Pingali Venkayya (2 August 1876 \u2013 4 July 1963)\u00a0<\/span><\/span><\/span><\/h3>\n<\/td>\n

  • Pingali Venkayya was a freedom fighter and the designer and architect of the national flag of India.<\/span><\/span><\/span><\/li>\n
  • He had designed a flag, known as the <\/span><\/span><\/span>Swaraj Flag<\/strong><\/span><\/span><\/span>, that now forms the<\/span><\/span><\/span> basis of India\u2019s present-day national flag<\/strong><\/span><\/span><\/span>. It consisted of<\/span><\/span><\/span> red and green bands<\/strong><\/span><\/span><\/span> to symbolize the two major communities in the country- <\/span><\/span><\/span>Hindus and Muslims<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
  • He <\/span><\/span><\/span>met Mahatma Gandhi<\/strong><\/span><\/span><\/span> in South Africa during the <\/span><\/span><\/span>Second Boer War (1899-1902) <\/strong><\/span><\/span><\/span>when he was posted there as part of the British Indian Army.<\/span><\/span><\/span><\/li>\n
  • On the advice of Mahatma Gandhi, Pingali Venkayya added a <\/span><\/span><\/span>white band over red over green with a charkha design onto Khadi bunting<\/strong><\/span><\/span><\/span>. The white represented peace and the rest of the communities living in India, and the spinning wheel symbolized the progress of the country.\u00a0<\/span><\/span><\/span><\/li>\n
  • Gandhiji\u2019s approval had made it sufficiently popular and it was in use till 1931. The flag, however, had <\/span><\/span><\/span>raised communal concerns<\/strong><\/span><\/span><\/span> after which a <\/span><\/span><\/span>Flag Committee<\/strong><\/span><\/span><\/span> was set up in 1931.<\/span><\/span><\/span><\/li>\n
  • The <\/span><\/span><\/span>Congress Working Committee (CWC)<\/strong><\/span><\/span><\/span> came up with a new tricolour which was called the <\/span><\/span><\/span>Purna Swaraj.<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span><\/li>\n
  • He came up with a booklet titled \u2018<\/span><\/span><\/span>A National Flag for India\u2019 in 1916<\/strong><\/span><\/span><\/span>, wherein he had presented twenty-four flag designs.<\/span><\/span><\/span><\/li>\n<\/ul>\n

Animal Birth Control Unit\u00a0<\/span><\/span><\/span><\/h3>\n<\/td>\n

  • After being inoperative for a long, the <\/span><\/span><\/span>Animal Birth Control (ABC)<\/strong><\/span><\/span><\/span> Centre at Konakkarai (Tamil Nadu) has become operational.<\/span><\/span><\/span><\/li>\n<\/ul>\n

    • The unit was opened in 2018 and remained idle for several months before it was reactivated.<\/span><\/span><\/span><\/li>\n
    • The ABC centre has five pre-operative and five postoperative wards.\u00a0<\/span><\/span><\/span><\/li>\n
    • It can sterilise about 30 dogs a day. But lack of manpower, particularly veterinarians, is said to be the main reason behind the inaction.<\/span><\/span><\/span><\/li>\n
    • It drew criticism from residents, particularly those who were affected by stray dog menace.<\/span><\/span><\/span><\/li>\n<\/ul>\n

      Animal Birth Control (Dogs) Rules, 2001<\/u><\/strong><\/span><\/span><\/span><\/p>\n

      • These rules were enacted under Section 38 of the Prevention of Cruelty to Animals Act, 1960.\u00a0<\/span><\/span><\/span><\/li>\n
      • It seeks to <\/span><\/span><\/span>reduce the dog population by sterilization<\/strong><\/span><\/span><\/span> and minimization of stray dogs by involving animal welfare organisations, private individuals and local authorities.\u00a0<\/span><\/span><\/span><\/li>\n

      • Under this project, <\/span><\/span><\/span>NASA is working with business partners <\/strong><\/span><\/span><\/span>to build rockets and spacecraft. The goal of CCP is to <\/span><\/span><\/span>send astronauts to the International Space Station (ISS) from the United States.<\/strong><\/span><\/span><\/span><\/li>\n
      • The National Aeronautics and Space Administration (NASA) relies on Russia to get its astronauts on the space station.         • NASA plans to<\/span><\/span><\/span> lower its costs<\/strong><\/span><\/span><\/span> by sharing them with <\/span><\/span><\/span>commercial partners<\/strong><\/span><\/span><\/span> such as Boeing and SpaceX, and also give the companies incentive to design and <\/span><\/span><\/span>build the Commercial Orbital Transportation Services (COTS).<\/strong><\/span><\/span><\/span><\/li>\n

  • It provides <\/span><\/span><\/span>several incentives<\/strong><\/span><\/span><\/span> to the<\/span><\/span><\/span> private secto<\/strong><\/span><\/span><\/span>r to <\/span><\/span><\/span>set up oxygen production <\/strong><\/span><\/span><\/span>plants, <\/span><\/span><\/span>invests in oxygen tanker<\/strong><\/span><\/span><\/span>s, and <\/span><\/span><\/span>set up oxygen storage facilities.\u00a0<\/strong><\/span><\/span><\/span><\/li>\n<\/ul>\n
