Parliamentary Sessions<\/span><\/span><\/span><\/h3>\n<\/td>\n

  • The Cabinet Committee on Parliamentary Affairs (CCPA) has recommended the Monsoon Session of the Parliament from July 19 to August 13.<\/span><\/span><\/span><\/li>\n
  • A session of the Indian Parliament is the time period during which a House meets almost every day continuously to transact business.\u00a0<\/span><\/span><\/span><\/li>\n
  • Article 85:<\/strong><\/span><\/span><\/span>\u00a0<\/span><\/span><\/span>\n
      \n
    • The President can summon a session of Parliament \u201cat such time and place as he thinks fit\u201d.<\/span><\/span><\/span><\/li>\n
    • Thus, a session can be called on the recommendation of the government, which decides its date and duration.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
    • Three sessions<\/strong><\/span><\/span><\/span>:<\/span><\/span><\/span>\n
        \n
      • They are the <\/span><\/span><\/span>Budget Session (February to May)<\/strong><\/span><\/span><\/span>; the <\/span><\/span><\/span>Monsoon Session (July to September)<\/strong><\/span><\/span><\/span>; and the <\/span><\/span><\/span>Winter Session (November to December)<\/strong><\/span><\/span><\/span>.\u00a0<\/span><\/span><\/span><\/li>\n
      • A session consists of many meetings. Each meeting has two sittings \u2013 morning sitting from 11 am to 1 pm and post-lunch sitting from 2 pm to 6 pm.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
      • Importance of sessions:<\/strong><\/span><\/span><\/span>\n

        • Lawmaking and enacting Ordinances, scrutiny of the government\u2019s functioning (Question Hours), enforcing accountability.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
        • Termination of sessions:<\/strong><\/span><\/span><\/span>\n

          • A sitting of Parliament can be terminated by adjournment, adjournment sine die, prorogation or dissolution.<\/span><\/span><\/span><\/li>\n
          • The period between the prorogation of a House and its reassembly in a new session is called \u2018recesses\u2019.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

African Swine Fever<\/span><\/span><\/span><\/h3>\n<\/td>\n

African swine fever (ASF) has wreaked havoc in piggeries across 10 of Mizoram\u2019s 11 districts, killing almost 7,600 pigs.<\/span><\/span><\/span><\/p>\n

About African Swine Fever<\/u><\/strong><\/span><\/span><\/span><\/p>\n

    \n
  • Viral disease:<\/strong><\/span><\/span><\/span> It is a <\/span><\/span><\/span>contagious hemorrhagic viral disease<\/strong><\/span><\/span><\/span> affecting domestic and wild pigs.\u00a0<\/span><\/span><\/span><\/li>\n
  • Geographical distribution: <\/strong><\/span><\/span><\/span>The disease was <\/span><\/span><\/span>first detected in Kenya in<\/strong><\/span><\/span><\/span> 1909 and are later found in regions of Asia, Europe and Africa.\u00a0<\/span><\/span><\/span><\/li>\n
  • No Vaccine developed: <\/strong><\/span><\/span><\/span>As of now<\/span><\/span><\/span>, <\/strong><\/span><\/span><\/span>there is<\/span><\/span><\/span> no approved vaccine<\/strong><\/span><\/span><\/span> against ASF <\/span><\/span><\/span>unlike classical swine fever (Hog Cholera) <\/strong><\/span><\/span><\/span>which is caused by a different virus. Although signs of ASF and classical swine fever (CSF) may be similar, the ASF virus is unrelated to the CSF virus.<\/span><\/span><\/span><\/li>\n
  • Transmission and spread: <\/strong><\/span><\/span><\/span>African Swine Fever persistently infects its natural hosts, warthogs, bushpigs, and soft ticks, which likely act as a vector, with no disease signs.<\/span><\/span><\/span>\n
      \n
    • According to the World Organisation for Animal Health,<\/span><\/span><\/span> ASF is caused by a large DNA virus of the Asfarviridae family. <\/strong><\/span><\/span><\/span>African swine fever virus is the <\/span><\/span><\/span>only virus with a double-stranded DNA genome<\/strong><\/span><\/span><\/span> known to be transmitted by arthropods.<\/span><\/span><\/span><\/li>\n
    • The virus can be spread by ticks and can also be transmitted by direct or indirect contact with infected pigs, faeces or body fluids.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n
    • Public health risk- <\/strong><\/span><\/span><\/span>African Swine Fever<\/span><\/span><\/span> does not cause disease in humans.<\/strong><\/span><\/span><\/span><\/li>\n
    • Prevention and control:<\/strong><\/span><\/span><\/span> <\/span><\/span><\/span>Classic sanitary measures <\/strong><\/span><\/span><\/span>may be employed including early detection and humane killing of animals (with proper disposal of carcases and waste); thorough cleansing and disinfection and opting for <\/span><\/span><\/span>strict biosecurity norms.<\/strong><\/span><\/span><\/span><\/li>\n
    • Symptoms of illness:\u00a0 <\/strong><\/span><\/span><\/span>It includes weight loss, intermittent fever, respiratory signs, chronic skin ulcers and arthritis. Acute forms of ASF is characterised by high fever, anorexia, loss of appetite and haemorrhages in the skin.<\/span><\/span><\/span><\/li>\n<\/ul>\n

      World Organisation for Animal Health (OIE)<\/u><\/strong><\/span><\/span><\/span><\/p>\n

        \n
      • The need to fight animal diseases at the global level led to the creation of the Office International des Epizooties(OIE) through the international Agreement signed on January 25th 1924.\u00a0<\/span><\/span><\/span><\/li>\n
      • In May 2003 the Office became the World Organisation for Animal Health but kept its historical acronym OIE.<\/span><\/span><\/span><\/li>\n
      • The OIE is the intergovernmental organisation responsible for improving animal health worldwide.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n
