  • There was a <\/span><\/span><\/span>46 per cent rise in complaints <\/strong><\/span><\/span><\/span>of <\/span><\/span><\/span>crimes against women<\/strong><\/span><\/span><\/span> in the first eight months of<\/span><\/span><\/span> 2021<\/strong><\/span><\/span><\/span> over the corresponding period of last year.<\/span><\/span><\/span><\/li>\n<\/ul>\n

    Major Points\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

    • The <\/span><\/span><\/span>NCW received a total of 19,953 complaints<\/strong><\/span><\/span><\/span> of crimes against women from January to August this year, up from 13,618 in the corresponding period of 2020.<\/span><\/span><\/span>\n
        \n
      • Of the 19,953 complaints, the highest number of <\/span><\/span><\/span>7,036 were recorded under the right to live with dignity clause<\/strong><\/span><\/span><\/span>, followed by <\/span><\/span><\/span>4,289 complaints of domestic violence<\/strong><\/span><\/span><\/span> and <\/span><\/span><\/span>2,923 complaints of harassment of married women or dowry harassment.<\/strong><\/span><\/span><\/span>\n

        • The right to live with dignity clause takes into account the emotional abuse of women.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n
        • Among states and union territories, the highest number of complaints was received from Uttar Pradesh (10,084), followed by Delhi (2,147), Haryana (995) and Maharashtra (974)<\/span><\/span><\/span><\/li>\n
        • Why did complaints start rising?<\/strong><\/span><\/span><\/span>\n

          • There has been a <\/span><\/span><\/span>rise in complaints<\/strong><\/span><\/span><\/span> because the commission has been <\/span><\/span><\/span>regularly conducting awareness programs<\/strong><\/span><\/span><\/span> due to which the<\/span><\/span><\/span> public is now more aware of its work and women started to report<\/strong><\/span><\/span><\/span> crimes.<\/span><\/span><\/span>\n

            • Earlier women might not be coming forward to lodge their complaint….they didn’t know what they are going through is harassment but now they do, and they are coming forward to report which is a good thing,<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

              Impact of COVID-19 on Crime against women\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

              • All types of violence against women and girls, particularly domestic violence, has intensified since the <\/span><\/span><\/span>outbreak of COVID-19.<\/strong><\/span><\/span><\/span><\/li>\n
              • Emerging data shows an increase in calls to <\/span><\/span><\/span>domestic violence helplines<\/strong><\/span><\/span><\/span> in many countries since the outbreak of COVID-19.<\/span><\/span><\/span><\/li>\n
              • In some countries, resources and efforts have been diverted from violence against women response to immediate COVID-19 relief.<\/span><\/span><\/span><\/li>\n
              • This is the <\/span><\/span><\/span>Shadow Pandemic<\/strong><\/span><\/span><\/span> growing amidst the COVID-19 crisis and we need a global collective effort to stop it.<\/span><\/span><\/span><\/li>\n<\/ul>\n

                Violence against Women<\/u><\/strong><\/span><\/span><\/span><\/p>\n

                • In 1993, the United Nations General Assembly adopted the Declaration on the Elimination of Violence against Women.\u00a0<\/span><\/span><\/span><\/li>\n
                • The Declaration defines violence against women as \u2018any act of gender-based violence that results in or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life.<\/span><\/span><\/span><\/li>\n<\/ul>\n

                  Global Efforts to tackle it\u00a0<\/u><\/strong><\/span><\/span><\/span><\/p>\n

                    \n
                  • The European Union (EU) and the United Nations (UN) have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) – The Spotlight Initiative.<\/span><\/span><\/span><\/li>\n
                  • The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development.<\/span><\/span><\/span><\/li>\n
                  • Women’s rights activists have observed<\/span><\/span><\/span> 25 November as a day against gender-based violence since 1981<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span>\n
                      \n
                    • This date was selected to honour the Mirabal sisters, three political activists from the Dominican Republic who were brutally murdered in 1960 by order of the country\u2019s ruler, Rafael Trujillo (1930-1961).<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n

                      Challenges<\/u><\/strong><\/span><\/span><\/span><\/p>\n

                        \n
                      • Unreported Cases<\/strong><\/span><\/span><\/span>\n
                          \n
                        • Crimes against Women remain mostly unreported globally.<\/span><\/span><\/span><\/li>\n
                        • Fear of societal shame is a big reason for under-reporting.<\/span><\/span><\/span><\/li>\n
                        • NFHS 4 showed that 1 in every 3 women faced some kind of violence but only 1<\/span><\/span><\/span>.5% of them have reported it to Police<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
                        • Less Sensitized Police Personnel<\/strong><\/span><\/span><\/span>: Police are the first person to encounter the Victim or accused.\u00a0<\/span><\/span><\/span><\/li>\n
                        • Pending Cases: <\/strong><\/span><\/span><\/span>Cases relating to crimes against women have the most backlog, close to 89.6%. The conviction rate is also very low.<\/span><\/span><\/span><\/li>\n
                        • Time-Bound Investigations: <\/strong><\/span><\/span><\/span>Laidback behaviour of the investigating authorities in a time-bound way is a major roadblock.\u00a0<\/span><\/span><\/span><\/li>\n
                        • Making Laws without proper implementation<\/strong><\/span><\/span><\/span>\n

                          • Just making the laws will not work, needs to be checked for its proper implementation.\u00a0<\/span><\/span><\/span><\/li>\n
                          • Unnao case proves that making laws is not sufficient, its proper implementation is necessary<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
                          • Gender Disparity: <\/strong><\/span><\/span><\/span>Discriminatory gender norms and stereotypes coupled with prevalent patriarchy leads to crimes against women.<\/span><\/span><\/span><\/li>\n
                          • Female infanticide and Sex-selective Abortions: <\/strong><\/span><\/span><\/span>Even in Modern India, daughters are still considered an economic burden.\u00a0<\/span><\/span><\/span><\/li>\n
                          • Awareness and education about Women rights<\/strong><\/span><\/span><\/span>\n

                            • This is the most difficult challenge to overtake.<\/span><\/span><\/span><\/li>\n
                            • Everyone should be aware of their rights. When giving education to young children, this should be kept in mind.\u00a0<\/span><\/span><\/span><\/li>\n
                            • The barrier of inequity needs to be broken at lower levels.\u00a0<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
                            • Trafficking and forced prostitution<\/strong><\/span><\/span><\/span>\n

                              • It is so prevalent all over the world.<\/span><\/span><\/span><\/li>\n
                              • People are trafficked to different states and even countries in the bait of jobs and later are forced to do manual work or even worse prostitution.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
                              • Online Abuse and harassment<\/strong><\/span><\/span><\/span>\n
