/strong><\/li>\n<\/ul>\n<ul>\n<li>Develop nationwide database of farmers<\/li>\n<li>Keep a record of unique farmers.<\/li>\n<li>Unique farmer ID (FID) to uniquely identify a farmer<\/li>\n<li>To know benefits availed by a farmer under various schemes<\/li>\n<\/ul>\n<p><strong>Significance <\/strong>&#8211;<\/p>\n<ul>\n<li>This Centralized Farmers Database shall be useful for various activities like issuing soil health cards, dissemination of crop advisories to the farmers, precision farming, smart cards for farmers to facilitate e-governance, crop insurance, settlement of compensation- claims, grant of agricultural subsidies, community\/village resource centres etc.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetailm.aspx?PRID=1697526\" target=\"_blank\" rel=\"noopener\">Source :PIB<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In News &#8211;National e-Governance Plan in Agriculture (NeGPA) has been extended up to March 2021.
