District Mineral Foundation Funds<\/span><\/span><\/span><\/h3>\n<\/td>\n

Recently, the Centre has taken<\/span><\/span><\/span> complete control of the district mineral foundation (DMF) funds<\/strong><\/span><\/span><\/span> from the states.<\/span><\/span><\/span><\/p>\n

Key Points:<\/u><\/strong><\/span><\/span><\/span><\/p>\n

  • This would <\/span><\/span><\/span>negate states\u2019 right to sanction or approve any expenditure out of the funds<\/strong><\/span><\/span><\/span> accrued from mandatory contributions from mining leaseholders.<\/span><\/span><\/span><\/li>\n
  • As per the recently released guidelines, <\/span><\/span><\/span>60% of the DMF funds<\/strong><\/span><\/span><\/span> have to be utilised for <\/span><\/span><\/span>\u2018high priority sectors\u2019<\/strong><\/span><\/span><\/span> such as drinking water supply and education, <\/span><\/span><\/span>40% is earmarked <\/strong><\/span><\/span><\/span>for <\/span><\/span><\/span>\u2018other priority sectors\u2019 <\/strong><\/span><\/span><\/span>such as physical infrastructure, energy and cowshed development.<\/span><\/span><\/span><\/li>\n<\/ul>\n

    Rationale Behind the Move:<\/u><\/strong><\/span><\/span><\/span><\/p>\n

    • According to the Ministry of Mines, the move was necessitated as \u201cthere are instances where a part of the funds of the DMF are being transferred to the treasury\/<\/span><\/span><\/span>consolidated fund of the state or state-level funds<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n<\/ul>\n

      District Mineral Funds:<\/u><\/strong><\/span><\/span><\/span><\/p>\n

      • Instituted under the <\/span><\/span><\/span>Mines and Minerals (Development and Regulation) (MMDR) Amendment Act 2015<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
      • Objective & Utilization: <\/strong><\/span><\/span><\/span>DMFs are required to use these funds for the welfare of persons and areas affected by mining-related operations. Thus, the tribal populations are the principal beneficiary. Monk Fruit: 1st Cultivation Begins in HP<\/span><\/span><\/span><\/h3>\n<\/td>\n

  • For the first time, the \u2018<\/span><\/span><\/span>monk fruit\u2019 from China<\/strong><\/span><\/span><\/span> was introduced for field<\/span><\/span><\/span> trials in Himachal Pradesh, Kullu <\/strong><\/span><\/span><\/span>by the Palampur-based Council of Scientific Research and Industrial Technology Institute of Himalayan Bioresource Technology (CSIR-IHBT).<\/span><\/span><\/span><\/li>\n<\/ul>\n

            • It is <\/span><\/span><\/span>a perennial crop<\/strong><\/span><\/span><\/span> having a life span ranging between four to five years and its fruiting starts eight to nine months after germination.<\/span><\/span><\/span><\/li>\n
            • The plant<\/span><\/span><\/span> prefers mountainous areas<\/strong><\/span><\/span><\/span> with an annual mean temperature of <\/span><\/span><\/span>about 16\u201320 \u00b0C<\/strong><\/span><\/span><\/span> and humid conditions.<\/span><\/span><\/span><\/li>\n
            • Seed germination rate<\/strong><\/span><\/span><\/span> of monk fruit is slow and low<\/span><\/span><\/span><\/li>\n

Recently, the Education Minister and Tribal Affairs Minister jointly launched the \u2018School Innovation Ambassador Training Program\u2019.<\/span><\/span><\/span><\/p>\n

Doppler Radars<\/span><\/span><\/span><\/h3>\n<\/td>\n

Recently, the <\/span><\/span><\/span>India Meteorological Department\u2019s<\/strong><\/span><\/span><\/span> (IMD) Doppler radar in<\/span><\/span><\/span> Colaba observatory<\/strong><\/span><\/span><\/span>, <\/span><\/span><\/span>Mumbai<\/strong><\/span><\/span><\/span> has stopped working.<\/span><\/span><\/span><\/p>\n

  • In radars, a beam of energy, called <\/span><\/span><\/span>radio waves<\/strong><\/span><\/span><\/span>, is emitted from an antenna. When this beam strikes an object in the atmosphere, the energy <\/span><\/span><\/span>scatters in all directions<\/strong><\/span><\/span><\/span>, with <\/span><\/span><\/span>some reflecting directly back <\/strong><\/span><\/span><\/span>to the radar.<\/span><\/span><\/span>\n
      \n
    • The larger the object deflecting the beam, the greater is the amount of energy that the radar receives in return.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
    • Observing the<\/span><\/span><\/span> time required for the beam to be transmitted and returned<\/strong><\/span><\/span><\/span> to the radar allows weather forecasting departments to \u201csee\u201d raindrops in the atmosphere and <\/span><\/span><\/span>measure the distance<\/strong><\/span><\/span><\/span> from the radar.<\/span><\/span><\/span><\/li>\n
    • What makes a <\/span><\/span><\/span>Doppler radar special<\/strong><\/span><\/span><\/span> is that it can provide <\/span><\/span><\/span>information on both the position of targets as well as their movement<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span>\n

      • It does this by tracking the \u2018phase\u2019 of transmitted radio wave pulses; phase meaning the shape, position, and form of those pulses.\u00a0<\/span><\/span><\/span><\/li>\n
      • As computers measure the shift in phase between the original pulse and the received echo, the movement of raindrops can be calculated and it is possible to tell whether the precipitation is moving toward or away from the radar.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
      • In India, Doppler radars of <\/span><\/span><\/span>varying frequencies <\/strong><\/span><\/span><\/span>are commonly used.<\/span><\/span><\/span>\n

        • An X-band radar is used to detect thunderstorms and lightning whereas C-band guides in cyclone tracking.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
        • It tracks the <\/span><\/span><\/span>movement of weather systems<\/strong><\/span><\/span><\/span> and <\/span><\/span><\/span>cloud bands<\/strong><\/span><\/span><\/span>, and <\/span><\/span><\/span>gauges rainfall<\/strong><\/span><\/span><\/span> over its coverage area of about 500 km.<\/span><\/span><\/span><\/li>\n
        • In an hour, a Doppler radar transmits a signal for <\/span><\/span><\/span>only over seven seconds<\/strong><\/span><\/span><\/span>, and spends the remaining 59 minutes and 53 seconds listening to returned signals.<\/span><\/span><\/span><\/li>\n

          • The <\/span><\/span><\/span>dependence of the frequency of a wave on the motion of the source<\/strong><\/span><\/span><\/span> is called the Doppler effect.<\/span><\/span><\/span><\/li>\n
          • The <\/span><\/span><\/span>phase shift<\/strong><\/span><\/span><\/span> in doppler radars works on the same lines as the \u201c<\/span><\/span><\/span>Doppler effect<\/strong><\/span><\/span><\/span>\u201d observed in <\/span><\/span><\/span>sound waves<\/strong><\/span><\/span><\/span>, in which the sound pitch of an object approaching the observer is higher due to compression of sound waves (a change in their phase).<\/span><\/span><\/span><\/li>\n
          • As this<\/span><\/span><\/span> object moves away<\/strong><\/span><\/span><\/span> from the observer, the <\/span><\/span><\/span>sound waves stretch<\/strong><\/span><\/span><\/span>, resulting in lower frequency.\u00a0<\/span><\/span><\/span><\/li>\n
          • The discovery of the phenomenon is attributed to <\/span><\/span><\/span>Christian Doppler,<\/strong><\/span><\/span><\/span> a 19th-century Austrian physicist.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

Recently, the Prime Minister of India has inaugurated various development projects in Varanasi under the <\/span><\/span><\/span>PRASHAD Scheme<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/p>\n

  • PRASHAD is a <\/span><\/span><\/span>Central Sector Scheme <\/strong><\/span><\/span><\/span>launched by the <\/span><\/span><\/span>Ministry of Tourism<\/strong><\/span><\/span><\/span> in the year <\/span><\/span><\/span>2014-15<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
  • It has the <\/span><\/span><\/span>objective<\/strong><\/span><\/span><\/span> of integrated development of identified pilgrimage and heritage destinations.<\/span><\/span><\/span><\/li>\n
  • It was launched with a focus on <\/span><\/span><\/span>identifying and developing pilgrim sites<\/strong><\/span><\/span><\/span> across the country to <\/span><\/span><\/span>promote religious tourism<\/strong><\/span><\/span><\/span>.<\/span><\/span><\/span><\/li>\n
  • It covers<\/span><\/span><\/span> infrastructure development<\/strong><\/span><\/span><\/span> such as entry points (Road, Rail and Water Transport),<\/span><\/span><\/span> last mile connectivity<\/strong><\/span><\/span><\/span>, <\/span><\/span><\/span>basic tourism facilities<\/strong><\/span><\/span><\/span> like Information\/ Interpretation Centers, ATM\/ Money exchange, drinking water, toilets, cloak room, etc.<\/span><\/span><\/span>\n

    • The project \u201c<\/span><\/span><\/span>Development of Varanasi Under PRASHAD Scheme: Phase II<\/strong><\/span><\/span><\/span>\u201d and the project \u201c<\/span><\/span><\/span>Development of River Cruise in Varanasi under PRASHAD Scheme<\/strong><\/span><\/span><\/span>\u201d were approved by the Ministry of Tourism in February 2018.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
    • National Steering Committee<\/strong><\/span><\/span><\/span> (NSC) steers the mission objectives and vision of the scheme.<\/span><\/span><\/span><\/li>\n
