{"id":13833,"date":"2021-02-13T00:00:00","date_gmt":"2021-02-13T00:00:00","guid":{"rendered":"https:\/\/www.nextias.com\/current_affairs\/uncategorized\/13-02-2021\/upsc-advertises-for-lateral-entry-into-central-administration\/"},"modified":"2021-02-13T00:00:00","modified_gmt":"2021-02-13T00:00:00","slug":"upsc-advertises-for-lateral-entry-into-central-administration","status":"publish","type":"post","link":"https:\/\/www.nextias.com\/ca\/current-affairs\/13-02-2021\/upsc-advertises-for-lateral-entry-into-central-administration","title":{"rendered":"UPSC advertises for Lateral Entry into Central Administration"},"content":{"rendered":"<h2>\u00a0<\/h2>\n<p><strong>In News: <\/strong>The Union Public Service Commission (UPSC) has issued an advertisement to recruit 30 persons at the Joint Secretary and Director level in the Central administration through lateral entry.<\/p>\n<ul>\n<li>Earlier, eight persons, mostly domain experts, were selected for various Departments and Ministries.<\/li>\n<\/ul>\n<p><strong>What is Lateral Entry?<\/strong><\/p>\n<ul>\n<li>It is the appointment of outsiders with high expertise in the middle rung of ministries especially in the sectors of finance, economy and infrastructure.<\/li>\n<li>The appointments are mainly to be made for the posts of the Director, Joint Secretary and also Deputy Secretary<\/li>\n<\/ul>\n<p><strong>Pros of Lateral Entry<\/strong><\/p>\n<ul>\n<li><strong>Competitive Environment: <\/strong>The current monopoly of civil servants over senior management positions is creating hurdles in the inflow of new ideas.\n<ul>\n<li>It will promote Civil Servants to seek specialisation and bring efficiency.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Shortfalls in number of Recruits<\/strong>: There is nearly 20% shortage of IAS officers in 24 state cadres in India. (<strong>Baswan Committee<\/strong>)\n<ul>\n<li>Lateral Entry can fill such posts in the short run.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Outside Experience and Talent:<\/strong> The outsiders have been found to be very successful in finance domains.\n<ul>\n<li>Many successful RBI governors entered through lateral entry. Eg Raghuram Rajan, C Rangarajan, etc.<\/li>\n<li>AADHAR project was headed by Nandan Nilekani who was an outsider.<\/li>\n<\/ul>\n<\/li>\n<li><strong>An Old Practice:<\/strong> Both Centre and State have appointed advisers and consultants on an ad-hoc basis, for fixed tenures or an open-ended basis.\n<ul>\n<li>Eg. Montek Singh Ahluwalia.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Criticism of Lateral Entry<\/strong><\/p>\n<ul>\n<li><strong>Opposition from IAS\/ IPS lobby: <\/strong>The lateral entrants have struggled to garner support of IAS lobby.\n<ul>\n<li>This hampers the smooth functioning of the organisation.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Different Work Culture:<\/strong> The lateral entrants accustomed to the private sector work culture find it difficult to understand the processes and dynamics of Government works.<\/li>\n<li><strong>Lack of Training and Field Experience: <\/strong>The IAS\/ IPS officers have been properly trained and have field experience required for the job.\n<ul>\n<li>It is missing in lateral entrants.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Lack of Long-term Accountability<\/strong> due to Ad Hoc nature of Jobs.<\/li>\n<\/ul>\n<p><strong>Way Forward<\/strong><\/p>\n<ul>\n<li>The government should first focus on the <strong>creation of in house specialisation<\/strong> and out of government work deputation.<\/li>\n<li>For specialised technological upgrades where no Civil Servant is competent enough, a semi-permanent team may be created by Lateral Entry.<\/li>\n<li>The <strong>Limited Lateral Entry<\/strong> with focus on <strong>upskilling the in-house teams<\/strong> will help create a balance between much-needed experience and technological upgrades along with smooth functioning constitutional mechanisms.<\/li>\n<\/ul>\n<p>Source: <a href=\"https:\/\/www.thehindu.com\/news\/national\/upsc-advertises-for-lateral-entry-into-central-administration\/article33814013.ece#:~:text=The%20Union%20Public%20Service%20Commission,for%20various%20Departments%20and%20Ministries.\" target=\"_blank\" rel=\"noopener\"><strong>TH<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0 In News: The Union Public Service Commission (UPSC) has issued an advertisement to recruit 30 persons at the Joint Secretary and Director level in the Central administration through lateral entry.
