style=\"color:#000000\">This societal scarring compounds the challenges of national policy-making, limiting the political capital.<\/span><\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"color:#000000\">The pandemic and its economic consequences continue to stifle countries\u2019 ability to control the virus and facilitate a sustainable
